Circle Secretary Report.

On behalf of Circle Executive committee I feel immense pleasure in placing the report of circle secretary before the XIXth representative council of SNEA (I) Gujarat Circleat “Tirupati Natural Park” Village: Valam, Taluka: Visnagar, District: Mehsana from 16th & 18th January 2014

Comrade President and dear comrades,

We solicit your kind permission to lay the circle secretary report before the XIXth representative council of SNEA (I) Gujarat Circle for its consideration and adoption please.

On this auspicious occasion first of all I feelit obligatory tomention that with the enormous & divine force and inspiration from the supreme lord Saminarayan and H.D.H.pramukh swami Maharaj,I along with the team of our SNEA (I) –Gujarat,we worked with spirit,zeal,devotion dedication despite various constraint and continue to work for the cause of both, i.e. greatesteemed organizations BSNL and SNEA (I) at all the time when we have been given the responsibility to serve for the betterment, and accordingly we always remained successful

At the same time I also take chance to highlights and extend my very very sincere thanks to one and all of our fraternity including all our District Secretaries , District office bearers, Com.A.N.Bhavasr including team of our Circle office bearers, CWC/CEC members, internal Auditor,Com.G.L.Jogi-CHQ President, Com.Sebatian-GS,Com.Khan, Com.Rakesh Mehta Ex.Jt. Secy (W), various Association and Union leaders of Gujarat and all direct & indirectly remained our well wisher who all have always extended all kind of support during my overall tenure as and when required in all kind of circumstance. As a consequence I have always got moral boost up and encouragement from all of them while dealing all various kind of the issues. It is also worth to mention that allsuch our well wishers have always remainedwith meat all the times in the moments of happiness and hardship with the same spirit to handle all the situations calmly and patiently.

Apart from that we have always received warm response from our present CGM Shri B.K.Sinha, and other the then CGM Shri D.N.Tripathi, CGM Shri S Bhargava, present PGM (Fin) Smt. Sujata Ray, Sr.GM (HR) Shri V.K.Sajnani, GM(TR) Shri P.B.Parmar,CE(Civil) Shri P.K.Jain , CE(Electrical) Shri Rajeev Soni all their down to line team of Circle office including all SSA heads as well as all other seniors officers of BSNL & DOTto whom we approached as and when for resolving and considering various issues and suggestions pertain to interest of our cadre,BSNL,and esteemed customers. Ultimately all these forces have played important roll to run our organization along with coordination & harmony for the cause of our esteemed BSNL, our cadre and our beloved Association.

At the same time I also tender my apology and extremely sorry for any knowingly or unknowing event / action which might have hurt any one of us, as well as we have failed to satisfied any individual for settlement of his/herpersonnel grievance as per his/her desire due to ourlimitations and inconvenience of administration too. At the same time I also regretful for any unknowing mistake I committed in this report. Thus ultimately as a responsible office bearer we are always committed to serve for the Association and there by for our cadre and our BSNL.

(1) Introduction: Lastly we met at Ahmedabad on the eve of CEC meeting on 17 / 10 /2013and discussed various issues pertaining to cadreand BSNL interest belonging to Circle , CHQ , BSNL-HQ . All these were elaborately highlighted including our course of action in the 23/10/2013 Patna CWC.Ultimately as per the convenience of beloved CHQ President Com.G.L.Jogi,Honorablebeloved General Secretary Com.Sebstian, Hon’ble CGM Gujarat Telecom Circle and our Host District Branches of North Gujarat such as Mehsana, Himatnagar, Palanpur and venueit is finalized to hold circle conference, accordingly it is finalized & arranger here were we assembled today.

(2)Mobilizing various activities and developments through our web site:

Day by day and Time to time our team comprise of com.J.A.Patel, Com.Kachadia, Com.Sandeep,Com.S.F.Jadeja, under the guideline of Com.Rakesh Mehta and my self, have always make sincere efforts to make our SNEA (I)-Gujarat website more and more informative with equally promptness by launching various cadre related correspondence, circulars, transfer posting, promotions, various marketing / BD / mobile / bfone related circulars & schemes. Apart from that archive of various issues, down loads and membership related data etc. followed by regularly sending SMSs to our activists of all SSAs,Circle/District office bearers continuously. Thus we are always working hard to make it more and more effective, user friendly and attractive. It is further requested that every one should develop a habit to view it regularly and share the mobilization of our website information amongst all concern & relevant beneficiary and other executive with sprit of the positive marketing of our Association activity.

(3) Membership:Any organization can becomestrong only due to its large paid membership. After formation of BSNL and as per the Dept. of Public Enterprises guidelines, all executives in BSNL can become member of our Association and I am happy to announce that all the executive fraternity i.e. Telecom, Finance, Civil, Electrical, PA/PS in BSNL are member of our Association in Gujarat.

