Basic Rules

  • Must have at least 18 players to play, but a team can have no more than 20 players (see “Loaning Players” section for loan exceptions).

When a suspended player takes a team’s roster count under 18, the player may be kept on the bench, but cannot be substituted in at any point.

  • No cheating (definition of cheating and consequent punishment to be determined on a case by case basis by the board).
  • Rage quitting is a finable offense. This includes cases of teams not actually quitting the game but doing so by scoring several own goals, picking up several cards, or any other unsportsmanlike way of giving up on a game. Therefore, in certain cases where necessary, the board will determine if a manager has rage quit.

1st offense: 1 million

2nd offense: 5 million

3rd offense: to be determined by the board

  • A manager may switch teams but will be penalized 3 million.
  • Should any unexpected issue arise where the solution may not be found in this Charter, a decision or executed action upon said issue will be made by the board. However, if a party involved appeals the decision, the issue will be taken to the league, where a majority ruling must be made to overturn the board.This same appeals process will be applied to any amendments made to the charter by the board. These amendments may be made at any time.

*All managers must be aware of the personal responsibility of joining the San Pedro FIFA league. If for any reason a manager feels as if they cannot commit to managing their team with absolute regard to the rules and policies laid down in this document or playing their league games in a timely manner, then said manager should reconsider their inclusion in the league.

Transfer Rules

  • Any transactions may only take place during the transfer window (dates determined on a season by season basis).
  • Any and all transfers must be approved by the board.
  • Managers are responsible for keeping track of their own transfer funds. The board will also keep track and post the newest version of the transfer funds file periodically to the website. Managers are expected to verify the number of funds they have for their own team. All errors found will be corrected and applied, regardless of when they are discovered.

Free Agents

  • Any and all transactions are done via notifying the commissioner of the desired player’s name and price.
  • Once a bid is placed, the bidding party may not revoke their bid.
  • Free agent players will be priced using the values determined by transfermarkt.com (in Euros).
  • Managers will be allowed only one free transfer (a player that does not have a designated value on transfermarkt) at any given time on their roster. If a manager wants to purchase another free transfer, then the board will negotiate a minimum price with the interested manager for which he can place a bid on the player.
  • Once a club manager attempts to sign a free agent, the commissioner will notify the league. All other club managers will have 24 hours to engage in a bidding war with the other club manager to sign the player. *Note: Every time a club outbids another, the deadline extends to 12 hours away from the time of the bidto allow the team that got outbid a fair chance to place a higher bid (if necessary).

Transferring Between Clubs

  • Club managers set the prices for their own players.
  • Player for player trades allowed.
  • No future cash/percentage of winnings may be used to buy a player.
  • Buyback clauses work as a waiver. The manager that sold or loaned the player originally must have said player offered to him at the formerly agreed upon price before the purchasing manager sells him off.
  • No 3rd party currency is to be used. If a party or parties is/are caught engaging in the use of 3rd party currency, severe penalties may follow.

Loaning Players

  • When loaning a player, the parties involved are left to resolve the terms of the loan largely at their own discretion. The terms of a loan often include but are not limited to:

the length of the loan

the amount to be paid up front

the amount to be paid later in the form of percentage of earnings and at what time said payment must be made

any buy-back options

any performance based incentives (EX: reward per goal)

whether the player involved may play in games against their parent club (by default players ARE allowed to play against parent club)

  • An additional two roster spots are granted for loaned in players. However, teamsmust still have 18 players of their own to play and are limited to loaning out 2 of their own players. These loaned out players also count towards a team’s roster maximum.
  • Loan deals may not expire at a time when the transfer window is not open
  • A manager is allowed to loan a player for free, however that loan deal may not include an option-to-buy clause and the player may not be purchased during the window in which the deal expires.

