Meeting Minutes - Osakis City Hall

Present: John Peterka, Bruce Pederson, Bonnie Schultz, Jim Snyder, Kurt Haakinson, Keith Emerson, Dave Zerr

Absent: None

Others Present: Angela Jacobson, Lil Ortendahl

Meeting called to order by President John Peterka at 4:00 p.m.

Motion by Haakinson, seconded by Zerr, to approve the agenda with the addition of Store Front Renovation, Lakeview Lanes Gambling and Just Like Grandmas. All Ayes

Motion by Zerr, seconded by Pederson, to approve the general consent items, minutes/bills/treasurer report. All Ayes

Osakis Properties: Toby Weibye was at the last meeting and has not put in an official offer with the realtor. Joann Hvezda has left messages and there has been no response.

The EDA Board members would like Jacobson to contact Weibye to let him know we want him to put in an official offer or we could sell to others that are interested.

OEDC Money:

Money Request:

·  Moonshine Madness - $4,000

·  City of Osakis for Fireworks - $1,500

·  City of Osakis for Banners - $5,582.93

No money has been received from OEDC and there are no funds to pay the requests.

Haakinson and Schultz will attend the next meeting to see why we have not received any funds.

Motion by Zerr, seconded by Haakinson, to table the three requests until the July meeting. All Ayes

VFW Money: None

Store Front Renovations: Howard Swenstad put in a request for Store Front Renovation for a total of $1,823.56.

Discussion was held on the labor cost. In the past, we did not pay for personal labor on the projects.

After discussion on the topic, a motion was made to approve the storefront without the labor because a presidency has been set from the past with Golden Oldies. We did not pay for their labor to paint the building.

Motion by Schultz, seconded by Zerr, to approve the Store Front Renovation at 50% match and without personal labor. All Ayes Absent: Snyder

Visitor Center: The Visitor’s Center will be reroofed by Kyle Berberich with inspections by the Building Inspector.

A commercial work license is not needed. Berberich also reroofed Paul’s Pump & Pantry and was paid with store front funds.

Motion by Schultz, seconded by Emerson, to approve the Store Front Renovation funding for the Visitor’s Centerat a 50% match. All Ayes Abstain: Haakinson

Just Like Grandma’s Loan: Payments will start this month. If they sell the property, the funds will go first to the bank and then 50% to us and West Central Initiative. If no funds are left, we would not get paid. West Central Initiative had received personal guarantees from all three owners so we could work out an agreement to pay off the balance. We will wait and see what happens.

Gambling Funds: Ron at the Bowling Alley was going to have Bowling League Gambling. Snyder talked to Krystal Boogaard about gambling for OEDC.

Correspondence: A Thank You letter was received from the Osakis Police Department for the donation to the Bike Rodeo.

Jacobson, Zerr and Peterka will work on an article for the banners and Christmas decorations to be put in the paper. Banners help dress up our new downtown.