During the tenure twice time including our last mail of October-November-2014 to all concerned DSs we our self have centrally collected SSAs wise data of all the working executive strength of Gujarat under various establishment including Telecom, Finanace, Civil, Electrical, PAs/PSs, working in all wings of CGM (T) Gujarat Circle, GM (Mtce.), DGM (WTP), QA, A/T wing of T&D circle etc. Thus we have provided data and repeatedly requested for making it fair,update and target for ensuring atleast 75% enrolment as a our SNEA(I) member, by highlighting all our Effortsmade by our Association at District / Circle / CHQ level for better career prospects,there by achievements pertain to en mass / limited /individual beneficiary based on policy and interest of BSNL as well as our customers for providing best telecom services at affordable rates and thus all points constructive points which we have covered In our various correspondences. Thus still wemust strive hard to further increase the membership in all above mentioned discipline by mobilizing our above efforts, as this is always end less process.

It is also worth to mentioned that during last CWC Thrice time I have been nominated by CHQ for the “SNEA (I) constitution amendment committee member”

(4) Various activities done at Circle level for the Cadre, BSNL, and users’ interest:

(4A) Cadre related: we have always rigorously persuaded the issues affecting the mass with top priority,as well as individual as far as possible& level best for various executive cadres such as JTO,SDE,DE,JAO,AO,CAO,PA/PS of various wings working under the jurdiction of CGMT-Gujarat, including PGM(Finance), CE(Civil),CE(Electrical), CGMT (WTR), CGMT (WTP), T&D and QA. Mainly they are as under.

Time to time updating of wait list and stay particular and accordingly consideration of own request transfer cases either at the time March as per Transfer policy, or during regular / officiating promotion etc.More over with the kind co-operation of the respective CGMs beyond the horizon of transfer policy our own cost transfer cases beyond cut-off date 31st March are also consider in May & September since last three years without any long stay replacement a result the cycle of own cost request transfer is regularized in such a way that every year long stay transfer are minimizing every year since last three years.

We have also made consistent & equal effort for Finanace, Civil, Electrical, and PA/PS executives at par with our telecom cadre &wing as a result this year the own cost request transfer affairs is almost regularized as good a telecom.

Specifically during this year for TTA to JTO since from the stage of exam notification, conduct of exam & declaration of result at earliest, arrange the seniority i.e. year of recruitment as per marks, earliest finalization of pre-Basic-I & II, Phase-I training at a time for all the successful candidates starting on the same date and modification of training centers for the candidates of Mehsana & Nadiad on compassionate ground we have completely persuade all these issues at appropriate time and same are always time to time uploaded on our website exclusively.

At the time of regular / officiating promotioncalling of choice before posting and thus based on available inputs we have tried our level best that with keeping in mind the welfare of members and administrative need , as far as possible with minimum and zone wise disturbance posting are to be carried out.

Thecompassionate / genuinecases which are represented by individual are time to time taken up with concern authorities for considerationduring any kind of transfers & posting as well as during routine.

The issues of timely settlement of pension cases are keenly and continuously taken up with CCA-DOT cell and ultimately the procedure is streamlined and now, the monthly progress in these regard is also displayed on our web-site.

At all the times enough efforts are made for consideration of theRule-38 transfer i.e. circle to circle or transfer to choice circle on deputation with concern authoritiesand we have tried our level best to get it considered along with ensuring reliving of such officials as a result our present wait list for Rule-8 transfer is remain up to 54 i.e. in double figure, from the almost 160.

We made all the efforts for time to time consideration & settlement of pay anomaly cases of the level of circle office. And on convincing the administration and finance wing of circle, the necessary instructions are issued to empowering SSA head to settle such cases up to the level JTO at SSA. Regarding pending SDEs cases the matter is at final stage and within next few months all the justified & held up cases will be cleared one by one. Mean while due to misinterpretation recovery of all such cases is also kept held up till this finalization.

@For the convenience of all our executives/ non executives the issue of on web availability of updated circular and forms pertain to all the HR, pension, I/D-O/D medical reimbursement / advance, NOC for passport / visa / sale purchase of immovable property, residential service connection etc is taken up exclusively by our association and accordingly it is implemented by our circle office.

On the guide line of the CVC regarding the laps in following the formality in the case of purchase & sale of immovable property was implemented by Circle vigilance for initiating CCS –Rule disciplinary action. This issue was also exclusively taken by our Association and as a result necessary corrective instruction was issued by Circle office. This is protecting to so many officials form disciplinary action who have not followed such formalities unknowingly and one time in carrier.

