REQUEST FOR EXPRESSIONS OF INTEREST

ASSIGNMENT TITLE: Consultancy Service to Provide IT expertise

to support development of a computer-based fisheries information system (FIS) for improvement of fisheries data collection, management & analysis

The United Republic of Tanzania has received financing from the World Bank toward the cost of the South West Indian Ocean Fisheries Governance and Shared Growth Program (SWIOFish), and intends to apply part of the proceeds for consulting services.

The services (“the Services”) include but are not limited to:

a)  Based on recommendations of the Fisheries Information Expert, undertake programming to support development of a fully operational fisheries information system (FIS) that:

§  addresses deficiencies in the current system;

§  is compatible with existing fisheries catch sampling procedures; incorporates an SQL front-end and a sever-based backend for FAO Open ARTFISH or develop a similar web based system; incorporates databases for catch assessment data, frame survey data, licensing data and fisheries marketing data;

§  incorporates a fisheries statistical verification process to assess data sufficiency and quality;

b)  in collaboration with the Fisheries Information Expert, design mobile phone applications that collect fisheries data directly from the landing site;

c)  support the Fisheries Information Expert in developing a training manual for the developed FIS;

d)  support the Fisheries Information Expert in providing training to DFD technical staff as well as end-users on the operation and maintenance of Computer based FIS;

e)  support the Fisheries Information Expert in conducting training on the use of GIS in analysis and presentation of fisheries data;

The Ministry of Agriculture, Natural Resources, Livestock and Fisheries Zanzibar now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

a)  At least five (5) years of demonstrable experience working in software and information systems development. Experience in fisheries information management systems or other statistics based system will be an added advantage;

b)  Working experience in the common databases system SQL Server, My SQL, or Post Gre SQL.

c)  A Master Degree or equivalent in a discipline related to Computer Science, Information Technology, Information Systems or Computer Engineering;

d)  Ability to communicate effectively in English both orally and in writing;

e)  Strong report writing and analytical skills are required

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method (IC) set out in the Consultant Guidelines.
