POSITION: Assistant Finance Officer

TERMS OF Open Until Filled, 12 Month Position

EMPLOYMENT: State Salary Schedule, Regular State Benefits

REPORTS TO: Chief Finance Officer

QUALIFICATIONS: Bachelor’s degree in accounting, finance or business administration from an accredited four-year college/university, and three years of progressively responsible related experience in governmental accounting and/or auditing, preferably in school finance; or any equivalent combination of training/experience which provides the required knowledge, skills and abilities. CPA Preferred.

JOB DUTIES:

·  Maintains general accounts and the general ledger system, including adjusting journal entries, budget adjustments, chart of account maintenance, and reconciliation of general ledger accounts to ensure accurate account balances and adherence to accepted standard accounting practices and principles.

·  Reconciles and analyzes school system bank accounts researching any discrepancies and preparing journal entries as necessary.

·  Compiles various financial data and records for use in preparation of reports and records as required for submission to local, state and/or federal oversight agencies, including, but not limited to, the annual reporting of sales tax refund and refunds to the proper sources, deposits and investments, and unclaimed property.

·  Key in initial budgets and continuously monitors funding/cash flow requirements versus budgeted appropriations/expenditures to ensure compliance with established policies and procedures, and adherence to budget limitations; reviews availability of funds and evaluates cash requirements.

·  Utilize a complex chart of accounts and recognize and research appropriateness of account codes.

·  Assists outside auditors in audits of School System programs and accounts, preparing reports and retrieving records as requested.

·  Reviews and maintains fiscal records to ensure adherence to accepted standard account practices and principles, established school system policies and procedures, NC Public School Laws, NC General Statutes and internal controls.

·  Attends seminars, conferences and workshops as appropriate, to enhance and maintain knowledge of trends and developments in the field of government accounting and auditing.

·  Prepares, organizes, and approves all invoices for payment.

·  Serves as the Assistant Finance Officer and oversees financial operations in the absence of the Finance Officer.

KNOWLEDGE, SKILLS AND ABILITIES

·  Extensive knowledge of generally accepted accounting concepts and principles, with an emphasis on school accounting

·  Proficiency in computer applications such as Microsoft Excel and AS400 financial applications

·  Ability to analyze and synthesize data and complex scenarios

·  Ability to present and communicate information in a clear and concise manner

·  Ability to exercise considerable independent judgment and initiative in planning and directing an extensive fiscal control system

·  Ability to plan, organize and direct work of other finance personnel

·  Other duties as assigned by director
