Rotary Club of TomsRiver discussion “Sailfest”.

Summary: Lenny Adams attended the meeting on behalf of the Rotary Club of Toms River. Some residents complained about underage drinking and littering by small groups in locations outside the “Sailfest” area. Parking problems and sale of illegal merchandise (knock-off designer handbags) were also noted. One Council Member said he would no longer support “Sailfest” because the event had grown too large. Other Council Members and residents expressed support of “Sailfest” and cited benefits to the borough and borough organizations. Lenny said that problems could be rectified and various measures were discussed. Lenny will return to Council with specific recommendations before Council approves any future dates for Sailfest. 1. First reading and introduction Ordinance 2004-06 entitled, AN ORDINANCE OF THE BOROUGH OF ISLAND HEIGHTS, COUNTY OF OCEAN, STATE OF NEW JERSEY, AMENDING AND SUPPLEMENTING CHAPTER XXXII OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF ISLAND HEIGHTS, ENTITLED ZONING.

Summary: After first reading and introduction, the Mayor and Council unanimously approved an ordinance amending and supplementing chapter XXXII of the Borough of Island Heights, entitled zoning. The proposed changes to the ordinance were reviewed by the planning board and are necessary in order to make the zoning ordinances conform to the modifications that were made to same, and to correct printing errors. Prior to the adoption of this ordinance, it will be sent back to the planning board for its its review. 2. Adopt Resolution 2004-62 entitled, RESOLUTION OF THE BOROUGH OF ISLANDHEIGHTS, COUNTY OF OCEAN, STATE OF NEW JERSEY CANCELLING CERTAIN GENERAL CAPITAL IMPROVEMENT APPROPRIATION BALANCES.

Summary: The Mayor and Council unanimously approved a resolution canceling certain general capital improvement appropriation balances. The capital improvement in question here is the replacement of River Avenue bulkhead. In 2003,the borough advanced $340,435.00 to OceanCounty to help defray the cost of the material for

the bulkhead installation. By agreement at that time, the County refunded this amount back to the

borough in 2004 when the project was completed. By canceling the balance in this capital appropriation, the borough has reduced its outstanding debt obligation by the amount of the 2003 ordinance $380,000.00. 3. Approve obligations chargeable to the 2004 operating budget.

Summary: With one abstention on the Ocean County Utilities Authority bill, the Mayor and Council approved the obligations chargeable to the prior year and current year temporary operating budgets. Liaison Reports

Mayor David M. Siddons reportedthat there will be a meeting on Friday, September 24, 2004 at Central Regional to discus school funding.

Council President Fred A. DeFeo reportedthat new stormwater regulations are in effect and that the borough will be updating ordinances to comply with these new regulations. In addition, he asked residents to be mindful when using fertilizers on their lawns because chemicals have an impact on our waterways.

Council Member Karen Hershey reported that due to inclement weather last Saturday, September 18, the "Camp Out Night Under the
Stars" was rescheduled to Saturday, September 25, 2004. Set-up time is from 6:00 PM to 7:00 PM at the borough complex field. In addition, Council Member Hershey reported that last Saturday's Island Heights Police Department Open House was a real success. Despite the bad weather, more than 50 people (kids included) toured the police station, and learned about various programs available to IslandHeights
residents. The Island Heights Police Department hopes to hold another open house (on a nicer day) in the not too distant future.

Council Member Robert Verse reported that the Island Heights Cultural & Heritage Cottage was officially opened on Saturday, September 18, 2004. The cottage will be open for visitors on Wednesday’s from1:00 PM to 4:00 PM, and on the third Saturday of each month from 9:00 AM to 3:00 PM. In addition, Council Member Verse announced that the IslandHeights Cultural & Heritage will be presenting the annual 50’s dance on Saturday, October 2, 2004 from 8:00 PM to 12:00 AM at the Island Heights Fire House on Maple and Lake Avenues. Council Member John Bendel reported that Vital Resources has completed field work and is working up final numbers. Notices to homeowners should be ready for mailing in November. The borough has invited a Vital Resources spokesperson to the October 19, 2004 council meeting to outline the next steps in the process and to answer questions.
