He then acknowledged the Whadjuk Noongar people as follow: “We wish to acknowledge the Whadjuk Noongar ancestors, present day people and Elders who have been the custodians of this land for 60,000 years. May the Whadjuk Noongar people and Rotary walk together toward a better future for all West Australians”.

3. / Projects / TheNorthside Youth Program to develop Aboriginal Youth through natural supports, and thus minimizing Drug and Alcohol abuse.
BD reported on progress to date.
- Ebenezer Homes has been busy preparing a detailed project linked to their project plan. They were to report on 23 February 2018, but a death of an Elder has caused the meeting to be deferred to 2 March 2018. They plan to circulate their budget prior to the meeting on 2 March 2018. Ellery Blackman, Chartered Accountant, KPMG is providing pro-bono consultancy support to Ebenezer Homes.
Progress is as follows:
- Contact with Cleanaway regarding becoming a project sponsor has been deferred pending the outcome of a search for a Global Grants Partner. Louise Hancock is also seeking marketing advice re contacting the corporate sector.
- Similarly, contact with IKEA as a potential sponsor has also been deferred pending the outcome of a search for a Global Grants Partner. Louise Hancock is also seeking marketing advice re contacting the corporate sector.
- 9/1/2018 Department of Consumer Affairs have not formally advised Albany Children’s Orchid Foundation of their approval due to the Christmas-New Year Holidays. Dr A Jones advised that he expects to receive the formal approval shortly and he is happy to continue earning interest on the funds until approval is received.
- 16/11/2017 Orange Daybreak Club has indicated interest in supporting project. BD to contact Mike Hennessey when he returns from his overseas travels in February-March 2018. Mike Hennessey’s recommendation regarding seeking sponsorship support from a Rotary Club in East Sydney needs to be followed-up when Mike returns from his travels to clarify the Club’s name.
- 19/1/2018 BD to followed-up Rotary Club expressions to support the FASD project. He needs to contact the Rotary Clubs of South Perth/Burswood, Dalkeith and Scarborough.
- 30/1/2018 – The search for Global Grant Partners has resulted in expressions of interest by Districts in Bhutan, India and USA. Bhutan have agreed to contribute $US 2,000 to the project. A California District expressed strong interest in contributing $US 30,000 in DDF to the project. An Indian District has also expressed interest in contributing but has yet to specify cash, DDF and the amount/s. Two other US Districts have also expressed interest in contributing.
- 30/1/2018 CJ sought Global Grant Partners at the DGE Convention and Fair at San Diego, California. He was successful in identifying an Alaskan District 5010 who wish to become partners with WA Districts 9455 and 9465 to support our FASD Project.
- 6/2/2018 BD Contacted N Diane Fejes in Anchorage, Alaska. Confirmed interest in contributing DDF. Encouraged FASD Project Management Committee to formalize Global Grant Application as soon as possible.
- 8/2/2018 BD report on trip to Leonora. Its purpose was to survey the extent of the support for the project, identify locals who wish to collaborate and ascertain any barriers/impediments that will have to be managed during the FASD pilot project (refer Attachment 3a Leonora Ver3 FASD Report).
- 8/2/2018 CJ contacted Robyn Yates, DGE Rotary District 9465 for a DDF contribution.
- 15/2/2018 BD forwarded Global Grant Application Draft 5 to Louise Hancock, a copy to Louise for Noel Allen, a copy to DB, and a draft to N Diane Fejes, US D5010.
- 15/2/2018 Louise Hancock Telephoned to say that Noel Allen had an Indian District who were prepared to contribute $US 13,000 in DDF to the project.
- 16/2/2018 BD telephoned N Diane Fejes, DGE for D5010. She indicated that her District were prepared to contribute between $US 25,000 and $US 30,000 in DDF. She indicated that $US 25,000 was her preferred option. She asked that we put in writing the amount of DDF required for the project to progress from her District.
Diane then wished to talk about reciprocal Visiting Training Teams. She said that she would like a VTT from Western Australia visit Alaska to attend Rotary District 5010 Conference in May 2019. She said she had an academic who worked with them on FAS and she would like him to visit Rotary District 9455 and 9465’s Conferences in April 2018. She recommended that VTT’s be limited to a maximum of five (5) members and that one (1) to (2) places be reserved for academics. She thought that Non-Rotarians should have their airfares and accommodation sponsored with accompanying Rotarians meeting their own costs.
