Saco Shoreline Commission Meeting Minutes
July 13, 2016
- The meeting was called to order at 7:00 pm.
- Roll Call – Present (Faye Casey, Pauline Kane, Gil Lauzon, Mark Sladen, Peter Marks, Phil Blood). Also present was Kevin Roach (Ward 4 Councilor) Excused (Richard Milliard, George Roth, Pam Cardin). Apologies to Pam for not getting her the change of address.
- The minutes of June 8, 2016 were reviewed and approved.
- Open Issues:
- The city “neighborhood meeting” was discussed. We were pleased that there was a good turnout and many people got to express concerns and to hear what has been going on in the City. We felt a little more time could have been spent on the beach erosion project, however, we were pleased that a person from the Army Corps office was there. We are grateful that the City held the meeting.
- We reviewed a “draft” Project Partnership Agreement for a Section 111 project in New York. We were encouraged that we finally have something to look at and that the one presented doesn’t contain the harsh penalties we were expecting to see.
It will be important to be clear regarding definition of “Project”. The project should be the spur jetting and beach nourishment until the beach is stabilized.
It was felt that is important to start now in having discussions regarding the needed easements that will be needed from land owners. We would like to have a list of all owners who need to be contacted regarding these easements. Phil will follow up on this.
- New Business, discussions, and preparations for next meeting.
- The City will be holding a joint meeting inSeptember with local, state, and federal legislative personal regarding our 111 Project to inform and to keep moving forward with the project. Phil will let the Commission know when the meeting so that we may prepare.
- Phil will get together with Rick, George and Peter to prepare a possible “draft” PPA for our 111 Project for the City and the Commission to review.
- Phil will also meet with Rick to move forward with a possible video project to use for information regarding our shoreline problems. Kevin will check with the City Administrator regarding the use of one of the summer interns.
- There is no meeting scheduled for August. A special meeting may be called in early September to prepare for the legislative meeting.
- The meeting was adjourned at 8:15 pm.