The issues of time to time release of security deposit, conducting confirmation DPCs, regularization of EPF of BSNL recruited JTOs as per IDA pay scale, correction in gradation list as per request and genuineness of the cases, TTAs to JTOs officiating to all the eligible/ qualified TTAs without any medical formalities, payment of perks to such TTAs officiating as JTOs at par with regular JTOs, allotment of maximum post of JTOs from H.Q., all these issues were taken-up with concern authorities at appropriate time and get settled.

The issues of I/D medical advance irrespective of cadre & irrespective limit are to be sanctioned by SSA Head as per 80 %( CGHS) of the estimate of empanelled hospital is exclusively seized and achieved by us.

Time to time settlement of compassionate cases and empanelment of maximum hospitals for various specialized treatment at all SSAs were time to time taken up with concern authorities.

@The issue of wrongly interpreting the less reimbursement charge of “Stent” under I/D treatment & for many cases of O/D treatment was brought to our notice by our Civil-wing commarrades was also taken up with Hon’ble PGM (Fin) and necessary corrected instructions are also issued by our Circle office.

@Apart from that many issues are taken up at BSNL-HQ as a member of “all India medical review committee & welfare committee “and all such important circulars are get printed in our Circle Association Diary.

 The issue of regular formation of “Welfare” and “Sport& cultural board” at circle level and District level by consisting of our SNEA (I) member is taken up accordingly necessary instructions are issued to SSAs and at Circle committee Com.A.P.Rohit and Com. M.B.Sarvaiya are nominated for respective committee.

The issue of implementation of Time bound promotion policy for all of our executives of all wings along with ensuring imparting the necessary training was one of the major task was taken-up with concern authorities. We feel proud that in our circle all cases of telelecom, Civil, Electrical, Finanace, PA/PS due cases up to 31/06/2013 are covered andunder action considered.

The issue of special recruitment drive for the cadre of direct recruitee TTA for Gujrat & such other circle is exclusively taken up by our association with Hon’ble CGMT & CHQ we hope that it will considered by BSNL-HQ. This will be very much beneficiary for us for getting local well qualified manpower to share the shortage in field. Similarly at all the time the issue of asset base justification and creation of post of various executives is taken with all the concern authorities. As a result we all are enjoying fruits today “that during promotion order issued from BSNL H.Q. all of our executives have been accommodated in our circle” and this result will be benefited to executives of our Gujarat circle in future also.

At every two years we have always taken up the issue of “Rate review of staff amenity items for all the cadres and frequency”, along with reimbursement in salary in these regard all the time our majority view points are considered and implemented in salary.

The genuine & specific issues of policy & many individuals pertain to the respective SSAs establishment, Circle establishment, or BSNL-HQ represented by individual are always tried our level best and many of these are settled. And in this regard necessary instructions are also issued and time to time launched on our website.

@ Providing of FTTH as a service connection in TNF area is exclusively taken up since long by us & it is settled .

@The issue of prejudicially initiated disciplinary cases against so many our innocent members / office bearers of Ahmedabad / Valsad / Surat were keenly time to time taken up with all the respective authorities and most of are favorably settled.

@The issues represented by of our CO-Branch secretary regarding his own case for immovable property & transfer of our member from circle to Ahmedabad was taken up and get settled.

@The issue of not getting confirmation of DR.JTO of HimmatNagar and some additional posting of JTOs / SDEs for meet the heavy shortage is taken up settled.

@The issue of our member of Civil for long time suspension due to irrelevant case was taken up with Gujarat-Civil and BSNL-HQ and official is revoked.

@The issue of immunity to our DSs of Jamnagar and Junagadh form rural to urban was taken up and get considered.

@The issue of long pending reliving inter & intra circle cases of Jamnagar, Bhavnagar, Valsad, Amreli,due to non availability of relievers were settled and as and when additional manpower are posted to Gujarat the shortage of such SSAs are also taken up & considered.

@The cases of change in seniority pertain to BSNL-HQ are time to time taken up and get settled, at present pending10 cases are under persuasion.

@The 10 cases of antedating promotion are taken up at circle and there by with BSNL-HQ are settled reverently.

@The issue of mismatching of DEs vacancies of Rajkot was taken up and settled, as a result SSAs is justified for more posting of DEs to full fill the field requirement.

(4B) Users Interest related:

@The core issues pertain to BB customers for providing GOD & MOD despite there unwillingness and there charging them which leading to huge closer of BB and on other hand providing commission to vendor due to laps in tender condition were taken up at Circle & BSNL-HQ consistently, ultimately corrective amendments in the whole procedure & tender conditions are made to avoid such huge loss to BSNL.

@The repairing of faulty modems & B-fone instrument due to non availability of tender are time to time taken up and made operative. Similarly the huge complaint regarding the poor Quality & performance of “Teracom” leading to huge complaint and closer of BB was taken up and ultimately concern vendor is issued warning for immediate replacement of such BB-modems and ask to stop such poor quality.
