C. 08/1137 CASUAL VACANCY – FLAWFORD WARD

The Chairman reported that a meeting had been held prior to the Parish Council Meeting between Parish Councillors and those persons wishing to be considered for Co-option to the Parish Council. A secret ballot had taken place and Mrs. Barbara Breakwell had been selected to be co- opted onto the Parish Council.

It was proposed by Councillor J.V. Norton and seconded by Councillor Mrs. B.M. Venes, that Mrs Barbara Breakwell be co-opted to the Parish Council and this was unanimously agreed.


RESOLVED:

1. That Mrs. B. Breakwell be co-opted to the Parish Council to represent Flawford Ward.

2. Mrs. B. Breakwell signed the Declaration of Acceptance of Office in the presence of the Council’s Proper Officer.

MINUTES

The Minutes of the meeting held on 30th September 2008, having been previously circulated, were confirmed and signed by the Chairman.

C. 08/1138 MATTERS ARISING FROM THE MINUTES

Jubilee Clubhouse Project (Vide Minute C. 08/1129

The Clerk explained that as John Fisk had been unable to attend the

opening ceremony of the Jubilee Clubhouse due to an accident at work it is planned to make a presentation to acknowledge his long standing

commitment to football in Ruddington at a later date.

Community Speed Watch (Vide Minute C. 08/1132

Councillor Mrs. M. Woodhead asked whether there had been any

development in respect of the Community Speed Watch. The Clerk

confirmed that nothing further had been heard to date.

C. 08/1139 MOTION FOR ADJOURNMENT

RESOLVED

That the Council adjourn to allow the members of the public present to

make statements on Agenda Items.

COUNCIL IN SESSION

C. 08/1140 CHAIRMAN’S ANNOUNCEMENTS

Golden Wedding Anniversary

The Chairman reported that Councillor B.M. Venes had delivered a floral arrangement on his behalf to Derek and Ann Saville on the occasion of

their Golden Wedding Anniversary.

90th Birthday Celebration

The Chairman reported that Councillor P.F. McGowan had delivered a

floral arrangement on his behalf to Dilys Williams on the occasion of her

90th birthday.

C. 08/1141 COMMUNICATIONS

Thank-you letters

The Clerk read to Members the contents of a letter of thanks from Derek

& Ann Saville. Councillor P.F. McGowan reported that Dilys Williams

had expressed her personal thanks for the floral arrangement.

C. 08/1142 QUESTIONS UNDER STANDING ORDER NO. 8

There were no questions raised under Standing Order No. 8.

C. 08/1143 POLICING

The Clerk reported that Norman England had hoped to be present at the meeting but had not arrived. Members agreed to defer this item in case Inspector England arrived during the course of the meeting.

C. 08/1144 DEVELOPMENT

New Applications

There were no new applications to be considered.

Planning Appeal: Land at Sharphill to East & West of Melton Road

Copies of information from Rushcliffe Borough Council advising that the

hearing for the above planning appeal will take place on 10th February

2009 commencing at 10.00am at the West Bridgford Community Hall

had previously been circulated to.

C. 08/1145 COMMITTEE MINUTES

The Minutes and Reports as set out below were presented and motions made for approval and adoption:

That the recommendations contained in the aforementioned Minutes and Reports be adopted.

C. 08/1146 JUBILEE CLUBHOUSE PROJECT

The Chairman reported that the lighting issue for the car park is still to be resolved and planning permission is still to be granted. Members agreed that in their opinion the lights were unnecessarily bright and obtrusive and therefore the Parish Council would not appeal against any recommendations made by the Borough Council for these to be ‘toned down’. The Clerk reported that she had been on site with a planning officer from Rushcliffe Borough Council to review the lighting and had since been advised that the application will be considered at the Planning Committee on 22nd December following receipt of further information from the architect.

The Chairman thanked all concerned with the Opening Ceremony including Parish Office staff, the Charities involved with the project and Ruddington Colts. He reported that the Football Foundation was very impressed with the final result and there were numerous sporting organisations requesting a viewing of the building and its facilities. He also reported that it would appear at this stage to have been completed within budget.

The Clerk reported that she had received enquiries regarding the hire of the building and the Bridge Club had booked it in December for two matches as a trial.

Councillor Mrs. M.G. Grice asked what arrangements had been made to pay tribute to the late Sam Goddard and the Chairman advised that a separate event had been held, as previously agreed, incorporating a special charity football match and the naming of a changing room in his memory.

Councillor D.J. Hall thanked Councillor J. V. Norton and Councillor W.A. Wood on behalf of the whole Council for all their efforts with the project.

C. 08/1147 REVIEW OF RUDDINGTON CONSERVATION AREA

Copies of correspondence from Rushcliffe Borough Council regarding the amendment to the Ruddington Conservation Area following the Parish Council’s request to extend the boundaries, together with a revised map, had previously been circulated to Members.

Members welcomed the revisions which now included both sides of Loughborough Road from Mere Way to Easthorpe Street.

The Clerk advised that the original plans, along with the revised plans would remain on display in the foyer and committee room and that there were Appraisal Feedback Forms available to members of the public in the office.

C. 08/1148 RUSHCLIFFE COMMUNITY PARTNERSHIP

Copies of an invitation to the Rushcliffe Community Partnership Annual

General Meeting to be held on 27th November 2008 at the Civic Centre

had previously been circulated to Members.

C. 08/1149 RUSHCLIFFE PLAY PARTNERSHIP – PLAY BUILDER 1ST YEAR FUNDING ALLOCATION

Copies of correspondence from Rushcliffe Borough Council inviting representatives from the Parish Council to attend the next meeting of the Rushcliffe Play Partnership, together with information on previous projects which had received funding, had previously been circulated to Members.

