GWEN PHILLlPSIt is with sadness that we report the death of Gwen in late January. Gwen lived in Ruishton for many
years and we will miss her at many of the events we hold at the Village Hall. On Village Day you would find her sitting
on the gate shaking her bucket for donations. Up to a few years ago she would walk many miles a day with her dog.
You would also have found her propping up the bar at the pub. Even when she moved out of her bungalow at Dinhams
she returned to the village in her buggy with its Union Jack flying on the back. She will be missed by many.

RUISHTON AND THORNFALCON PARISH COUNCIL

CLERK - MARY GROWTAGE 275992

FEBRUARY MEETING

The meeting had no objections or comments to make on the following planning applications:
31/13/0001 - Erection of two storey extension to rear of Hartnells, Ruishton

31/13/0002 - Erection of two storey rear extension at Foxhound Cottage, Lower Henlade
40/13/0002LB - Erection of glasshouse to south end of Red Barn, Manor Farm, Thornfalcon

The meeting welcomed the application for the construction of a dedicated access track to Taunton
Sewerage Works (Ham) from the A358 (04/40/13/001/PH) but raised concerns regarding the junction
with the A358 in view of accidents there in the past, including one fatality.

Taunton Deane has granted permission for the erection of a single storey extension to the rear of 1,
Newlands (31/12/0018)

The Inspector's final report of Somerset Waste Core Strategy can be down loaded from
will be considered by the Full Somerset County Council
on 20 February 2013

The initial readings for the 2013 Speed Indicator Device Programme at Lower Henlade and Stoke road
have not been carried out yet.

It was reported that the ditchlstream at Cheats Road and also at Lower Henlade are the responsibility of
the adjoining landowners and not Somerset County Council.

A sand bin has been installed outside 1, Carpenters Close and the clerk has arranged for Taunton
Deane to fill it with sand along with the necessary sand bags.

The Parish Council have been asked if they would support a potential development of affordable hous-
ing on land off Lipe Lane, Henlade. It was agreed that the clerk should reply stating there is already
planning approval for affordable housing in the area. Also, as the site is the subject to public consulta-
tion as part of Taunton Deane's Site Allocations and Development Management Plan process the Par-
ish Council will wait for the Preferred Options report before making any comment.

This plan defines settlement limits, identifies land 'allocations' for development in defined centres and
provides detailed policies on which to assess planning applications.

It is also seeking to identify 20 to 30 hectares of land to form Taunton's second strategic employment
site and 2 of the sites being suggested are in Henlade, more details overleaf.

The clerk has heard from 'Sustrans' that the land required to continue the cycle route from Taunton to
Ruishton is now on the market - 1.2 acres near Ruishton for £30,000 and a lease on the riverside land,
another 1.2 acres, for £20,000. Although the Parish Council wholeheartedly supports the scheme they
are unable to fund the purchase or upkeep of the path at this time.

It was reported that there had been flooding in Cheats Road and Lower Henlade in January as well as
in November of last year. More details of our proposed flood plan and forthcoming meeting overleaf.

Work continues on the upgrading of the play equipment and it is hoped that some of the new equipment
will be in place before the end of February. With thanks to Cllr. Bulgin who is overseeing this work on
our behalf, it has not been an easy task with recent weather conditions.

The Parish Council has purchased 'Cold Calling Signs' which will be placed in the area, notices for dis-
play in windows will be sent out with the newsletters.

The full minutes of our meetings can be viewed on our website
