Role Title:Senior Health & Safety Adviser (Compliance and Development)

Grade:7

Category: Support

Role Purpose: To support the “One-University” approach to health and safetyby adopting day-to-day responsibility for the management and delivery of health and safety services, in particular, compliance and development.

The post holder will lead in the development and performance of an ongoing audit and inspection regime for health and safety across the University, tracking and working with the wider University to seek resolution and mitigation of identified weaknesses.

The post holder will manage the continuous improvement, delivery and monitoring of health and safety training across the University, working with Faculties, Services and HR to proactively identify and address health and safety training needs.

The post holder will deputise for the Assistant Director (Health and Safety)as required.

Duties and Responsibilities:

In line with the University’s Mission, Corporate Strategy and Leadership Attributes, you will:

  • To raise awareness and engender an appropriate Health & Safety culture across the University.
  • To assist in the delivery of a professional Health & Safety advisory service to the University focussing specifically on compliance and personal development.
  • To develop and perform an ongoing compliance audit and review programme for health and safety across the University to implement best practices within processes and procedure. Prepare quality reports which recommend practical yet innovative solutions to identified issues.
  • To advise and assist Faculties or Service Departments to enable them to meet their statutory obligations and the relevant University health and safety management standards.
  • To lead in the development of an online risk assessment process.
  • To lead in the continuous development of the quality of health and safety training tailored for the needs of diverse stakeholders across the University.
  • To work with Faculties and Services to proactively identify training needs of individual job roles and responsibilities.
  • To proactively monitor completion of health and safety training across the University and to work with senior stakeholders to address gaps in training completion.
  • To ensure, if appropriate, that all necessary statutory notifications, risk assessments and licence applications are carried out appropriately; and that all necessary statutory registrations and/or authorisations are obtained
  • To participate in the investigation of significant incidents and to compile comprehensive reports that identify root causes and appropriate follow up actions.
  • To assist in the preparationof papers in relation to Health & Safety Management and project specific initiatives to relevant University Committees.
  • To assist in coordinating the Safety Strategy on behalf of the University, including policy and long term objectives, plans and measures necessary to implement HEFCE, UCEA, USHA, HSE and other national strategies for the delivery of Health and Services in the Higher Education Sector.
  • To continue to engender a culture of self- management of appropriate health and safety issues within the Faculties and Service Departments.
  • To manage the organisation and activities of external specialist health and safety practitioners contracted to provide support services to the in-house Health and Safety team.
  • To provide and manage an effective and efficient service for the investigation of significant incidents and the necessary recording of information, including the reporting of such incidents to the relevant statutory authorities.
