These rules and procedures, supplemented by Quarter Midgets of America, tech specifications, rules, and regulations, govern activities at all I-5 Quarter Midget Club events. At sanctioned races, Quarter Midget of America rules and specifications, as amended and/or supplemented, will govern.

GENERAL RULES

  1. Participants, handlers, car owners, and others as designated will fulfill all requirements of applicable rules of racing and conduct, specifications, car operations, safety, clothing, etc. as directed by the officers in charge.
  1. Off limit areas – Big track pit area, wheelchair ramp/tunnels. Children must wear helmets when riding bicycles, scooters, etc. Any children caught riding without a helmet will have their bicycle/scooter/skateboard, etc impounded until after racing is completed for the day.
  1. No children under 16, allowed on the judging platform, scoring tower, hot chute area or scale area with out permission from the Race Director or the Tower Coordinator.
  1. Throwing of objects, rocks, sticks, tree cones, etc. will not be tolerated.
  1. We want everyone to have a fun and play safe, however, it is not our responsibility to police your children. Please make sure they are playing safely.
  1. An approved and fully charged fire extinguisher (min 2 ¾ pounds) will be mandatory on the track at all times. This includes all practice and training.
  1. Safety equipment and clothing to be governed by QMA rules and/or Region 9 rules, whichever is more stringent.
  1. All members, participants, handlers, owners, sponsors, friends, and others as designated, will conduct their activities in a sportsmanlike manner.
  1. All participants will be held responsible for maintaining a neat and orderly track area, and for prompt disposal of litter and waste.
  1. Only bulletins or notices signed by the President, Race Director, or a Quorum of the Board of Directors, will be considered official.
  1. Each applicant must have in possession a valid QMA card of affiliated club membership to be eligible for time-in and/or Racing.
  1. Drivers training will be governed by the adopted QMA training program.
  1. All beginning drivers will be required to participate in novice training as specified by the novice trainer. Upon completion of training he/she will be advanced to novice. All new novice drivers may be required to start at the rear of the pack for the first two (2) races.
  1. Drivers will be familiar with the flags and will answer the flagperson immediately at all times. The driver will be given a warning, when failing to answer the flags on the second time will be sent to the back, after a third failing to answer the flags the flagger can DQ them. However the judges can DQ for a failure to obey the flag.
  1. The hot pits and track area shall be restricted to registered drivers and handlers only.
  1. Any member, participant, handler, sponsor, and others as designated, violating a rule or regulation may be subject to QMA Code of Conduct policies.
  1. PRACTICE – practice will be allowed with the following rules
  2. Track will be open for practice after regular club points races on Saturday or Sunday, and following an organized TaQM day. Only those that helped out at the TaQM will be allowed to practice following a TaQM day.
  3. There will no practice at any other time
  4. No practice on the Saturday night of the Mudslinger
  5. Track will be closed to practice following the final main event through the trophy presentation. Practice can start after the trophy presentation
  6. Practice curfew is 8pm
  7. An I-5 club member must be onsite
  8. Handlers should have a means for calling 911 (cell phone)
  9. Extinguishers shall be placed at the appropriate locations around the track
  10. Cars participating in practice should be like-kind
  11. If other cars are waiting to practice, limit track time to 5 minute sessions
  12. Maximum of 5 cars on the track at a time
  13. The BOD may cancel practice for any reason (track prep, ominous weather, etc)
  1. PENALTIES
  2. Minimum: Twenty five dollars ($25.00) fine and/or two (2) week suspension.
  3. Maximum: Two hundred fifty dollars ($250.00) fine and/or membership and participation

revoked for remainder of current year.

  1. CEREMONIES
  2. All trophies will be awarded in the winners circle.
  3. A flag ceremony before each major race event will be held.
  1. Adequate muffler securely attached to the exhaust pipe and fully functioning must be used by all quarter and half midgets at all times. It must have at least one (1) intact baffle. Exhaust must pass through muffler chamber.
  1. QUALIFYING AND TIMING
  1. Each car and driver must qualify for racing position by completing a minimum of one (1) timed lap. Pushing the car off will count as an attempt to qualify and the driver will receive qualifying points. No attempt to push off will be score a DNA and will receive no points.
  2. All warm-up and timed laps must be with an authorized flagperson in possession of the proper flags on the track.
  3. All cars will qualify “hot out of the chute” with the exception of modified, B’s, and A’s.
  4. Time-ins will be held only during the hours specified in club programs, club publications, or as announced at club events. This time-in period may be altered and/or declared complete by the race official in charge.
  5. In the event time-ins are not completed as specified, racing position may be determined by pill draw.
  6. Track records will be open at all qualifying events unless specified otherwise. Eligibility for track records will be further confined as follows: Car and engine must meet all specifications in accordance with QMA rules. The car will be weighed and the engine sealed.
  7. Drivers who sign in late will start the heat(s) at the rear of the field. If the club is qualifying and the driver arrives with enough time to qualify, they will be the first in that class to qualify.
  1. RACING