It was suggested that Councillor D.J. Hall and Head Groundsman Richard Shelbourn should attend the meeting which will be held on 10th December at the Sir Julien Cahn Pavilion, West Park at 10.00am on behalf of the Parish Council and report back to an appropriate meeting.

Councillor D.J. Hall advised that it may be necessary for the Amenities Committee to set up a working group to review plans and sites to be included in this project.

Shelbourn attend the meeting of the Rushcliffe Play Partnership

on 10th December 2008.

C. 08/1150 PARISH COUNCIL FORUM

Notification from the Rural Community Council regarding a Parish Council Forum event to be held on 11th February 2009, had previously been circulated to Members.

Councillor W.A. Wood volunteered to attend and the Chairman asked that any other councillor wishing to attend should make themselves known to the Clerk after the meeting.

1. That the above information be noted.

2. That Councillor W.A. Wood, along with one other Councillor to be

decided, attend the above meeting.

C. 08/1151 CHRISTMAS & NEW YEAR HOLIDAY PERIOD

Copies of the closure times for the Parish Council Office, together with Emergency Telephone Numbers over the Christmas and New Year Holiday Period, had previously been circulated to Members.

RESOLVED

That the above information be noted.

C. 08/1152 NOTTINGHAMSHIRE BUILDING PRESERVATION TRUST

Copies of correspondence from Nottinghamshire Building Preservation Trust in respect of the Annual General Meeting to be held on 3rd December 2008 had previously been circulated to Members.

Members agreed that there were no Councillors wishing to be nominated to serve on the Council of Management of the above Trust.

That the above information be noted.

C. 08/1153 NOTTINGHAM CORE HOUSING MARKET AREA STRATEGIC HOUSING LAND AVAILABILITY ASSESSMENT

Copies of correspondence from Rushcliffe Borough Council regarding Consultation on Draft Site Assessments which concludes on 10th December 2008 had previously been circulated to Members.

The Clerk reported that she had circulated to Members a list of sites recorded in Ruddington, along with an example of the information contained for each site. She advised that copies of the full Information for each site in Ruddington had been downloaded from the Borough Council’s website and are available for Members to view in the Parish Office.

Councillor B.M. Venes expressed concern regarding the entry for “Land to the West of Wilford Road, Ruddington” showing 1234 proposed dwellings. Concern was also expressed regarding land at Artex Blue Hawk and Pasture Lane where 118 and 117 proposed dwellings respectively are shown.

The Chairman suggested that members should express their individual concerns directly to the appropriate department.

C. 08/1154 REPORTS

County Councillor

County Councillor Reg Adair reported the following:

·  Between 16000-20000 houses are targeted for Rushcliffe, which will include improvements to infrastructure

·  HGVs are again a concern, as it has been noticed that one particular haulier is again using the central area of the village on a regular basis

·  Elms Park/Moor Lane area has been resurfaced

·  The resurfacing of Wilford Road in included in the 2008/2009 Budget

·  Section 106 money is available for completing the cycle path on Wilford Road

·  A petition has been presented on behalf of the residents of Woodley Street in respect of resident’s parking, but a response has not been received to date. However, the issue of the new parking regulations is to be allowed to settle down before this matter will be considered

·  Officers from the County Council are willing to attend the next meeting of the Transport Policy Group to discuss improvements which can be made with regard to traffic management in the central area of the village

·  In response to a question from Councillor W.A. Wood regarding the ‘crumbling’ at the sides of the A60 Loughborough Road, Councillor Adair advised that currently traffic census’s are being carried between Nottingham Knight and Bunny

·  A countrywide review is currently being carried out in respect of HGVs with a view to developing a new traffic management policy but it will be 2010 before the review is completed

Borough Councillors

Councillor Mrs. B.M. Venes reported on the following:

·  She had been contacted by a resident of Easthorpe Street with regard to them having received a parking ticket whilst unloading their children and shopping from their car. County Councillor Reg Adair suggested that she contact the Borough Council in this regard

·  She had attended the CVS Annual General meeting

·  The last meeting of the Local Area Group Police Meeting had been very poorly attended

·  She had attended the RCAN Annual General Meeting where a presentation had taken place regarding global warming. It was interesting to note that whatever we do now will take 40 years before the benefit is felt

·  She had attended the Rushcliffe Community Awards Ceremony at which awards had been made to the Honeycomb, the Ruddington Boys Brigade and Chris Murden of The Rudd.

·  She had attended the Planning Appeal hearing in respect of Fields Farm, Pasture Lane

Councillor P.F. McGowan reported that he had provided the Parish

Council with copy correspondence in respect of the empty property on

High Street (the old Fish & Chip Shop) which the Clerk had circulated to

Members.

Parish Councillors

Councillor Mrs. S. Kaur-Samra expressed concern at the lack of

attendance at the last L.A.G. Meeting and said that, in her opinion, if

people cannot be bothered to attend the meetings they were not in a

position to complain. She also advised that she had attended the

Remembrance Service at St. Mary’s Church in Nottingham in her

capacity as Deputy Lieutenant of Nottinghamshire.

Councillor N.J. Tegerdine reported that he had been heavily involved in the 3rd National Alcohol Conference which had recently been held in Nottingham. Three Government Ministers had been in attendance and it had been recognised that parishes should become more involved in matters of disorder which are alcohol related. He said that a big ‘power-shift’ would be coming in the future.
