2007-2008

Major projects that Mr. Davis has directed and managed include the following:

  1. MTA carbon footprint and sustainability plan
  2. The carbon footprint for all of MTA agencies from 2000-2006, and projections to 2015 were completed. Agencies included MetroNorth Railroad, Long Island Railroad, Bridges and Tunnels, NY City Transit, MTA Bus, LI Bus and Capital Construction. Results covered revenue and non-revenue energy uses.
  3. Contributed to MTA goals for carbon reductions and sustainability programs working with the sustainability commission. Identified benchmarks for tracking water/waste water, air emissions, energy use, green procurement, and transit oriented development.
  4. Supported MTA in buying and complying with EO 111, renewable purchases.
  5. American Public Transportation Association – completed carbon footprint for the public transportation industry and presented the results to key congressional chairs responsible for public transportation appropriations.
  6. Ongoing assistance to MTA in energy procurement and risk management, including negotiating a new power supply agreement with the Long Island Power Authority and the New York Power Authority.
  7. Ongoing relationship manager for the MTA and Port Authority of New York and New Jersey Transit.
  8. Con Edison – development of 12 preliminary energy efficiency and permanent peak load reduction programs including budgets and business plans. Applied California Standard Practice cost/benefit analysis to programs. Worked with 18 Con Edison staff and management to screen, budget and write business plan.
  9. Estimated the carbon footprint for New Jersey Transit including bus, rail and light rail operations. Completing technical, economic and achievable potential study of 20 NJ TRANSIT facilities and estimated the carbon footprint for all facilities. This baseline will be used to develop an energy and carbon reduction master plan for NJ Transit.
  10. Chairing MTA’s energy management committee with MTA Budget Manager and responsible for managing $600 Million in energy spend covering electricity, natural gas and diesel fuel. Assist in cost of service reviews and energy contract negotiations. Contributing to the development of an Energy Master Plan for MTA.
  11. State University of New York/Systems Administration – advised university system on how best to purchase green energy to meet Statewide Executive Order EO 111 – a renewable portfolio standard for state agencies.

2006-2007

MTA has an overall energy spend of $500M of which $85M is for diesel fuel. Mr. Davis is the Engagement Director for a multipurpose project for the Metropolitan Transportation Authority of New York City. This project involved the helping MTA negotiate a new ten year power supply contracts with the New York Power Authority (NYPA) and Long Island Power Authority (LIPA). Annual reviews of cost of service, load management study design and ongoing review of bids in RFP # 4 for new 400 MW of power supply to meet future MTA load growth. In addition, participated in SENY customer collaborative approach to formulating a risk management framework to evaluate alternative risk and hedge mitigation positions. Directed real estate appraisal with subcontractor support, for evaluating LIPA access to Long Island RR right of way. Participated and contributed to a risk management audit of NYPA and advised MTA on electric, natural gas and diesel fuel hedges for power supply and the diesel bus fleet. Developed feasibility studies and sample hedge positions for MTA’s diesel bus and locomotive fleet. Reviewed and evaluated current hedge position with major oil supplier. Consulting with MTA about a carbon baselining and possible trading on the CCX. A feasibility study is being completed. SAIC saved MTA over $100M in power supply costs.

Port Authority of New York and New Jersey – Mr. Davis is the engagement directors for helping the Port Authority negotiate a new ten year power supply contract with NYPA. The project included annual cost of service and risk management position reviews, electricity bill reconciliation for the cogeneration system at JFK airport, and other miscellaneous power cost issues. The team led by Mr. Davis discovered $3 million in overcharged incorrect billings for scheduling and settlement expenses for the KIAC cogeneration facility at JFK Airport. He directed an asset valuation study and formulated an approach to help the Port Authority in approaching the Calpine Bankruptcy. Mr. Davis represented the Port Authority on a risk management audit and review of natural gas hedging strategies for the fuel used to power two 50 MW cogeneration facilities at JFK International Airport.

World Bank – two projects were completed for the World Bank. One pertained to developing a risk management approach and demonstrating the economic costs and benefits for hedging international oil prices and petroleum prices. This project was done to demonstrate the economic value of reducing the volatility of fuel prices for a Central Asian country. The impacts of the hedges on balance of trade and country cash flow were also estimated. The second project pertained to helping the World Bank issue a Terms of Reference for developing an international utility pricing and tariffs data base.

2004-2005

Engagement director for a multipurpose project for the Metropolitan Transportation Authority of New York City. This project involved the helping MTA negotiate a new ten year power supply contracts with the New York Power Authority (NYPA) and Long Island Power Authority (LIPA). Annual reviews of cost of service and risk management positions and products to select to limit market price exposure. This project identified approximately $77 million savings to MTA.

