Job Purpose:
Co-ordinate and ensure the day-to-day delivery of a comprehensive Health and Safetyand emergency resilienceadvisoryservice for SYPTE ensuring that the organisation is pro-actively aware of any changes to Health and Safety legislation/codes of best practice and receives all necessary professional guidance in relation to effective on-going implementation and continued auditing, performance reviewingand legal compliance.

Dimensions:The Health & Safety Advisor is responsible for co-ordinating and ensuring the day-to-day delivery of a comprehensive Health and Safety and emergency resilience service for SYPTE ensuring that the organisation is pro-actively aware of any changes to Health and Safety legislation/codes of best practice and receives all necessary professional guidance in relation to effective on-going implementation and continued auditing, performance reviewingand legal compliance.
There are currently 250 employees (approx.) within SYPTE, not including and temporary members of staff. There are also approximately 200 contractors working on our various operational sites throughout South Yorkshire.
The Health and Safety budget is approximately £10,000 not including training.
General Responsibilities:

Responsibilities/Key Accountabilities:
1Proactively manage and provide professional advice, guidance and information in relation to a comprehensive Health and Safety and emergency resilience service to all employees and external stakeholders ensuring that the organisation is aware and compliant with all Health and Safety legislation/codes of best practice at all times.
2Prepare, compile, update and implement the Health and Safety Policy and
Procedures in line with current legislation and codes of best practice.
3In conjunction with all line managers, ensure appropriate systems, and practices are in place to ensure effective audit and inspections to ensurecompliance with the Health and Safety policy procedures, emergency resilience measures and current legislation/guidance as appropriate.
4Deliver advice, best practice and review through the Health and Safety systems and in line with the organisation’s Health and Safety policy.
5Work with line managers to identify occupations/activities and potential or actual emergency events or incidents requiring risk assessment and address the health, safety and emergency resilience implications of them.
6Identify generic Health & Safety training needs for all employees and where appropriate create and deliver bespoke Health and Safety training to enable employees and line managers to carry out their duties.
7Manage budget expenditure on Health and Safety informing the Principal Solicitor of any inconsistencies or variances to ensure that Health and Safety is a priority and remains within budgetary constraints.
8Direct and assist in the investigation and reporting of accidents/incidents and emergencies/major incidents identifying and implementing lessons learnt, keeping stakeholders informed and ensuring follow up action is taken as appropriate.
9Monitor and carry out data analysis of the Accidents/Incidents Reporting Database and generate management and health and safety performance reports.
10Prepare and deliver management reports on key health, safety and emergency resilience matters and review performance to ensure that the organisation is made fully aware and can take necessary action where required.
11Where necessary, provide advice directly to the Director General as the director responsible for health and safety and to the Management and Executive Boards to ensure legal compliance and guidance on director and leadership duties/responsibilities for health and safety.
12Liaise, negotiate, influence and collaborate with internal and external stakeholders including Directors, line managers, employees, contractors, members of the public and partnership agencies as required, ensuring the development of effective relationships with a variety of individuals and groups to ensure effective and efficient management of health, safety and emergency resilience matters.
13Represent SYPTE, liaise and co-operate with enforcement authorities and auditing bodies undertaking Health and Safety Audits, and work with such persons to recommend and implement identified improvements or with reference to health and safety investigations.
14Pro-actively advise and assist in the procurement processes of the organisation to ascertain contractor suitability in relation to health and safety and work jointly with line managers to assess the competence of and monitor the work of contractors to SYPTE.
13Develop implement and drive forward the work programme for SYPTE’s Health & Safety Strategy Group, including chairing the group, priority setting and agenda management to support effective health & safety decision-marking and policy development on a continually basis.
14 Act as the departmental representative for the Business Continuity Group and provide professional assistance to that Group on matters of health, safety and emergency resilience.
15Develop, implement and drive forward effective systems and programmes to ensure workforce communication and consultation for all employees (both union and non-union members) and trade union representatives is undertaken in accordance with legal requirements and best practice.
16Carry out risk profiling of SYPTE’s business activities to ensure identification of risks, risk levels, risk prioritisation in order to minimise potential risks and liabilities, providing legal claims support and advice to SYPTE liability assessors and insurers in defence of any such claims.
17Identify and where appropriate facilitate regular audits of compliance of SYPTE’s health, safety and emergency resilience policies and procedures in line with best practice, produce audit reports and recommended action plans for management and ensure delivery of identified actions.
18Any other duties commensurate with the post as required by the Senior Solicitor.

Essential Internal and External Relationships:
•The Health and Safety Advisor operates to all levels within the organisation and must influence and ensure that employees comply with legislation.
•The Health and Safety Advisor communicates on a regular basis with contractors, site based employees, the Health and Safety Executive and other safety organisations.
•On a day to day basis the Health and Safety Advisor communicates with all employees. This will normally be done by face to face and telephone contact. On ad hoc occasions the Health and Safety Advisor will communicate with UNISON. This will normally be done face to face.
•Work collaboratively with other team members and other employees within SYPTE.
•Deal professionally with internal and external stakeholders, customers, suppliers, contractors and external service providers respecting the various needs for confidentiality.
•Negotiate and liaise with suppliers, contractors and external service providers to ensure best value/level of service for SYPTE and its customers.
•Develop and maintain relationships with internal customers, partners and other external organisations including exploring new ways of working more effectively in partnership.
