Travel will be required the West (South) Region. This includes the counties of Cork, Kerry, Limerick, Tipperary and Clare but travel and work within other counties may be required

Clúid Housing (Clúid) is a not-for-profit organisation with a vision of a society where everyone has a great place to live. Clúid achieves this through its mission of providing quality housing and services which enable residents to create homes and thriving communities. Clúid has 120 staff to ensure that it has the capacity to meet this mission. To date Clúid has provided 4,924 properties to low income families and single people in housing need all over Ireland.

Regionally based, the Technical Manager (TM) is responsible for developing and delivering investment programmes for the specific work region as well as ensuring high quality and efficient responsive repairs services to our customers. In addition, the TM is responsible for supporting the delivery of new homes by our New Business unit, through the provision and management of technical services including full “clerk of work” services, property surveys, drafting work specifications, contractor supervision etc. Working closely with the Regional housing management team and across the business, the TM has a clear and key part to play in ensuring that Clúid works in line with its mission to providing quality homes and services.

Role Overview:
Asset Management: Develop a deep understanding of the regional housing stock and the customer demand to be able to develop and deliver sustainable investment programmes and effective, efficient repairs services. The TM is the regional expert and will be expected to work closely with the Regional management team, the national Asset and Repairs Manager and seamlessly across the business to ensure that our customers can enjoy their homes and that our assets are protected and enhanced to meet current and future needs.
New Business: To support the delivery of new homes and services through the provision and co-ordination of a wide range of technical services including input into design, property surveys, contract management/ supervision and full clerk of work services as necessary
Leadership: Demonstrate strong leadership in the delivery of the technical services and as a member of the Regional Management Team (RMT) to ensure Clúid delivers its services in line with our mission

Key responsibilities:
Main Duties of the post holder
v  Develop and deliver sustainable annual investment plans for the local stock in consultation with the A&RM and the RMT
v  Lead on the management of the local repairs contract to ensure effective and efficient services are delivered to our customers
v  Seek out customer and colleague feedback with a view to continuously improve all services
v  Maintain a strong understanding of current and future demand for the technical services and ensure the effective deployment of resources to meet the demand.
v  Carry out a full range of building surveying duties as necessary in order to effectively manage the stock, support colleagues and meet our customers’ needs
v  Lead on the procurement and management of the planned programmes and other technical tenders in line to ensure high quality services and value for money are delivered.
v  Offer technical advice and support to regional housing staff and to other staff across the business
v  Take responsibility for managing expenditure against budget and report to the Regional Director as requested.
v  Manage the effective delivery of services to the New Business unit from carrying out initial property surveys for acquisitions, supervision of works and contract management through to a full “clerk of works” services on nominated projects
v  Where required, act as Project Supervisor Design Process on Clúid’s cyclical maintenance programme to meet Clúid’s legal obligations
Specific Duties and tasks expected of the post holder
Asset Management:
Investment programmes/ stock condition data
v  Use available stock condition data, local knowledge, repair trends and consultation with tenants and colleagues to develop local investment plans to maintain the condition of the stock and contribute to the strategic direction of the organisation..
v  Involve customers in the design of programmes of work and ensure where possible that opportunities for choice are given
v  Procure and manage contracts to deliver planned and cyclical programmes of work
v  Develop and deliver ad-hoc building contracts as necessary to address specific identified condition issues on individual properties, property types or estates
v  Manage the overall planned programme budget and all other technical budgets.
v  Where required, act as Contract Administrator ensuring that standards and quality are maintained from inception to completion
v  Where such an appointment is required, act as PSDP throughout the Contract
v  Carry out defects liability inspections and ensure rectification work is completed
v  Arrange for BER assessments to be carried out and for the issuing of energy Certificates as required
Responsive Maintenance
v  Take responsibility for the day to day management of the Open book repairs contract for the area and ensure that the service is being delivered in line with the service requirement and meets customer demand
v  Work with the local housing manager to ensure suitable contracts are in place to support the delivery of specialist repairs and other woks as necessary
v  Liaise with housing management staff, tenants and leaseholders as appropriate on day-to-day maintenance enquiries, routine repairs, void inspections, diagnosing building defects, preparing reports and ordering remedial works etc.
v  Liaise with statutory authorities and insurance loss adjusters as necessary
v  Monitor the progress of maintenance and repair works with periodic site visits, quality checks and ensure all contracts are effectively administered
v  Where required, support the development and delivery of service contracts for communal equipment and facilities.
New Business
Technical Services for New Business
v  Work with New Business Managers (NBMs) to offer technical guidance and support on the suitability of new units, including the drafting of defects schedules, specifications or work, development of tender documents and contract administration for the completion of works.
v  Where necessary pull in additional specialist resources to review elements of construction (eg fire safety, M&E etc)
v  Carry out or co-ordinate property surveys for possible acquisitions of new units to support funding applications.
v  Work with the NBM to ensure developers/ builders compliance with agreed schedules of works and that units are complete to Clúid’s satisfaction
v  Where appropriate, work with the Senior architect or other NB team members in relation to matters concerning design of new units and also feedback any learning in terms of design, maintenance or usability
“Clerk of work” duties
v  Work closely with the Senior Architect to maintain a good understanding of the projected pipeline of new developments to ensure the timely resourcing of construction projects
v  Provide and oversee the delivery of the “clerk of works” service for the construction of new homes as necessary. Ensure the provision of sufficient, skilled resources to maintain a strong site presence for the duration of the work to ensure the delivery of high quality homes to Clúid.
