Rules for Carlow/Wicklow Cup 2017/2018
1(a)These are rules covering the Carlow/Wicklow Cup organised under the jurisdiction of the Carlow & District JuvenilesLeague and the Wicklow Schoolboys League herein referred to as the competing leagues
(b)The entire control, ownership, and management of the competitions shall be vested in the competing Leagues executive committee. The Executive Committee to comprise 2 representatives from each League
© The entry fee for the Competition will be €25 per team per competition
(d) It shall cater for 4 Teams from each age group, Under 12, Under 13, Under 14, Under 15 and Under 16.
(e)The Executive Committee shall have the power to deal with any situation or circumstances whicharises and may not be specifically covered within these rules.
2(a)The Executive Committeewill draw first round where no team from the same league can play each other and then on an open draw for the remainder of the tournament.
(b)Each League will appoint a coordinator to compile fixtures and assist with the administration of the competitions.
(c)Disciplinary hearings or decision making on behalf of the competition’s committee will be adjudicated by the Executive Committee or independent committee if required. All fines to be paid to your registered league.
(d)Decisions taken and sanctions imposed by this disciplinary committee cannot be appealed byeither Leagues and any such appeal must in the first instance be directed to the SFAI subject to the rules governing any such appeal
(e)All disciplinary reports of a serious nature must be reported and copied to the Secretary of both Leagues and will be dealt with by the Disciplinary Committee.
(f) Players sent off in any Carlow/Wicklow Cup game are automatically suspended from the next game in the cup in which he was sent off. Where such a player’s team has been eliminated from the Carlow/Wicklow Cup the automatic suspension will take effect for his next competitive game at the age group where he is registered. Subject to a review of the referee’s report the sanction may be increased by the investigating committee.
(g) Players who are under an automatic one match ban for being sent off in a domestic League competition shall be eligible to play in the Carlow/Wicklowcups, on the basis that the ban is served for a domestic competition game directly following the Carlow/Wicklowcup game.
(h)Players serving suspensions greater than the automatic one match ban for being sent off in a domestic competition game shall not be eligible to play in the Carlow/WicklowCups during this suspension on the basis that being suspended from the Carlow/WicklowCups shall count as game/s served under that suspension.
(i)In cases ofDisciplinary hearings,the players club shall, in all cases, be offered the opportunity to attend a hearing by a disciplinary committee.
(j) Failure by the player or his/her club to attend this hearing shall result in the case being heard and dealt with in their absence.
4(a) Teams are entering the competition on the basis that the Finals will be played on the May Bank Holiday Monday. Teams unavailable on this date will concede the game to their opponents. Medals shall be awarded to the winners and runners-up of all Carlow/Wicklow Cup competitions.
(b) The competing Leagues are the sole owners of all cup trophies, clubs shall be responsible for the safe keeping of trophies whilst in their possession and all trophies shall be returned when requested and in good condition. Clubs returning damaged trophies, or responsible for lost trophies, will be liable for the repair or replacement of same.
5.The competitions shall be open to teams properly affiliated to and participating in any of the competing Leagues.
(a)All players playing in Carlow/Wicklow Cup competitions must be registered with an affiliated Club of the appropriate League and have been born on or after the 1st January of the relevant year to be eligible to play in the relevant age group.

7(a)Affiliated League registration forms shall be the official registration forms for teams playing in the Carlow/Wicklow Cup competitions. Clubs wishing to view a League registration form can do so by submitting a request in writing to the Secretary who shall procure a copy of same on behalf of the club. A player must be properly registered at least 24 hours before competing in any Carlow/Wicklow Cup game.
(b) Both Leagues must submit to the Disciplinary Board or any of its sub committees any and all team and player registration records and details if requested.
(c)A player can play for only one clubin any one Carlow/Wicklow Cup competition in the same season.
(d) No player may play across their age group in Carlow/Wicklow Cup
for different teams within the same club.
9(a) Referees’ match cards shall be filled in before the game commences by the official in charge of the team, he/she shall append his/her signature as verification of the eligibility of his/her team’s players and accept responsibility for any irregularities.
(b) A maximum of eighteen (18) players may be named on the referee’s match card. Roll on – roll off substitutions allowed in all games.
(c)Where a clash of playing colours occurs it shall be the responsibility of the home team to change to an alternative set of playing colours.
10(a) Any club in doubt as to the eligibility of its opponents shall, by making representations to the referee at half time be at liberty to obtain the signature and dates of birth of any three opposition players. Any team’s refusal to accede to such a request will be regarded as an effort to conceal an irregularity in registration and/or over-age and shall be a breach of this rule.
(b)At the end of a game a club shall be at liberty to obtain the signature and date of birth of any substitute who was introduced to the game after the half-time interval.
