3. MINUTES OF THE LAST MEETING
The minutes of the previous meeting held on 10 October 2014 were accepted as accurate.

5. PRIORITY SETTING FOR THE MEETING
The agenda order was agreed and no other items were added.
6. STRATEGIC PLANNING
6.1 Chair’s Report
Gabrielle Milner welcomed new members to the Executive Committee and reported the following: -
· Reminder that the International Congress 2015 will take place in Birmingham. We should be encouraging members to attend if possible.
· There will be a meeting room available to book at the Congress. If a room is required, this needs to be booked through Heather Waltham by 31st March. Only registered delegates of the Congress can use these facilities between 08:00 – 17:00.
Gabrielle Milner asked all committee members to look at the Call for Evidence for the Commission on Acute Adult Psychiatric Care. This document had previously been circulated and there was an invitation to collate a Division Committee response. Each question was discussed, with members giving feedback. The responses will be collated to form a response to the Commission.
ACTION: Committee members to submit any further comments to Gabrielle Milner to include in the response.
7. STEWARDSHIP
7.1 Finances
Tamal De has sent apologies. Nothing new to report.
7.2 Newsletter
Gabrielle Milner informed the committee that the Spring e-newsletter is due to be published. A request was made for articles of interest to be submitted to Heather Waltham by 27 March.
ACTION: Heather Waltham to email Executive Committee members to encourage submission of articles of local interest.
8. POLICY AND EXTERNAL AFFAIRS
8.1 Mental Health Act/Mental Capacity Act
Ignasi Agell informed the Committee that the approval panel were also meeting on 6 March, therefore he was unable to attend. Approvals are mainly processed by email.
8.2 ETSC
Jayne Greening updated the committee on the work at the ETSC
8.3 Workforce Committee
Gabrielle Milner reported that Psychiatry is confirmed as a shortage speciality with theDOH, therefore recruitment is easier for doctors outside the EEC.
The College will run the latest workforce census in the autumn of 2015. NHS trusts and independent and third sector providers will be contacted in the spring and data gathering will take place from September 2015.
9. SUB-COMMITTEES
9.1 Patients’ and Carers’

9.2 Public Engagement/Previously Public Education
Rahul Chandavarkar informed the committee that there are plans for a project to reach out in public places such as Mosques. This is still in the early stages and will update accordingly.
9.3 Medical Directors’
William Creaney had sent apologies. Gabrielle Milner informed the committee that the Medical Directors Group due to meet on 5 February was cancelled due to low numbers able to attend.
ACTION: Heather Waltham to contact William Creaney regarding future Medical Directors Meetings and an update report.
9.4 Specialty Doctors
Nidhi Gupta has organised a CPD event for Associate Specialist and Specialist Doctors on Friday 13, March. A copy of the program was available at the meeting.
ACTION: Heather Waltham to email all SAS doctors reminding them of the event.
10. EDUCATION, TRAINING AND CONTINUING PROFESSIONAL DEVELOPMENT
10.1 Education and Training Committee/School of Psychiatry
Jayne Greening stated that recruitment is currently down and there is a reliance on locums filling the gaps. With the new 0-25 service In Birmingham, there may be a problem with availability of CAMHS doctors to provide the service.
10.2 Mentoring and Leadership
Jan Birtle reported that the second induction training for mentors took place at the BMI on 13 February. The training comprised presentations and skill development workshops, led by Jan Birtle, Geoff Marston, Andrew Leahy plus external speaker Chris Ainslie, Deputy Chair of Women’s NHS FT. The scheme is based on mentees working with mentors who are outside their employing trust and speciality, to provide an external perspective, support confidentiality and assist with the mentees professional development.
10.3 Recruitment
Ruth Scally informed the committee that recruitment of junior doctors is static at present. The recruitment of junior doctors now includes a Situational Judgement Test as part of the recruitment process. There are some practice questions online. The Division was thanked for supporting student week at Keele University.
10.4 Psychiatric Trainees’ Committee
Sunil Routhu gave apologies and had nothing to report.
10.5 Divisional Academic Meetings
Gabrielle Milner asked committee members to promote the Division Spring Meeting to be held on 8 May at the Village Hotel in Dudley. Booking forms and further information are available on the Division webpage.
11. MENTAL HEALTH SERVICES
11.1 Strategic direction of local services – updates from around the Region
There are upcoming changes in the services delivered by BSMHFT as the 0-25 service will be delivered by the Forward Thinking Birmingham Consortium. Six organisations led by Birmingham Children’s hospital will work together to provide care for people up to 25 within Birmingham. It is due to start in October 2015.
The new service in Coventry is working through implementation. No particular issues at present.
BSMHFT are the preferred bidder for the 0-19 Solihull Emotional Well Bring and Mental Health Services for Children and Young People. This service is due to start in April 2015.

12.1 Elections
Notice of Elections was emailed to members and posted on the Division webpage. The closing date is 25 March. The positions are:

13.3 Appointments
· Dr Afzal Javed has been elected as Rehabilitation and Social Psychiatry Regional Specialty Representative.
· Dr Farooq Khan has been elected as Old Age Psychiatry Regional Speciality Representative.
· Dr Pravir Sharma has been appointed as Public Engagement Officer
· Dr Rahul Chandavarkar has been appointed as Deputy Public Engagement Officer.
14. REPORTS FROM REGIONAL ADVISOR AND REGIONAL SPECIALTY REPRESENTATIVES
14.1 Report from Regional Advisor
Abid Khan had sent apologies.
14.2 Reports from Regional Specialty Representatives
· Academic – Steve Marwaha had sent apologies.
· Addictions – Pullical Ravindranath was absent from the meeting.
· Child and Adolescent – This position is currently vacant.
· Eating Disorders – Robert Dennis was absent from the meeting.
· Forensic – Nat Rowe had sent apologies, but reported that there were plans to make contact with forensic faculty representative in the region to provide a two way route of communication.
· General Adult – Vijaya Murali had sent apologies , but reported that the 0-25 tender outcome for Birmingham had been announced. Commented that this outcome may have an adverse effect on Mental Health services (CNHT) in Birmingham.
· Intellectual Disability – Harm Boer reported that vacancies had been approved, however there was a concern over the amount of locums being used.
· Liaison – Mahnaz Hashmi advised that a post was currently being advertised in Birmingham. There will be a working group looking at cross-college guidelines for commissioners.
· Medical Psychotherapy – Jan Birtle reported that national specialist training is now dual training, combined with either General Adult or Forensic Psychotherapy over 5 years. Medical Psychotherapists are now required to oversee mandatory core training in Psychotherapy.
The Faculty of Medical Psychotherapy has been approached by Anna Leska-Mace who wishes to make a bequest in the memory of her late husband – Dr Chris Mace. This has been taken through the college development office and later this year applications for the Chris Mace Essay Prize will be invited, for the first competition.
· Neuropsychiatry – Kanu Achinivu had sent apologies
· Old Age – Farooq Khan has been involved with job description approval and has seen a shift in the items added to job descriptions. In particular a change to the in-patient responsibilities in roles.
· Perinatal – Giles Berrisford reported that the Perinatal network continued to grow.
· Rehabilitation and Social – Afzal Javed was absent from the meeting.
· Private and Independent Practice – Michael Bond had sent apologies.
