SectionA:RegistrationProcedures

1.Leagueregistrationrequirementswill be setforthbythe LeagueRegistrarand approved bythe BoardofManagers.

2.TheLeague shall annuallyreviewandapprove allplayingrules established bythe LeaguepriortoAugustofthe currentyear.

3.Theminimumnumberofplayersrequiredtoregisterateamwith thisLeague isfour(4)

forU6 and U8;seven (7)forU10;nine(9)forU12and eleven (11)forall ofotherage groups.

4.For Recreational Teams - U6 and U8 teamsshall be limitedtotwelve (12)players;U10rostersmaynot exceed thirteen(13);U12 maynotexceedfifteen(15); U14maynotexceed eighteen (18); U16 – U19 may not exceed twenty-two

5.For CCSL Teams – U9 – U14 may not exceed fourteen (14) players; U12 may not exceed eighteen (18) players and U13 – U19 may not exceed twenty-two (22) players.

Playersmayplay up two (2) birthyears at the discretion of the coaches.

Section B:Field Requirements

1.Each Club shall provide one (1)field inaccordance with FIFALaw1forregisteredteams asfollows:one(1)field foreveryeight(8)registeredteams in agegroupsU10-U19.

2.The regulation field ofplayand appurtenancesshallbein accordancewith the USSF

PlayerInitiatives. Please referto theUSSF documentforfield and goal sizes

3.In addition to standardized markingsforsoccerfields,and in theinterestofplayer safety,all fieldswill be required to marka spectatorand coachline on each sideofthe

field. The spectatorlineshould be twelve (12)feet(fourlarge steps) fromthe touch lineand run frompenalty area topenalty area.Ifthereisnotline,the refereewillbe

responsible formovingallspectatorsbackatleasttwelve(12)feetfromthetouch

line.

Section C:PlayerPasses

1.All playersshall presenttheirplayerpassestotherefereepriortoparticipation in the game. All passes aretobe returnedtothecoachormanageroftheteamatthe conclusion ofthegame,unless aplayerissentoff. All retained passesaretobe

forwarded tothe PAD Committee Chairpersonimmediately.

2.Ifa playerdoesnotpresentaplayerpasstothe refereepriortoentering thegame, theymaynotparticipate in thatgame.No exceptions.

Section D:Rules ofPlay

1.Therules ofplayshall bethe lawsofthegame asestablished byFIFA. Allcontests sanctioned bythis league shall abide bytheLawsoftheGameandthe modifications published bythisLeagueand Cal North.

2.Thehometeamisresponsibleforthefollowing:

a)Whereuniformcolorsare similar, thehometeammustaffecta changetocolors which are distinctfromthose oftheopponent.

b)Theconditionsofthegrounds,the properfieldmarkings,and proper equipment.Netsandcornerflagsarerequired.

c)Deliverwithin fortyeight(48)hoursthe Referee Gamereportcard(unless there

hasbeen asendoff)toeach individual club’sdesignee.

d)Notifythe opposing coach when ascheduledgame is cancelled.

e)Providingthe RefereeGameReportCard.

3.All coachesareresponsibleforthefollowing:

a)Musthave a game ball

b)Thebehavioroftheirteamand spectators.

c)Cleaningup all litterbefore leaving thefield.

d)Reporting theresultsofthegamewithin twentyfour(24)hoursofcompletion of thegame.

e)NotifyingClub Managerand PAD Chairpersonwithintwenty four(24)hoursof anysend offs.

4.All playersmustwearnumberedjerseysandtheapproved uniformsoftheclubs.

5.Coachesandreferees mustmeetimmediatelypriorto eachgameto beplayed in order to specifyanyspecialground rulesmandated byunusualconditionsatthetimeofthe

game.

6.Refereesand opposing coachesmustbe informed priortothestartofthegame any playerwhowill notplayone halfofsaidgame.

7.Priortothe startofthegame,therefereeshall:

a)Requirethatbothteamsenterall the appropriateinformation on thegamecard, and thatthe coach ormanagerverifythatthe information listed iscorrect.

b)Inspectthe playerpassesofthose playerswho are toparticipate inthegame

and verifytheiridentityand thatthe passisforthe currentseason.Passesmust be laminated.

c)Not allow playerintothegameforwhomtheyhaveno pass,orwhose namedoes Not allow playerintothegamewho does notappearonthegamecard.

d)Make surethateachplayer’s equipmentis in properorderandthatno players arewearing jewelry,hairadornmentsorotheritemsthatmaycause injuries to

themselves orotherplayers.

e)Make surethatall spectators,including tentsandchairs,arebackatleast twelve (12)feetfromthetouch line.Thegameshall notbegin until all

spectatorscomply.

