Mission:

To assist the pastor of St. Brigid in the operation, maintenance, and financial stewardship of Saint Brigid Cemetery.

Vision:

  • Provide a beautiful cemetery for the deceased loved ones primarily from Saint Brigid and Saint Mary of Grace Parishes.
  • Design a sufficient income streamfor the operation of the cemetery for perpetuity.

Values:

  • Faithful to Roman Catholic teaching.
  • Responsive to the needs of loved ones of the deceased.
  • Responsible stewardship of historic records, monuments, and remains.

Membership:

  • Pastor of St. Brigid (ex officio)
  • Minimum of 2 parishioners from St. Brigid
  • Minimum of 2 parishioners from St. Mary of Grace
  • Term Length: 3 years, perpetually renewable.
  • The pastor of St. Brigid selects parishioners to represent St. Brigid Roman Catholic Church on the council. The pastor of St. Mary of Grace selects parishioners to represent St. Mary of Grace on the council. The pastors have the discretion of determining how they select members.
  • Members are responsible to work towards carrying out the mission, vision, and values of Saint Brigid Cemetery Advisory Council.
  • Membership on the council can be terminated by the representative pastor if the member:
  • Fails to attend 2 regularly scheduled meetings in a row.
  • The person is not willing to work to carry out the mission, vision, and values of the Saint Brigid Cemetery Advisory Council.

Meetings:

  • The board meets at 4 times a year. Additional meeting may be called at the discretion of the board chair or the Pastor of St. Brigid.
  • Meeting location and times are set by the board chair.

Officers:

  • Chair
  • Runs the meetings.
  • Sets the agenda in consultation with the pastor of St. Brigid.
  • Sets meeting time and location.
  • Responsible to schedule at least 4 meetings a year.
  • Keeps the topics of discussion focused on the mission of the board.
  • Elected by members to serve a 1 year term beginning in January each year. The chair cannot serve consecutive terms.
  • Secretary
  • Keeps the minutes of the meetings.
  • Maintains a copy of policies and procedures of Saint Brigid Cemetery.
  • Elected by members to serve a 1 year term beginning in January each year. The secretary can serve consecutive terms.

Scope of Authority:

  • The Saint Brigid Cemetery Advisory Council provides advice for the pastor of St. Brigid in order to maintain the cemetery. As an advisory body, the Pastor of Saint Brigid makes all final decisions concerning the operation and financial management of the cemetery.
  • The pastor of St. Brigid can delegate authority to the Saint Brigid Cemetery Advisory Council as he sees fit to assist him in the operation and maintenance of the cemetery.
  • Any paid employees of the cemetery report directly to the Pastor of St. Brigid or his designee, not to the Saint Brigid Cemetery Advisory Council. No council member is to give directions directly to any paid employee. In order to provide clear leadership to the employees, all recommendation that effect the responsibilities of the paid employees are to be addressed to them by the pastor of St. Brigid or his designee.
  • Saint Brigid Cemetery Advisory Council can make formal recommendations. Any formal recommendation requires consensus (unanimous agreement). Upon agreeing to the recommendation, the information can be published by the secretary with the phrase, “After reviewing the [state the issue]… the Saint Brigid Cemetery Advisory Council recommends … [state recommendation].
  • Any official policy or procedure, while recommended or not by the council, only goes into effect when the pastor of St. Brigid issues (signs) the policy or procedure. All policies and procedures for Saint Brigid Cemetery Advisory Council can only be issued by the pastor of St. Brigid. However, a policy or procedure can only be created or modified with the statement “… with the unanimous recommendation of the Saint Brigid Cemetery Advisory Council …” when the council has in fact made a formal recommendation.

Modification and Approval of By-Laws

  • These By-Laws of the Saint Brigid Cemetery Advisory Council are established by a unanimous vote of the founding members of the council and the approval of the pastors of Saint Brigid and St. Mary of Grace.
  • Any modifications to these by-laws are approved by a unanimous vote of the members present at a regularly scheduled meeting and the approval of the pastor of Saint Brigid.
