Reeve Funk called the meeting to order at 9:40 a.m.
Adoption of the Agenda

2015/267 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the minutes of November 12th, 2015, as read and circulated.

2015/268 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the monthly financial statement for the months ended November 30th, 2015 as read and circulated.

2015/270 Be it resolved that Bylaw 10/2015, being a bylaw of the Municipality of Glenella-Lansdowne to maintain property and to regulate nuisances, derelict, abandoned and unsightly property be given first reading.

2015/271 Be it resolved that Bylaw 11/2015, being a bylaw of the Municipality of Glenella-Lansdowne to establish tax discount rates be given first reading.

2015/272 Be it resolved that the Council of the Municipality of Glenella-Lansdowne authorize the CAO to apply for funding for three positions under the Hometown Green Team Program.

2015/273 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve $300 grant to Birnie Nursery School for 2016.

Community and Regional Planning sent the report to Council regarding the proposal to subdivide NE29-14-13w.
Boxall - McConnell
2015/274 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the proposed subdivision File #4142-15-7597 for 3257445 Manitoba Ltd. at NE29-14-13w provided the following conditions are met:
1. That a Conditional Use Order be granted allowing for the rural non-farm single-family dwellings within the “AG80” Zone,
2. That a Variation Order be granted to increase the maximum site area from 10 acres to 10.21 acres within the “AG80” Zone.

2015/277 Be it resolved that pursuant to Section 163 of the Municipal Act, Council of the Municipality of Glenella-Lansdowne approve the following interim operating budget for 2016:
General Government Services $350.000.00
Protective Services $ 60,000.00
Transportation Services $ 850,000.00
Environmental Health Services $ 70,000.00
Public Health & Welfare Services $ 16,000.00
Environmental Development Services $ 5,000.00
Economic Development Services $ 50,000.00

2015/278 Whereas Section 173(1) M.A. states that “A council may by resolution borrow money for operating expenses during a fiscal year, but the amount borrowed must not exceed the amount collected in taxes and grants in lieu of taxes in the previous fiscal year.”; and whereas the Council of the Municipality of Glenella-Lansdowne deems it necessary to apply for an operating line of credit to meet the requirements of the operating expenses of the municipality; now therefore be it resolved that the Reeve and the Chief Administrative Officer be authorized to apply at the Glenella Branch of the Beautiful Plains Credit Union for an Operating Line of Credit in the amount of Three Hundred Thousand Dollars, ($300,000.00), for the 2016 fiscal year; and further be it resolved that the uncollected taxes and grants in lieu of taxes to be levied in 2016, be used for collateral against the Operating Line of Credit.

2015/279 Whereas Section 165(1) of the Municipality Act requires that a municipality must obtain written approval from the Minister for a deficit incurred by the General Operating Fund;
And whereas the Rural Municipality of Glenella incurred an operating deficit of $29,252 per Schedule 17 in the 2014 Audited Consolidated Financial Statements; Therefore be it resolved that the Council of the Municipality of Glenella-Lansdowne request permission from the Minister for the 2014 General Operating Fund Deficit of $29,252 incurred by the RM of Glenella; And Further be it resolved that the Council of the Municipality of Glenella-Lansdowne request recovery of the deficit from the Nominal Surplus of the municipality.

2015/282 Whereas Roland Marohn will be away during the months of January and February 2016 and whereas he will not be available to attend the regular Council meetings or any special meetings that may arise, therefore be it resolved he participate in Council meetings via skype, and further be it resolved he waives his rights to be notified for any special meetings that may arise during this time period.

2015/283 Be it resolved that the Council of the Municipality of Glenella – Lansdowne approve the Arden Post Office lease and authorize the Reeve and CAO to enter into a lease agreement with the authorized Canada Post Employee.

Open Discussion
Council discussed the repairs to both the Arden Hall and the Glenella Hall which have been completed.
Council discussed the plans for Arden to host the Thunder Ridge Rally (formerly known as the Stony Creek Smoker) in 2016. The organizing committee will be required to obtain their own liability insurance and provide proof of it before the event.
Council discussed the new LED Sign which was installed at the Arden Hall. The Free family donated $5,315 towards the cost, the Lansdowne Recreation will pay $2,000 and the balance will be split between the LHRTC and the Arden Reserve.
Baskerville - Pottinger
2015/284 Be it resolved that the Council of the Municipality of Glenella – Lansdowne approve the transfer of $3,112.06 from the Arden Reserve Account to pay their portion of the LED Sign installed at the Arden Hall.

Council discussed boundary road issues, and the need to have formal agreements with both RM of Rosedale and Municipality of Westlake Gladstone.
Council discussed issues relating to drainage concerns at NE13 and SE24-18-13w.
Council discussed the announcement of the Province which will provide a onetime contribution in support of fixed capital costs incurred by municipalities as a result of amalgamation, we will be eligible for $18,000.00.
Council discussed moving the Arden Post Office into the Arden Municipal Office now that a permanent postmistress has been hired.
Council discussed getting the bulk water meter at the Glenella Water Plant either repaired or replaced.
Council discussed replacing the stinger blades on the patrol at the Arden Shop.
Council discussed the mowermen who are both finished and laid off for the season, and both are willing to be on-call during the winter season for possible use for snow removal.
Council discussed recycling and will review a comparison of the recycling systems at both Glenella and Arden.
Council discussed the Arden Fire Dept and problems that they are currently having with their radios and pager system.
Council discussed the possibility of purchasing a mower with a 3 point hitch that would be capable of doing first cut in the entire municipality.
Council discussed issues with the Neepawa Vet Clinic.