8.Thereferee’sjudgmentwith regardtothe physicalcondition ofthefield and its acceptanceforplay,to the actual happeningsandoccurrencesrelatedtothe conduct

ofthegame andthose prerogativesgrantedto himorherbytheFIFALawsofthe Gameshall notbechallenged.

9.No coach,playerorspectatoristouse any artificialdevice forthe purposeofnoise

making exceptformedicallyprescribed vocal enhancers.

10.Upon completionofthegame,therefereeshall:

a)Signthegamecard

b)Requirethecoachormanagerofeachteamto sign thegamecard,verifying thatthe information onthe card iscorrect.

c)Submitthegamecardtothehometeamcoachforforwarding,exceptwhen

therehasbeenasend off.

d)Inthe case ofasend off,telephonethe PAD Committeechairperson within twenty four(24)hoursand postmarkthegamecard,the 24hoursendoffreport

and theplayerpassifapplicablewithin the same twenty four(24)hours.

e)A club maybefined $50foreach ejection reportnotfiled inatimelymanner.

11.All teamsmustnotifythePAD Committee Chairperson when anygame isbeing protested.

Section E:SportsmanshipRule

1. Please notethatthisruleapplies to U9– U14 teamswithin SYSL.There isno score keepinginthe loweragegroups.

TheSYSL believes thatitisimportantto maintaingood sportsmanshipduring games thatturn outto be lopsided.Despiteourefforttoseed teamsfairly in appropriate divisions,there are alwaysinstances where one teamisfarsuperiorto another.Despite the valuable life lessonsinherentin losing,and losing gracefully,there isadifference between losingaclose foughtcontestandbeingblown outbyafarbetterteam.Inthe lattertypesoflosses,thehurtfeelingstendtohinderthe abilityto absorb the life lessons involved in losing.

In ordertopromoterespectandgoodsportsmanship,aswell as tokeep the atmosphere fun andfriendly,the SYSL'sacceptable winning margin isagoal differentialofsix(6). Teamsthatwin bya margin ofseven(7)ormore will getawarning fromtheirAGCor club manager.The second timetheteamwins byagoal differential ofseven (7)ormore in the samehalf,bothgames inwhich the teamexceeded thegoal differential ofseven

(7)will be convertedto a loss inthe standings.The AGC orclub managerwill contact the SYSL secretarytohave thestandingschanged.TheSYSL secretary (with the

assistance ofclub managers)will keep trackofthe lopsided wins forfuturere-seeding

purposes.

All lopsided scores will be reportedtotheSYSL PAD Committeeandrepeated infractionsmay leadtofurtherdisciplinarymeasures.

Section F:ForfeitureofGame

1.Thefollowingviolations,subjecttoreviewofthePAD Committee,aregroundsfor forfeitureofthegame inwhich theywerecommitted:

a)Anyteamdelaying thestart ofa scheduledgamemorethanfifteen(15)minutes withoutsanction ofthe properauthorityshallforfeitthegametotheopponentby

the score of1-0.

b)In the eventbothteamsdo notshow up fora scheduled game,withoutthe sanction ofthe proper authority,and the refereerules the ground playable,then

both teamsshallbe assessedwitha loss.

c)Ifa player plays in a game andis notproperlyregistered; hisorherteamshall automaticallyforfeitthatgameand mayface future disciplinaryaction bythis League,dependingupon the natureofthe violation.In thecase ofa forfeiture,the

scoreshall stand 1-0againstthe forfeitingteam.

d) All registered playerswho have attended practicesessions aweekpriortoa gamemustplayatleastone halfofsaid game.Failure to allow a player to participate in onehalfofsaid gamewill resultin forfeitureofthe game by the violatingteam,providingthe protestprocedureis followed as outlinedin these rules.

SectionG:Send Off Procedures

1.Ifa playerissentoff,then therefereeshall mailthe player'spasstothe PAD Committee Chairperson within hours,along withthe Referee'sgamereport.That playerisineligible to playuntil theplayer'spass isreturned to the player'scoach.

2.Ifa head coach issentoff and there is no assistant coach,the referee shall terminate the game.The PAD committeewill decide ifthe game istobe replayed.

3.The Referee'sGame Reportcard must identify offendingpersonssufficientlyforthe PAD Committee to maintain arecordofindividualreasons forsendoff.A Referee's written reportofmattersnotrequiringdisciplinaryaction (i.e.field conditions and equipmentnot available)should be sentto the ClubManagerresponsible,with acopy to the PADChairperson.