(c)All such signatures and dates of birth shall form the basis of any protest and be produced at any subsequent protest hearing.
(c)Teams found guilty of playing an over-age player/s shall, if they had won the game, forfeit that game to the opposing team, be removed from the competition from that stage and incur a fine the level of which will be determined by the investigating committee.
(d)Teams found guilty of playing an over-age player/s shall, if they had lost the game be liable to suspension and incur a fine the levels of both of which will be determined by the investigating committee
(e)Teams found guilty of playing an ineligible or unregistered player/s shall, if they had won the game forfeit that game to the opposing team, be removed from the competition from that stage and incur a fine the level of which will be determined by the investigating committee.
(f)Teams found guilty of playing an ineligible or unregistered player/s shall, if they had lost the game be liable to suspension and incur a fine the levels of both of which will be determined by the investigating committee.
11(a) Protest as to overage or any other cause must be sent by registered post to the Secretary at the office of the competitions Secretary within four (4) days following the date of the game and be accompanied by the appropriate fee as determined by the Midlands Executive Committee. For the purposes of this rule Saturdays, Sundays and Bank/Public Holidays are excluded
(b) An exact copy of the protest must also be sent by registered post within the same time frame to the club against whom the protest is being lodged.
(b) Counter protests must be lodged within a further four (4) clear days by registered post to the Secretary at the accompanied by a similar fee and an exact copy sent within the same time frame by registered post to the club which lodged the original protest, for the purposes of this rule Saturdays, Sundays and Bank/Public Holidays are excluded
(d)Protest fee/s or counter Protest fees/s must be sent by postal order or bank draft only to the Competitions Secretary any such fees sent by any other method will be declared invalid and nullify the protest or counter protest.
(e) Protest fee/ Counter Protest fee for season 2017/2018 shall be €200
12.Protests shall be dealt with by a committee of at least three current members of executive of the Carlow/Wicklow Cup, protest committees decisions shall be final and binding subject to the right to appeal onwards to the SFAI.
13(a)All matches, venues and times of kick-off shall be arranged by the Fixture Secretaries of the Leagues whose team is drawn at home in conjunction with the coordinators and the Hon. Secretary of the competing League/s. Dates for all rounds of Carlow/Wicklow Cup competitions will be decided at the draw.
(b) At all times Carlow/Wicklow Cup games shall take precedence over affiliated League domestic fixtures.
14(a) No club or affiliated League shall cancel or postpone anyCarlow/Wicklow Cup fixture unless agreed in conjunction with the fixture Secretary
(b) Emergencies will be dealt with by the coordinator whose decision will be final.
(c) Postponements for a certified school tour, may be permitted through the coordinator in consultation with the relevant affiliated League Hon. Secretary/s. Clubs can be required to provide written confirmation, from the organizing body of any such tour, before any such postponement request will be considered.
(d)The appointed referee will decide if pitches are playable on the day. If pitch or weather conditions should cause a postponement the home team must play the game the following weekend or must find an alternative pitch or the fixture will revert to their opponents’ ground.
(e)All weather playing surfaces may be used for Carlow/Wicklow Cup games provided these are in complete compliance with, and certified as such, with the current FAI standards/codes. This certification shall be available for inspection on demand.
(f)All visiting clubs must be notified by home clubs 48 hours in advance of the kick off time should there be the possibility that an artificial surface of the required standard and certification will be used. This notification shall include any restrictions on footwear.
(g)Reports of teams failing to fulfil a fixture will result in the offending team being removed from the competition, be fined a minimum €125, have to pay the referees fee and be subject to any further disciplinary action that the Executive may consider.
15(a)Matches must commence at the appointed kick off time. Teams failing to report within fifteen minutes of the kick off time may be deemed to have given a walk-over, subject to investigation of circumstances by the Executive Committee or its sub committees. The late start of any match shall be reported by the referee to the Secretary.
(b)All Carlow/Wicklow Cup finals must be refereed by three officials.
©All Carlow/Wicklow Cup finals shall be played on a venue to be decided by the Executive.
16.The home team shall be responsible for stewarding and marking of the pitch etc, both teams shall supply two footballs of the regulation size and quality.
17(a)Up to and including the Semi Final stage of the competition the competition will be run on a home and away basis. In the event of both teams being level at the end of the second game the away goal will count as double - If the teams are still level the relevant FIFA penalty kicks rule will be used to decide the game.(There is no extra time in these games)
18 In the Final of the Cup /Shield/Plate ten minutes each way extra time will apply if both teams are level and the FIFA penalty rule to apply if both teams are level after extra time
19 Match Officialsfees will be paid by the home team in all Carlow/Wicklow Cup games up to and including the semi final stage.
20. Teams competing in these competitions have read and agreed to abide by the rules.
