Minutes of Last Meeting

Correction Val Davies, not Jenny Scarsbrook attended the meeting. Sue Curtis suggested the Open Gardens.

Resolved: The minutes of the Parks and Square Committee Meeting held on 4 June 2015 were corrected and approved as a correct record signed by the Chairman.

Matters Arising

a)Well Lane: Awaiting quotations to clear the ditches.
b)Cricket Club Lease: Final version agreed with club and now being prepared by solicitors.
c)Farmers Market. Will possibly be held on the 4th Thursday of the month. Awaiting reply about providing a table for town use. Encouragement of the market to be included in the Strategic Plan
d)Bell Inn: Have been contacted and invited to meet the clerk. Awaiting response.
e)Allotments: We have a plan showing the allotment plots
f)Green Spaces. To be included in the Neighbourhood Plan
g)Christmas Lights invoice and donations query: Letter sent asking for when the work was done so clerks can track down who gave the order to do the work. / Clerk

Agenda

  • 1. Strategy Plan
  • Members considered of an amended wording of version 2 of the Strategy.

  • Confirm how much grant money is needed for the Monarchs Way
  • Find out how many children there are in Stow
  • Put the Stocks on the next agenda
  • Put a new post and rail fencing at the eastern entrance of the KGFand toconsider replacing the existing gate with a larger one.
  • Find out if grants are available to repair stone wall on the QE2 field
  • Repair the fence on the northern boundary
  • Liaise with the social club about relocating onto the KGF.
  • Register common land.
  • Consider possible locations for a toilet on the allotments/cemetery
  • Continue to improve the Christmas lights MC and BE to consult with Adrian Clarke
  • Encourage the formation of a business association
  • Encourage the formation of a football club
  • Consider how to support groups arranging events in the town
  • Support the VIC – consider notices written in Chinese
  • Support the Civic Pride initiative
  • Consider acquiring part of the field next to KGF

2. Chaplins Circus
Resolved. To invite the Circus to Stow next year.

3. Gate onto KGFbehing No. 87
Resolved: To have a written agreement allowing No..87 to have a pedestrian gate onto the field - provided legal advisers agree. And to advise all other houses with gates onto the field of the legal restrictions associated with their access. Proposed SG, Seconded BE All in favour LGA 1972 s111
4. VIC
Notes from the meeting with the VIC have been circulated.
GCC are designing a combined library/VIC sign.
5. Tree Survey
Resolved To ask Pegasus to survey the remaining trees around the town, subject to an acceptable quote in line with quotation received last year. Proposed SG, Seconded SC All in favour Open Spaces Act 1906 s9&10
6. Town Benches
Resolved: To ask CGS to clean the rest of the town benches. Locations to be identified by clerk. Proposed SG, Seconded SC All in favour Parish Councils Act 1957 ss1
7. Allotments.
Resolved: To keep the pricing of plots as existing and not differentiate between different plot sizes. Proposed MC, Seconded SG All in favour.
8. Bonfire Night
Resolved: To authorise the clerk to explore the possibility of providing a bonfire and fireworks event. Proposed SG, Seconded BE All in favour LGA 1972 s145
9. Secret Garden Open Day – May / June 2016
MC to ask Sue Curtis to suggest potential gardens
Advert to be placed in Stow Times
10. Common Land Registration
MC and Jack Baggott to progress.