Replacement Players

  • In the event that a player is no longer in a new version of FIFA, the manager who lost the player may replace that player with another, under the following restrictions:

To replace a player, he must no longer be in the game for FIFA related reasons only (i.e. entire leagues no longer in game). Alternatively,a retired player, for example, may not be replaced.

Replacement player must have a similar rating and market value as the former (definition of similar to be defined by the commissioner).

In-game Rules

  • 6 minute halves
  • Difficulty set to world class
  • Home/away designation encouraged but not enforced

Lag Rules

In the event that a game should lag out at any given time during an online match, the parties involved have two options:

  1. The parties involved reach a mutual agreement on their dealings with said game

or

  1. The game will resume in the form of another game but will only be played until the full 90 minutes from the combined two games is completed. For example, if a game were to end in the 57th minute, another game will be started but played only until the 38th minute (33’ +5 minutes of injury time). Furthermore, any goals, injuries, and subs made in the original game DO carry over to the resumed game.

Season Play

  • Start and end dates of league play will be announced; as will other critical information such as how many teams will be promoted/relegated, how many yellows will equal a suspension, etc.
  • If somebody quits at any point or does not complete their games within the time limit:

The board will decide the best course of action in an effort to preserve the integrity of the season in the fairest way possible (if during season)

All of their players will be dropped and counted as free agents at the start of the next window; if it is during a window, the players will be open next window

  • Post all league match results to the FB group immediately upon final whistle; (best way is to take a picture of the “all events” page via match facts after the game)
  • Red cards mean automatic suspension for next designatedleague game, according to the schedule. Yellow card accumulation suspensions will be announced and also mean that the player involved misses the next designated league game.

Card appeals will be heard by a 3-person committee (headed by just one of the board members) if and only if video evidence of the incident can be presented. If a committee member is involved in the appeal, a different board member than the committee chair will step in for that specific case.

  • At the end of the season each team will be granted a base reward of 20 million.

Additional prize money will be granted based on league finish and will be determined season by season. Some teams in the lower divisions may be “penalized” for finishing poorly and may be given less than 20 million.

Schedule Rules:

  • There will be a flexible, although strictly policed, league schedule. A predetermined amount of games will be played during a month long window against a predetermined set of teams.
  • A manager may be exempt from their scheduled games if and only if the manager has discussed a conflicting issue with the commissioner that will not allow the manager to fulfill the schedule. At which point a manager will be responsible for finding a solution to resolve the missed games at another date.
  • Managers that make a habit of not finishing games, will be fined (amount based on severity) at the end of the season or even kicked out of the league at our discretion.

Player awards for the season:

  • Player awards concern only statistics accumulated in league play

Golden Boot (most goals)- 5 million

Golden Glove (most clean sheets)- 3 million

Most assists- 3 million

Tournaments

  • To have a tournament, at least half of the teams need to attend
  • Tournament dates will be proposed periodically by league officials. The date in which the most people can join will be the date of the tournament.
  • Financial rewards are to be determined at a future date, once the tournament is set (rewards will depend on number of teams, status of league, etc.).
  • When a game goes to extra time, the teams involved will restart a new friendly. This new game will last until the score is separated at the end of a 30-minute increment. Injury time will not be considered unless it is game administered (at the end of a 90th minute increment). This process will continue until a winner is found.

Wager Play

  • Matches can be set-up at any time between any clubs.
  • Must report results to commissioner for approval and granting of the money
  • League games may be wagered on as well.*Note: League games never go to extra time. If a league game has been wagered on and ends in a draw after 90 minutes, the managers must report that result for league play record. From there, the managers can play out their wager if they please.
  • Wagers are capped at 1 million per match. Furthermore, a team cannot lose OR gain over 2 million per week.
  • Nothing but our currency is to be wagered (EX: no players)
  • Red cards do not carry over from wager matches
  • Actual real-life soccer events may be wagered on as well. However, these wagers must be approved by the board and will be scrutinized very closely to ensure that the best interests of the league are being kept.
