MECKLENBURGCOUNTY4-H TEEN COUNCIL

CONSTITUTION AND BY - LAWS

ARTICLE I

Name

The name of this organization shall be “The Mecklenburg County 4-H Teen Council.”

ARTICLE II

Purpose-Scope

The purposes of this organization are to promote interest in 4-H activities; to develop leadership; to promote fellowship and provide opportunities for members from the various areas to become better acquainted; to discuss problems; to share ideas, skills, work along with the county 4-H volunteers, plan county activities and share county responsibilities.

ARTICLE III

Membership

A) This organization shall consist of Mecklenburg County Senior 4-H members. A member enrolls in 4-H as a Senior 4-H member if he or she has graduated from the 7th grade or will be 13 years old by January 1 of the current club year. Membership shall be open to all eligible youth regardless of race, color, national origin, religion, sex, sexual orientation, and age, medical or handicapping condition.

ARTICLE IV

Meetings

SECTION 1 – REGULAR AND SPECIAL MEETINGS

The MC4-HTC shall meet on two separate occasions, as scheduled by the staff of the MecklenburgCounty 4-H Office.

SECTION 2 – EXECUTIVE BOARD MEETINGS

The MC4-HTC 4-H president may call an Executive Board meeting at any time deemed necessary in coordination with the MC4HTC Advisor.

SECTION 3 – MEETING AGENDA

An agenda for each regular, special or Executive Board meeting shall be prepared jointly by the MC4-HTC President and the MC4-HTC advisor and shall be available to all members at the meeting the said agenda was prepared for.

ARTICLE V

Voting Procedures

A) A quorum shall consist of a majority of the members present. Voting on issues presented at the county meetings will be decided by the majority present.

B) Advisors attending MC4-HTC meetings will serve only in an advisory capacity and may participate in the discussion and shall have no voting rights at said meetings.

ARTICLE VI

Officers

SECTION 1 --ELIGIBILITY FOR EXECUTIVE OFFICE

The executive officers shall consist of the members who are MecklenburgCounty senior 4-H’ers. The executive officers shall be nominated and voted upon by the membership.

SECTION 2—MECKLENBURGCOUNTY4-H TEEN COUNCIL

EXECUTIVE BOARD

A) The Executive Board of the MC4-HTC shall consist of all of the MC4-HTC officers and the MC4-HTC advisors.

B) The President of MC4-HTC shall be the official chairman of the Executive Board.

C) The Executive Board may conduct emergency business of the MC4-HTC and any other business that the MC4-HTC may direct them to do.

SECTION 4—DUTIES OF THE SDCTC EXECUTIVE

OFFICERS

A) The President shall:

1. Preside all meetings.

2. Conduct business that reflects the best interest and purpose of MC4-HTC.

3. Call special meetings in conjunction with the MC4-HTC4-H advisors.

4. Appoint special committees and chairmen as needed.

5. Uphold the MC4-HTCConstitution and By-Laws at all times.

6. Uphold and abide by the 4-H code of conduct

B) The Vice-President shall:

1. Learn the duties of the President.

2. Preside over meetings in the absence of the President.

3. Organize Programs for the General Meetings that will benefit the MC4-HTCmembers.

C) The Secretary shall:

1. Keep a record of all proceedings at the MC4-HTCmeetings (regular, special, and Executive Board).

2. Make copies of the minutes of each meeting and send to each of the following people with two weeks after the meeting:

a.MC4-HTCExecutive Officers.

b.MC4-HTCAdvisors.

c.Cooperative Extension 4-H Advisors.

3. Act as MC4-HTCcorrespondent.

4. At each MC4-HTCmeeting, make a report on the previous meeting.

D) Other Executive Officers:

1. These positions may be developed by the Executive Board as deemed necessary.

2. These positions will be filled by those nominated by the membership and voted up and duly elected.

SECTION 5—TERM OF OFFICE FOR THE MC4-HTCOFFICERS

A) All elected officers shall hold offices until after the January meeting of the MC4-HTC.

B) Installation of officers shall occur at the end of the January meeting.

C) The offices of President, Vice-President, Secretary, and reporter shall not be held by the same person for more that two years unless deemed necessary by the current executive board.

D) Vacancies shall be filled through appointment by the MC4-HTCExecutive Board.

E) All board members must attend meetings and carry out their responsibilities as an officer.

ARTICLE VII

SDCTC Advisors

A)MC4-HTCadvisors shall act in an advisory capacity with themembers to further the purposes of this organization.

B) Past or present State Ambassadors may act in an advisory capacity to the MC4-HTC with the guidance of the Advisors.

ARTICLE VIII

Amendments

Amendments to these by-laws may be introduced at any regular meeting of the MC4-HTC. The amendments passed will be voted on at that time and passed by a two-thirds majority of those MC4-HTCmembers present.

ARTICLE IX

Ratification

To be ratified, this constitution must receive the approval of the majority of members attending the MC4-HTCmeeting at which the Constitution and By-Laws are presented. The adoption of this Constitution and By-Laws shall be concurrent with the ratification of them by a majority of the MC4-HTCmembers present.

MECKLENBURGCOUNTY 4-H TEEN COUNCIL

OBJECTIVES -- As a result of a Teen Council Organization:

1. Teen Council members will gain leadership and public speaking, and organizational skills by planning, conducting and or participating in MecklenburgCounty 4-H activities.

2. Teen Council members will network with members from all Mecklenburg County Areas to coordinate and to promote 4-H and all of the program opportunities.

3. Teen Council members will support and encourage each other to participate in personal growth opportunities like teen retreat, state council conference, teen congress and other county, district or state-wide 4-H teen programs.

4. Teen Council members will encourage all MecklenburgCounty 4-H Senior and Middle School members to learn more about Teen Council and encourage them to participate and attend meetings.
