SANDBANKS CYCLE LANES – OBJECTIONS TO TRAFFIC REGULATION ORDERS

1.Purpose of Report and Policy Context

1.1To consider responses to the advertised Traffic Regulation Orders (TROs) associated with the proposed cycleway scheme from Evening Hill to the Sandbanks Peninsular.

1.2The development of cycle lanes is in line with the Borough’s policy on cycling, which states that a safe, secure and convenient network of cycleways will be developed and maintained to encourage this form of transport.

1.3Implementation of this particular proposal is of strategic importance as it will complete the last section of National Cycle Network (NCN) No. 2 within the Borough, and link that route with NCN No. 25 to the North.

2.Recommendations

2.1It is recommended that the TROs be made as advertised, except for the provision of metered parking in Haven Road where it is proposed that this now extend only as far as Brudenell Road

3.Background

3.1The scheme providing cycle lanes along Shore Road and Banks Road, linking the existing lanes at Evening Hill to Panorama Road, was approved by this Group at its meeting on 27 November 2008, subject to advertising the associated TROs.

3.2Proposals include providing metered parking in Haven Road from Shore Road to just past Brudenell Road, replacing the existing unrestricted parking. It is as a result of this particular element of the scheme that an objection has been received from the Mr Butterworth of the Harbour Heights Hotel (shown as Appendix A). The Head of Tourism, referred to in this letter, has stated that he is in agreement with all of the points raised by Mr Butterworth.

3.3The relocation of metered parking here is proposed to replace the metered parking lost on the landward side of Shore Road from Evening Hill to Haven Road in order to provide for the on road cycle lanes along this stretch. The original proposed overall arrangement was:

a)Loss of metered parking Evening Hill to Haven Road – 72 spaces.

b)New metered parking Haven Road – 38 spaces.

c)New metered parking adjacent to Sandbanks car park – 36 spaces

Overall gain – 2 spaces.

3.4The current annual income from the existing bays in a) above is approximately £10,000. It is anticipated that the equivalent income will be achieved from the new areas of charging b) and c) on a 50:50 basis.

3.5Other issues associated with metered parking in Haven Road are:

a)Paid parking generally provides greater turnover of vehicles, discouraging long stay parking and increasing availability for visitors.

b)Annual beach permits can be used in these pay and display spaces.

c)Nearby unrestricted parking is available in Brudenell Road

3.6 On the basis of the objection from the Harbour Heights Hotel, it is proposed that the pay and display parking does not extend all the way up the hill, but instead terminates at the Brudenell Road junction.

3.7It is worth noting that of the eleven separate areas where changes to the TROs were advertised, there was in fact only one objection. It is considered that this is due to the extensive public consultation which took place prior to the scheme being finalised, taking on board many of the earlier concerns raised.
