Background

1. Safeguarding and promoting children’s welfare is defined in Working Together to Safeguard Children(Department for Education (DFE), March 2015) as

  • protecting children from maltreatment
  • preventing impairment of children's health or development
  • ensuring that children are growing up in circumstances consistent with the provision of safe and effective care, and as
  • taking action to enable all children to have the best outcomes.

2. The DFE has published statutory guidance, Keeping Children Safe in Education (September 2016) and paragraph 10 of that document lists the types of harm against which children may need protecting.

3.The Office for Standards in Education, Children’s Services and Skills (Ofsted) sets out the safeguarding standards that schools and academies should meet. The standards are set out in its publication, Inspecting safeguarding in early years, education and skills settings, (Ofsted, September 2016). Paragraph 15 of that document liststhe five main aspects of safeguarding arrangements for which inspectors should seek evidence. These are

1)the extent to which leaders, governors and managers create a positive culture and ethos where safeguarding is an important part of everyday life in the setting, backed up by training at every level

2)the content, application and effectiveness of safeguarding policies and procedures, and safer recruitment and vetting processes

3)the quality of safeguarding practice, including evidence that staff are aware of the signs that children or learners may be at risk of harm either within the setting, or in the family or wider community outside the setting

4)the timeliness of response to any safeguarding concerns that are raised, and

5)the quality of work undertaken to support multi-agency plans around the child or learner.

The audit

4.The audit will normally be conducted by Paul Walker, by Rachel Beeson or by both. If necessary, another officer or third party may also be engaged. Paul Walker’s Support Worker, Andrew Dell, may assist and he should be regarded as a supervised visitor when deciding whether, and what, checks might be appropriate.

5.The audit will usually begin with an examination of the Single Central Record, for which those staff who complete it must be present. The audit may reasonably be expected to last for up to four hours, depending on how much discussion takes place and on how readily available is the required evidence.

7.This initial audit is intended to be formative in nature, but the information gained will provide the baseline against which the academy school is compared with others and against itself in the future.

8.Some aspects of the audit will be tested by approaching individual adults and children and the headteacher should be present.

9.The security of the site may be tested without any member of staff present.

Should local governors be present?

10.There is no requirement for a local governor to be present during the audit. The DEMAT believes that the better starting point for their role will be the consideration of the resulting audit report and, hopefully, alongside that the headteacher’s plans for dealing with any identified issues.

A note about ‘central’ records

11.There is a number of records that it is helpful for academy schools to collate centrally, but that are not part of the Single Central Record. Most academy schools will find it convenient to keep these records alongside their Single Central Record forming, where this is a spreadsheet, discretionary columns.

A note about the table of policies and published information

12. The table in Part A is large. While it was originally intended only to capture information on safeguarding, the separation of safeguarding policies and information publication requirements would have been artificial and lost a valuable opportunity for the DEMAT to be assured that all required policies are in place and that all policies and information that has to be published has been. Shading indicates where policies and the publication of information is required by statute.