Race Format – 2 Heats/Mains

  • Heat 1 line up: Determined by pill draw at sign in, with low pill draw on the pole.
  • Heat 2 line up: Complete invert of Heat 1.
  • Main line up: Determined by total points earned in two heat races. In the event of a tie, the lowest pill draw at sign in will determine line up position.
  • Transfers: In the event that there are lower mains due to class size, the top 4 Junior class finishers and the top 6 Seniors class finishers will advance to the A Main. All others will compete through lower mains, with the top 4 cars advancing.
  • If the club is qualifying and running a heat, low pill will be the last to qualify and start at the back of the heat. High pill will be the first to qualify and start on the pole of the heat.

Class Size:

  • Junior Classes: The maximum number of cars for a heat or main is 8 cars.
  • Senior Classes: The maximum number of cars for a heat or main is 10 cars. When only 11 cars have signed in, the Race Director may elect to run 11 cars.
  • When a class has to be split into two or more heats due to the number of cars signed in,the starting order will revert back to pill draw number from sign in. For example, if there are two groups for a single class, the two lowest pill numbers will be on the pole for their respective heats.

Warm Up:

  • 2 minutes for all heats and mains. The BOD may reduce warm up times in situations where they expect a large number of cars or they expect the length of races to cause the race day to end late.
  • When warm up is over and the flagger calls for the line up, cars must be on the track past the out late line.
  • Any car not on the track at the conclusion of the warm up period is considered “out late” and will go to the back of the pack. The head judge will notify the tower, flagger and race director of “out late” cars. The tower will put up a new lineup to notify the drivers of the lineup change.

Laps

Heat Races:

  • Novices and Junior classes – 15 laps
  • Seniors – 20 laps

Lower Mains:

  • Novices – 20 laps
  • Juniors – 25 laps
  • Seniors – 30 laps

A Mains:

  • Novices – 25 laps
  • Juniors – 30 laps
  • Seniors – 40 laps

Time limit

  • Heat Races - 20 minutes
  • All Mains- 30 minutes
  1. POINTS

Heat Race -20 points for 1st place, with 1 point decline per finish position.

Mains – 50 points with 2 point decline per finish position. Lower main finishers who do not advance will earn points as if they finished at the end of the A main. For example, if there are 10 cars in the A Main, the points would be awarded from 50 for 1st, 48 for 2nd, 46 for 3rd, etc. through 32 points for 10th place. The next finisher (the first to not advance from the B Main) would earn 30 points for 11th, the next 28 for 12th, etc.

Flagrant Unsportsmanlike Conduct– No points are awarded to drivers given flagrant unsportsmanlike conduct.

Tech DQs - Technical DQ’s at tear down will receive no points for theentire event but will still receive credit for year end awards.

All other DQs:All other DQ’s will result in last place points for that race.If more than one driver is disqualified in a race, then both drivers will receive last place points. For example, if two drivers are DQ’d in a race with ten cars, then both drivers would receive points for 10th place. No driver would receive 9th place points. An example of “other types of DQ’s”:

  • Loss of car related safety items under green flag conditions. This includes nerf bars, bumpers, shoulder bar, or fuel tank.
  • Loss or improper use of driver related safety items under green flag conditions. This includes helmet, gloves, neck collar, arm restraints, belts, etc.
  • All 4 wheels under the speed breakers to gain an advantage (position or track distance) without relinquishing the gained advantage within one lap.
  • Disobeying Flags – Doing this deliberately or flagrantly to cause an accident or to gain a position. (Jumping starts or passing under yellow without being told, after being warned at least one time).
  • Signaling by Handler to Driver under green flag conditions.
  • Car being operated in an unsafe manner. This includes excessive bicycling, stuck throttle, no brakes, etc.
  • Unauthorized adjustments or repairs during a refuel or emergency stop. (See National Work Rule)

If a race is rained out during the heats, only those divisions who have completed all their heats will receive points for the heats. If rained out during the Mains, only the divisions who have completed the A Mains will receive points for mains.

Novice Moves: Novices that move into a competitive class will receive 1 point less than the lowest current point holder in that class. Any future moves the novice makes, they will enter that class with 0 points.

Definitions:

DNS: Car pushed off from the staging area but was unable to start the race. Will receive last place points for that race.

DNF: Did not finish the race. Will receive points according to when they drop out in relation to other drivers.

