These Competition Regulations are consistent with the Regulations of architectural, urbanandarchitectural and urban contests, as enacted by Association of Polish Architects the Chief Management [Zarząd Główny SARP], on 28 March 2009, that applies to the Competition in scope not governed by these Regulations or the above mentioned Laws.

4.  DESCRIPTION OF THE DESIGN COMPETITION SUBJECT-MATTER

4.1.  COMPETITION OBJECTIVE

a)  Broad comparison of creative ideas regarding the theme of the competition.

b)  Choice of the best concept design of the scenario for creative educational and cultural programme with urban and architectural design of the Educational Park – based on its architectural, functional and urban values, with the highest realization potential and economic quality, as well as the most efficient utilization of the terrain designated for investment, along with the use of the modern technologies and presenting unique appeal on an international scale

c)  invitation for the author of the winning entry to negotiate under the single-source procurement procedure to prepare the full set of designs necessary to realize the Educational Park, specifically the designs of didactic and cultural thematic objects, the multimedia installations designs, building permit design, investor's cost calculation and tender design necessary to perform the public contract.

4.1.

4.2.  MAIN CONCEPT OF THE PROJECT

a)  Design of the scenario for creative educational and cultural programme of the Educational Park. The framework of the scenario as well as the contractor's guidelines concerning its execution are detailed in Pos. 4.3 and 4.4 of these Competition Regulations.

b)  Creating concept design of the Educational Park "The Academy of Fairytale" in Pacanów, based on the scenario and on the information provided by the Contractor in the Competition Regulations as well as in the appendage presenting the functional and ideological framework of the scenario and educational park (APPENDAGE_B.1)

4.3.  MAIN ISSUES OF THE PROJECT

a)  The planned park area should be comprehensible for all viewers, regardless of their age, and on various cognitive planes

·  through the symbolism of fairytales and legends, it should relate to universal values and European culture;

·  through humane values;

·  by crating the atmosphere of realized dreams and magical world;

·  through discovery of the beauty of Polish children's literature;

·  through aesthetics and harmonic amalgam of cultural and natural elements.

b)  The scenario needs to include solutions allowing year-round functionality of the Park. The Organizer assumes that at least 50% of all activities would be available in Autumn and Winter time

c)  Due to the unique arrangement and the public character of the investment, the Park should be entertaining for the tourists both nationally and internationally, and it should also be a common recreation site for the citizens of Pacanów and surrounding areas.

4.4. DESIGNING OF THE SCENARIO

a)  The scenario is the essential element of the competition's theme – it will serve as the foundation on which the area of the planned investment will be developed.

b)  The scenario must incorporate the mission and educational goals indicated – among all – in the APPENDAGE_B.1

c)  Individual areas of the Park should help familiarize the visitors with the fairytale characters and their matters, involving various senses.

d)  The unique character of the scenario, the concept of the Park and its connection to existing EFC terrain, the manner in which the content of fairytales and legends will be presented to the visitors, the way the individual gardens shall be arranged and the placement of additional functionalities, should proclaim the Park as the object unparalleled among other of similar character, on an international scale.

e)  Ideas, technical solutions and their durability should be adequate to the status of European culture institution

f)  The participants of the Competition are expected to be creative and familiar with Polish literature.

g)  The concept should take advantage of the most cutting-edge multimedia technologies and scientific achievements and use interesting and innovative methods of educating children, young people and adults.

h)  All available elements of the design should be used – musical, interactive, multimedia – in order to involve the visitors in the most extensive way and familiarize the visitors with the literature and moral values of the fairytales.

i)  The concept should allow for a positive transformation of Pacanów and the region and strengthen the brand of the city as "the land of fairytales"

4.5. LOCATION OF THE EDUCATIONAL PARK AND FORMAL CONDITIONS

a)  The area designated for the Competition:

·  The area designated for the Competition contains lots numbered: 1633, 1634, 1657, 1818, 1931 – an appendage to these Regulations [APPENDAGE containing a DWG file]

·  The terrain designated for the Competition design is built on by the office building and warehouse building (lot no. 1634).

·  The terrain designated for the Competition design is densely covered with tress. In the year 2010 an inventory of the quantity and condition of greenery was conducted and its report is one of the Appendages to these Regulations (APPENDAGE_B.5). No significant changes that would render a new inventory necessary, have occurred since the abovementioned inventory was conducted.

b)  The terrain designated for the Competition design is neighbouring with the terrain currently occupied by the European Fairytale Centre building and a sensory garden surrounding it.

c)  To integrate both terrains we propose to design a bridge or an underpass (tunnel) allowing easy movement of the visitors, including people with disabilities. The bridge, as an engineering structure, should allow for organizing both pedestrian and wheel communication in a safe and collision-free manner. Particular location of the bridge/tunnel is specified in APPENDAGE_B.6.

d)  The interference of the bridge into the terrain of the EFC shall not be restricted. It is also possible to connect it directly to the building of the EFC, if it will not require a significant reconstruction of the existing object.

e)  The Educational Park, as well as the bridge connecting it with the sensory garden and EFC building should fit in the landscape and inspire the identity of the place.

f)  In the existing buildings at Słupska Street the authors should consider a hotel zone with accommodations for six to eight people. It is acceptable to locate the hotel zone elsewhere, however, the authors of the concept design need to be advised that this part will be funded as a separate investment.

g)  The terrain designated for the design is not covered by the local spatial management plans

h)  Meeting the Competition requirements in the scope of the form and scale of the building-up of the area will help to obtain the decision of the conditions of development and spatial management for the designed investment.

i)  External conditions

·  The settlement system of the city of Pacanów is characterized by a distinct central market, network of roads and distinct building frontage at the market.

·  Most of the existing historical establishments require carrying out recomposition, revaluation and restoration works.

·  Art and architecture monument objects and groups of objects – listed in the Monument Register of the Świętokrzyskie Voivodship Monuments Conservator – exist in the Pacanów area – parish church of St. Martin (register no. 147) and parish cemetery (register no. 1142)

·  The entire area of the Pacanów Gmina is protected by law due to its location within the borders of the Solec-Pacanów Protected Landscape Area and designation in the southern part of the Gmina – the international green corridor of the Wisła Vale, under The State Ecological Network ECONET-Poland

j)  Technical infrastructure:

There is and existing water supply, sewerage system, overhead low voltage power line, as well as gas line on the terrain designated for the investment.

4.6.  EXPECTED COST OF THE PROJECT AND A MANNER OF FUNDING

a)  The Competition design and its spatial solutions should take into account the stipulated investment budget as well as its prestige due to the function in the region.

b)  The concept design should meet the Competition framework in a comprehensive manner and indicate the possibility to stage the investment.

c)  The Contractor stipulates that the maximum cost of building the spatial objects, land development, as well as building an equipment for the thematic alleys and educational and cultural objects, in the scope indicated as the subject-matter of the Competition, including the cost of geological survey, geology engineering report and hydrogeological report shall not exceed the amount of 20.000.000 PLN gross (twenty million Polish zlotys gross).

d)  The above mentioned cost does not cover the cost of preparation and carrying out the Competition, development of the complete project design, project architect's supervision and the reimbursement for the Competition Participants.

e)  The Contractor expects an average standard of the designed objects, taking into account their expected long-term exploitation and high volume of tourist traffic.
