Purpose of job:
The post holder will:
·  Be a South Asia Regional thought leader in the area of social enterprise.
·  Position the British Council as the natural partner for the Regional and UK sector’s international programmes engaging social entrepreneurs, social enterprises and support associations, and policy makers
·  Act as the lead for programme design and delivery of the British Council’s South Asia SE programme driving the vision and strategy of the Council’s work in the social enterprise sector.
·  Ensure that internal and external resources in South Asia are lined up for maximum impact against the vision and the corporate outcome for social enterprise
·  Acts as the lead for Social Enterprise at a regional level, co-ordinating with country teams, region and the global British Council programme
·  Have expertise and specialist skills in the Social Enterprise sector and ecosystem with the aim of supporting the design development of the programme, building partnerships regionally and in the UK and engaging with the sector in South Asia.
Context and environment:
South Asia Region :The region is of high priority for the UK covering both high-growth economies (notably India, with a population of 1.2bn) and other countries important to the UK from a security perspective, principally Pakistan and Afghanistan. The region comprises India, Pakistan, Bangladesh, Afghanistan, Sri Lanka, Iran (non-represented) and Nepal. Programme priority areas are English, where there is a need to develop a stronger product offer for teachers and learners; Higher Education (with large opportunities in market intelligence and knowledge transfer) and the Arts.
India:
The UK has challenging ambitions for its engagement with India in Education, English and the Arts and British Council India’s role is to help create the conditions which will lead to their achievement.
Education: The UK’s ambition in higher education is to attract the best students from India and send students to India to strengthen future links. The aim is to significantly increase the institutional partnerships, in research, teaching and innovation, and support India’s reform agenda, including TNE and MOOC provision. In Skills and VET, the UK’s ambition is to play a critical role in helping to skill 500m people. The UK schools sector’s ambitions are to build cultural links and share best practice.
English: The UK’s ambition is for all learners and English language trainers and teachers in India to have access to English language training, teaching, learning, and testing solutions and professional development opportunities from the UK. We aim to significantly increase the number of UK-India institutional level partnerships and research collaborations (particularly in the fields of language of instruction, English skills for employability and CPD) which will support the Indian government in achieving its reform agenda.
Arts: The UK’s ambition in the arts is for strengthened collaboration and exchange between cultural institutions, leaders and professionals; to engage new audiences in the UK’s creativity and ideas leading to an enhanced appreciation of the UK’s cultural assets.
Our operations in the four main metro cities and through our centres in five further cities engage with over 2.5 million people a year. We aim to increase our reach to 3 million (including 1.5 million enquiries) by 2014.
We have three teaching centres in Delhi, Kolkata and Chennai. Our nine libraries and information services have a membership of more than 60,000, while our Exams business offers UK qualifications to more than 120,000 Indians wishing to enhance their English language, academic and professional skills.
We operate through centres in New Delhi, Chennai, Kolkata and Mumbai. In partnership with the Indian Council of Cultural Relations, we run five more centres in Ahmedabad, Bangalore, Chandigarh, Hyderabad, and Pune. India also hosts the British Council Management Services office in Noida, Uttar Pradesh, which provides finance and IT services for the global network.
Social Enterprise is one of the four core themes of our work in Society (alongside Governance and Civil Society, Women’s and Girls’ Empowerment and Justice, Security and Conflict). Our work in this area globally and in Asia thus far demonstrates that there are major opportunities in this sector for working in partnerships as well as, to a lesser extent, undertaking contract-based work. We now seek to appoint a Regional Social Enterprise Manager South Asia to take this work to the next level. Increased impact will not be achieved through increased core grant, but rather through a rapid and sustained increase in external partnerships, with a parallel increase in contracts being secured. Our focus is moving from supply-driven internal processes to engaging and working with external clients, partners and customers.
Our work in social enterprise addresses and engages audiences and themes that are highly relevant in a world where many face economic uncertainty. South Asia is keen to develop work in this sector and from 14/15 we intend to move forward with a framework social enterprise offer, fitting with the “tight/loose” approach of the Society team (“tight” approach on design, quality management and M&E; “loose” approach on delivery in country context). The post holder will deliver an overarching South Asia strategy, with associated partnership and income strategies, which will achieve high impact for the British Council and the UK, while becoming less reliant on grant.
Accountabilities, responsibilities and main duties:
Business development
·  own and lead development of the new South Asia social enterprise strategy to deliver on targets for income and impact, and ensure this strategy is coherent with the wider Society, Education & Society and corporate British Council plans
·  be accountable for the communications strategy for our work in social enterprise
·  In coordination with Director Society, develop and co-ordinate the delivery of new products within the social enterprise offer
·  Support the development of any necessary in country governance structures i.e. steering committees, focus groups etc
·  ensure that the activities within the offer are planned, resourced and undertaken efficiently and effectively within the agreed timeline in countries and regionally.
·  oversee the development and implementation of a process for monitoring and evaluating the social enterprise offer
Thought leadership
·  act as thought leader for the British Council in social enterprise, supporting the development of producing internal and external papers and actively participating in high profile conferences and other relevant events
·  build links with other British Council offers, such as creative entrepreneurs, skills policy etc
Stakeholder management
·  To act as an advocate of the social enterprise offer with internal and external stakeholders
·  Key stakeholders in the Social enterprise Eco system eg industry, financial organisations, social entrepreneurs, policy makers, business and society leaders. Relevant Government bodies, Ministries of Higher Education and relevant NGOs. Major UK Social Enterprise organisations