4.The referee shall sign the Referee'sGame Reportcardand any written reportwith

his/hercredentials.The Referee'sGame Reportcardshouldshow:CYSA-N registration number,USSF RefereeAssociateorClass 1or2; orUSSF State Referee-

Class1or 2.

5.Redcardsend offscannotbe protested. The PAD Committeewilldetermine the penalty based on thereportfiledbytheofficiatingrefereeof thegameandanyreportsfiledon

behalfofanyconcernedparty.However,no playerwill be allowed to appearbeforethe Committee forthispurpose unless agreed to bytheworkingquorumpresentat that proceeding.

Section H:Probation and Suspension

1.ThePAD Committeemayplace on probation anyreferee,coachorplayerforviolation of anyoftherulesofCalNorthorthisleague

2.Referees,coaches, and/or playersmay be suspended fromregularly scheduled

League gamesforthefollowingviolations:

a)Failingtoplayallregisteredplayerswhohaveattendedandparticipatedin practicesessionstheweekpriorto the game,atleastone halfofsaid game, exceptfordisciplinarypurposes,illness orinjury,providedthatnoticeisgiven

to theopposingcoachandreferee.

b)Forplayingaplayerwhoisnotregisteredwith Cal Northor SYSL.

c)Forplayingaplayerwhoisoverageforthe division on which theteamis registered.

d)Forcommitting,while on probation,thesame orsimilarviolations.

SectionI: Protest Procedures

1. Protestsorofficial complaintsofLeague rulesviolations duringdivisionalor tournamentgamesmustbe filedwith theChairperson ofthe PADCommittee.

2.All protestsmustcomply with thefollowingrules:

a)Thecoach oftheopposing teammustbenotifiedbythe protesterbefore leaving thefield ofplay.Ifareferee’srulingisbeingprotested,therefereemustbeso

notified atthe endofthegame.

b)Referee decisionsthatare purelyjudgmentcallsshall notbe protested.

c)All protestsmustbetelephoned within fortyeight(48)hourstothePAD Committee Chairpersonand written notification emailed within the sametime

period.

d)Afee of$100mustaccompanyanyprotesttothePAD Committee.Thiswill be returnediftheprotestisupheld bythe Committeeorifthe decision isover turnedbya higherauthority.

e)ThePAD Committeeshall schedule weeklymeetings(phoneorin person) during theplayingseason.

f)ThePAD Committeeshall hearorconsidereverymattersubmittedatthenext

scheduled meeting.

3.ThePAD Committeeshall maintain completerecords(e.g.gamecards,lettersof protest,minutes ofhearing and anycorrespondence)ofeachprotest.Resultswill be

reported atthemonthlyBoard ofManagersmeeting.

Section J:AppealProcedures

1.An appealofanyPAD Committeedecision shallbe handled using thefollowing procedures:

a)An appealshall be submitted in writingandemailed totheLeague Presidentand PAD Chairpersonwithin two (2)calendardaysfollowing the PAD hearing.

b)Afee of$100mustaccompanyeach appeal.Thisfeewill be returnedifthe appealisupheld bytheExecutive Board orifthedecision isoverturned bya

higherauthority.

c)An appealwill be heardbythe Executive Board priortothe nextregularmeeting ofthe Board ofManagers.Four(4)memberswillconstitute aquorum.

d)A decision regarding each appealwill be reportedatthenextBoardof

Managersmeeting.

Section K:Alcoholic Beverage Prohibition

1.Theuse and/orconsumption ofanyalcoholicbeverages,immediatelybefore,duringor immediatelyaftertheplayingofanyyouthsoccergame isexpresslyprohibited.

2.Anyplayer,teamofficial,leagueofficialoranymemberofthisLeague who violatesthis

prohibition shall be subjectto disciplinaryaction and/orsuspension bythePAD Committee.

Section L:Insurance

1.All injuriestobeclaimedagainstthemedicalinsurance shall be completedon the properform

2.All reportsofinjurymustbe submittedto CalNorth within thirty(30)daysofthe injury.

SectionM:Code ofConduct

1.SYSL is committedto ensureafun,safeandrespectfulsoccerenvironmentforits membership. Assuch, SYSL has zerotoleranceforviolent,threatening orabusive

behaviorsbyanyplayers,coach,parent,spectatororofficial.Any levelofabusive or

threatening behaviorbyanyoftheabove namedpersonsmaybe penalized by suspension orexpulsion fromSYSL.

2.Byregistering theirchildto play in SYSL parents/guardiansfullyacknowledgeand will adheretothe SYSL Code ofConduct,befamiliarwith SYSL rules and regulations,

playingrules andfullyacceptanysanctionsorpunishmentfrom SYSL.