- With the help of Jim Epis (CEO, Shire of Leonora) and Tralee Cable (WA Primary Health Alliance) assisted BD in locating the current Chair, Sarah Brown, of the Northern Goldfields Interagency Meeting. Its first meeting in 2018 was scheduled for 21 February 2018. A second meeting is scheduled for 10.30am on 18 April 2018 in Kalgoorlie. BD agreed to forward copies of Rotary’s proposals to be placed on the agenda for the 18th April 2018. He would go to Kalgoorlie to present the proposals and answer queries.
The following progress has been achieved:
- Julie Atkins re Balgo contacts. No response to date.
- Department of Communities and Housing to be contacted regarding housing design and the provision of out-door bathrooms for Aboriginal residents.
- On 9/11/2017 the Department of Communities and Housing confirmed that their maintenance services were effective in Leonora because they responded to reported needs within an 8-hour time-frame. Leonora residents state that most issues are addressed within a week.
- On 9/11/2017 Dr Clare Huppartz contacted regarding pre- and post-incidence figures for Trachoma, Scabies, Impetigo and Rheumatic Fever so that the effectiveness of any project could be assessed. Clare stated that Trachoma data was up-to-date and readily available. Scabies, Impetigo and Rheumatic Fever data was being collected locally and would need to be collated in Kalgoorlie. She saw no issue with releasing this data to support the evaluation of the effectiveness of any Rotary project.
- 8/1/2018 Spotless Laundries contacted regarding disposal of used Hospital Towels and Washers. BD has been advised by the Health Department that this Laundry disposed of Towels and Washers after certain time or number of uses. Some towels and washers are in excellent condition, and other may have minor stains. Moderate to heavily stained items can be used as cleaning rags. 1/2/2018 R Mullane provided contact details. 16/2/2018 L Hancock recommended caution because some receivers of used towels and washers expressed frustration that Spotless Laundries were not very ethical, supplier large quantities of used items that are not suitable for re-use – and which, in turn, charities have had to pay disposal costs.
- 20/1 to 25/1/2018 Travel to Leonora for the purpose of surveying the extent of the community support, identify locals who wish to collaborate and ascertain any barriers/impediments that will have to be managed during the Prevention of Trachoma (and other infectious diseases) pilot project. The draft plan was discussed with the Leonora Community to clarify support for different elements of the project. (Refer Attach 4a Leonora Ver4 Trachoma Report)
- 31/1/2018 End of Trachoma by 2020 District Champions Meeting. BD presented draft plan to meeting. Plan was well received by District Champions. Several valuable suggestions were made by members – use of Chamois (in four colours) as a more durable option as opposed to washers; use of three small acrylic mirrors vertically as contiguous tiles – probably a better option than larger acrylic mirrors which can be difficult to stick to walls (WACHS has purchased 1000 mirror tiles); Training of Aboriginal Apprentices to manage plumbing and electrical repairs to build community capacities.
- 31/1/2018 sophisticated water purification systems are required to remove salts from water (i.e. arsenic, uranium, heavy metals and salt). While data is publicly available for Leonora, it is difficult to obtain the information for other Aboriginal Communities
- 31/1/2018 End Trachoma By 2020 Team has prepared a series of short presentations for Clubs on Facebook. The program consists of 10 sessions run late-afternoon Melbourne Time from 19-25 February 2018. BD sent flyers in DG 9455 and 9465 Newsletters so that Club members could be informed and view the programs.
- 1/2/2018 Rotary Club of Morley may be interested in being a lead Club for this project.
- 15/2/2018 BD met with the Rotary Club of Melbourne and the End Trachoma By 2020 Management team to further discuss WA’s plan. The End Trachoma By 2020 Team were very interested in how the ARG’s purpose and how it involves Clubs in projects – particularly the larger projects with a lead Club and a consortium of sponsor clubs. They though this model would work well for the Leonora project. They said that the Rotary Club of Geelong wants to get some hands-on experience working with Aboriginal Communities and that it is prepared to offer sponsorship of $5,000. BD responded that they could become a member of the Trachoma Management Committee and link in via video conferencing. The Trachoma Team agreed to contact the Rotary Club of Geelong to determine if they were interested.