Port Authority of New York and New Jersey – Mr. Davis was the engagement directors for helping the Port Authority negotiate a new ten year power supply contract with NYPA. The project included annual cost of service and risk management position reviews, electricity bill reconciliation for the cogeneration system at JFK airport, and other miscellaneous power cost issues. The team led by Mr. Davis discovered $70 million in potential cost savings for the Port Authority.

For the US Veteran’s Administration, Mr. Davis led a team developing an energy procurement and risk management guidebooks that facility managers and energy purchasers would consult with. The project involved developing bid forms, a planning process, and integration of energy procurement and risk principles into current federal GSA and DCA contracting processes.

2003-2004

Technical Director – Joint NOAA, Scripps Institution of Oceanography and SAIC project that determined the economic value of an improved weather forecast for the California ISO, San Diego Gas and Electric Company, and PacifiCorp. Five case studies were completed that evaluated three time scale weather and load forecasting problems – short term forecast, medium term forecast and long term climate forecasts. The impact of weather volatility on electric and natural gas prices was also evaluated for selected SUNY campuses – the State University of New York Buffalo and Fredonia Campuses.

Technical Director – Successfully completed the risk management policy project for the SUNY Electric Buying Group. A draft risk management policy was formulated and illustrative values at risk estimates were calculated. Investigated market prices and opportunities for complying with EO 111.

Technical Director – Successfully directed the first of a two year energy procurement project for the Metropolitan Transit Authority – which is a state owned organization that buys power for Metro North Railroad, Long Island Railroad and NY City Transit. Advised on 2004 cost of service and rate adjustment for MTA. Assisted in the preparation and submission of testimony on the 2004 COS and identified cost reduction opportunities. Activities were carried over to the 2005-2007 COS and for the renegotiation of a ten-year power supply contract, which is still under negotiations.

Technical Director – Supporting the Port Authority of NJ and NY in its 2005-2007 COS and renegotiation of its long-term contract with NYPA.

Technical Director – Completed best practice handbooks on energy procurement and risk management for the US Veterans Administration.

2002-2003

Technical Project Director – StateUniversity of New York – Systems Administration Risk Management and Energy Procurement Contracting Project. Developed risk management policy, RFP energy commodity bid proposal process and met with energy suppliers on energy procurement contracting issues. Developed and applied a value at risk methodology and also evaluated long term New York ISO power supply market price trends and energy purchase position and approach.

Technical Director -- NOAA Northeast Energy Weather Forecasting Study – Evaluation of targeted opportunities to increase the accuracy of weather and load forecasts for the energy industry.

Project Director – Forecasts of Wyoming coal production for the Wyoming Energy Commission and identification of strategies to increase low sulfur Wyoming coal use. The WECC power supply market was modeled using the Market Power model.

Technical Director – Consolidated Edison investigation into existing and new technologies to improve the security of buildings in the New York City Metropolitan area. A market potential and revenue estimate was provided for the time period 2003-2007.

Technical Director – Collaborative Study with Scripts Institute on Climate Forecast on impact on the electric and natural gas consumption in San Diego County.

2001-2002

San Diego Regional Energy Infrastructure Study – 30-year comprehensive electric and natural gas supply and demand management study. Project director and principal investigator. An integrated energy demand and supply plan was created for a consortium of interests in San DiegoCounty including the Port of San Diego, San Diego County Water Authority, UCAN/Michael Shames, and the San Diego Area Councils of Government, the US NAVY. Energy conservation supply curves were produced as well as a portfolio of supply and demand options for consideration.

State of California – Governor Gray Davis’ Office – Assisted in the management of summer 2001 demand response and 20/20 program. Miscellaneous assignments completed for Governor’s Senior Staff. Worked with senior management of the Cal ISO, senior staff of the CPUC, CEC, CDWR, and each of the three major California utilities. Assisted S. David Freeman on a variety of special assignments. Co-managed the state’s 20/20 Energy Efficiency program which was extremely successful in reducing the Cal ISO’s peak demand imbalance. Peak month impacts were 8-10% peak load reduction.

State of California/Utility Retail Marketing Task Force– chaired utility marketing task force covering 20/20 and demand response programs in California to manage summer 2001 demand response programs.

Energy Atlantic – Assisted in identifying wholesale electric energy provider for back-to-back power deals and screened candidate suppliers.

Con Edison Company – Developed integrated distributed generation and power quality plan. Developed sales and marketing strategy for ICAP and RTP programs.