DNA (Did Not Attempt) means that the car was not present for either the warm up, the heat race or qualifying and/or did not attempt to start the car for either the warm up or the race. A DNA for heat races or qualifying will not receive any points.

Tie: If two or more cars are disabled together and are unable to continue, both drivers will receive the lowest place points according to their final finish. For example, both cars would be given 8th place points, and no car would be given 7th place points. EXCEPT if one of the cars is charged with a call, in which case the cars will be scored as if the car receiving the call exited the race before the other disabled car.

Dead on Track (DOT)

2 DOT’s are permitted per driver, per race. After the 3rd DOT, the car will be black flagged and scored as a DNF.

Refueling Half Class

QMA procedures will be followed for refueling of Half class cars. Following the warm up laps, all cars will stop on the track for refueling. Once the green flag is flown the tower will track laps and refueling will occur at approximately 80 laps, or at the closes yellow flag. Again, refueling will be on the track.

  • Judges: Judges please be alert and fair. Please be at the judge’s platform when it is your turn.
  • Red Flag: When a red flag is displayed, all drivers will stop on the track and the tower will stop the race clock. This includes red flag conditions for Novice drivers when a call is being explained.
  • Three Minute Work Rule: All cars will be given a 3 minute period of time to make repairs to their cars in the following 2 situations:
  • Car breaks during warm up period
  • In this situation, as soon as the caution flag flies indicating the end of the warm up period, at the direction of the Race Director, the Tower will start the timer for any car in the work area that is being repaired. The Race Director has the discretion to not start the timer in the situation where a car came off the track for a simple adjustment and was simply “out late.” At the expiration of the 3 minute time period, the flagger will start the race using normal procedures. The car being repaired needs to be past the “out late” line before the green flag waves. If the car isn’t past the “out late” line before the green flag flies, they won’t be allowed to race in that race and will be scored a DNS.
  • Car breaks during the race
  • In this situation, the car has left the track under a yellow flag condition after the race has already started. Time will start when the car exits the track. At the end of the 3 minute period, the flagger will restart the race. If another caution comes out before the completion of one green flag lap, the car in the work area may rejoin the race. If the car in the work area is unable to join the race before the cars on the track complete a green flag lap, that car won’t be allowed to continue and will be scored a DNF.
  • In the situation where the red flag flies while a car is in the hot chute and under repair during their 3 minutes, the clock will stop until medical is cleared. Once medical is cleared, the timer will restart.

The 3 minutes allowed each car is cumulative for that race. This means if a car exits the track for repairs and uses 1 minute, they can still exit the track at a later time and use their remaining 2 minutes.

  • Questions? If you have a complaint, DO NOT approach the judges, tower, or flagger. Please see the race director or his/her replacement.

Rain-out policy:

  • If the race is called prior to the running of the first heat race, 100% of sign-in fees will be refunded
  • If the race is called after the first heat race has started and prior to the running of the first main event, 50% of sign-in fees will be refunded
  • After the first main event has started, there will be no refunds of sign-in fees.
  • Points will be awarded for those races (heats and/or mains) that have been completed. In the situation where there are multiple heats or mains for a class, no points will be awarded unless all heats/mains for that class have been completed.

Race Day Completions:

  • A race day will be considered complete once the green flag drops on the first A main.
  1. The Board of Directors may delay sign-ins if the weather looks ominous.
  1. The Race Director may combine participants for two (2) consecutive classes to make a race as circumstance require. Trophies to be awarded as specified to each class.
  1. In the event of disqualification or mechanical trouble and no car passes the finish line, race is called “no contest”.
  1. The front wheels of the car shall be used to determine the winner. Decision to be made by the judges and the flagperson on close races, and lap checkers at all other times.
  2. Cars that go dead on the track, by incident or otherwise, will go to the back of the field

unless a call is made. Refer to QMA National rulebook.

  1. Dead on the track cars will be realigned in order in which they went dead on the track.

  1. PROTEST - QMA PROTEST RULES
  2. All protests must be made in writing within one hour after completion of race to the President or Vice PresidentONLY.
  3. Any protests made to any other track official will not be considered.
  4. In addition to above rule, any protest, other than a racing infraction, will be submitted to the Board of Directors via the President or Vice President.
  1. Awards
  2. All I-5 QMC drivers will receive an end-of-year award regardless of how many races they participated in.
  3. In order to qualify for placement in a class, the driver has to have raced in 5 races in that class (signing in for a race that eventually is rained out counts towards the 5 races).
  4. Drivers who haven’t competed in 5 races in a single class will receive a participation award unless they are receiving a placement award in a different class.
  5. Novices will receive a novice award.
  6. Novice races will count toward the 5 race requirement but only for the class they move into (Jr. Honda, Sr. Honda, or Heavy Honda only). Novice races won’t count for future moves into different classes