- 17/2/2018 Meeting the Jim Orchard to discuss how we might inform the Rotary Club of Geelong should they wish to participate. BD stated that there was too much information to communicate to one Rotary Club meeting. The relevant cultural information, including engagement strategies, could be communicated in both written and verbal forms. Jim said that he did not yet feel confident to do this but agreed that if BD put together a video then he would be happy to present this to the Rotary Club of Geelong. A second session could then be organized to explain the project and how Management structures would work. Jim said he was confident about doing the second session himself once the plan was endorsed by End Trachoma By 2020 Management Team. He was prepared to work with BD to get this finalized.
- 20/2/2018 Lien Trinh has advised that the Rotary Club of Geelong wishes to be a sponsor and be part of the Project Management Committee. They have donated $5,000 to Nourish Our Communities Ltd, the Charitable entity which has been set up to run project EndTrachoma by 2020. Barry White of the Rotary Club of Geelong is the contact person.
- 15-23/2/2018 Contact with Jim Epis, Tralee Cable and Sarah Brown regarding presenting FASD Project and Trachoma Project to Northern Goldfields Inter-Agency Meeting on 18/4/2018
- BD reported that Trish Antulov, Head of Laverton Community School had passed away. She will be missed by the Laverton Community.
Where appropriate this issue is being dealt with by the End Trachoma project because many Good Hygiene Practices identical to those required for the prevention of trachoma also apply to skin health and prevention of infectious diseases.
- Contact with Juliana Custodio needs to occur to plan a visit to Bidyadanga in April-May 2018 to talk to the community.
BD reported on behalf of CJ who had other DGE commitments.
- CJ confirmed the launch date as Wednesday 28 March 2018.
- PhS and JB are the ARG representatives on the Rotary Breakfast Yagan Square Planning Committee – BD is ex-officio. JB said that she would not be able to continue on the committee because of demands associated with Cottesloe By-Election. BD to attend meetings during her absence.
- Carol Innis who works for the MRA, was approached re contact details for Aboriginal Elders and Senior Aboriginals to permit the sending out of invitations. She recommended that the South West Aboriginal Land and Sea Council be approached to provide Rotary with a list.
- When the SWALSC was approached it was evident they did not have up-to-date lists. They recommended that we contact each Elder individually or speak to the MRA.
- BD sought the ARG’s advice about what to present in his speech at Yagan Square. He said he had thought that he would start a summary of the ARG’s role, followed by the key principals for successful engagement with the Aboriginal community. He said that he thought that he would finish with three project summaries – the KDT Program, FASD and Trachoma. Group members recommended that he should replace the Trachoma Project with the Northside Project because of its enormous potential to “make a difference”.The suggested that the talk should emphasis “prevention” as opposed to “cure”.
- It was suggested that FASD and Trachoma Banners be displayed. It was suggested that Noel Nannup permission be obtained for Noel Nannup to sell some of his CDs. There was also discussion about displaying Aboriginal Art but most agreed that this would be inappropriate.
- Source volunteers through the University of Notre Dame and St Catherine’s College to be followed up.
- 281 printed and electronic reports have been distributed and 9 hard copies of the curriculum.
Aboriginal and Torres Strait Islander Suicide Prevention Evaluation Project (ATSISPEP) and Conference (ATSISPEC)
- Provide feedback to the Rotary Club of Morley.
- Contact Pascal Felix in Feb 2018 re proposal and progress.
- Jane and Sylvia to provide a schematic outline of their proposal for the next meeting.
- 16/1/2028 Alan provided a comprehensive report on the “Tree Mission”. His work has slowed down whilst completing a Phd on Geo Parks which will help him in the future. He remains the Chair of Avongro based in the Avon River Valley. He said that the organization “Men of the Trees” had changed its name to that of “Trillion Trees”. Until he completes his Phd he is interested in promoting the project through Rotary Clubs and the ARG.

6. / Rotary Conference, Geraldton April 2018 /
- PhS reported that the Hon Ken Wyatt, Federal Minster for Aging and Aboriginal Health would not be available to attend the Geraldton Conference because of Federal Parliamentary commitments. However, he was preparedto do a video segment for the conference. LiD was happy with this outcome.
- PhS reported that Ken stated that many Aboriginal people tended to use “we” statements when negotiating with non-indigenous people. He recommended they should be encouraged to use “I” statements.
- The ARG thanked PhS for his excellent work.
- PhS suggested that the Chair make contact with the EON (End Of Nowhere) Foundation.
