Part 1—Preliminary
1 Objectives
The objectives of these Regulations are—
(a) to amend the Road Safety (Drivers) Regulations 2009 and the Road Safety (Vehicles) Regulations 2009 to increase certain fees payable under the Road SafetyAct 1986; and
(b) to amend the Road Safety (Vehicles) Regulations 2009 to insert a concessional fee for registration and renewal of registration ofmotor vehicles modified to accommodate a driver who is a wheelchair user.
2 Authorising provision
These Regulations are made under section 95 of the Road Safety Act 1986.
3 Commencement
These Regulations come into operation on 1October 2017.
Part 2—Road Safety (Drivers) Regulations2009
4 Schedule 6—Search and extract fees
In Schedule 6 to the Road Safety (Drivers) Regulations 2009[1]—
(a) in item 1, for "$9.30" substitute "$9.40";
(b) in item 2, for "$9.30" substitute "$9.40";
(c) in item 4, for "$9.30" substitute "$9.40";
(d) in item 5(a), for "$9.30" substitute "$9.40".
Part 3—Road Safety (Vehicles) Regulations2009
5 Schedule 3—Concessional fees for registration and renewal of registration
(1) In the Table in Schedule 3 to the Road Safety (Vehicles) Regulations 2009[2], in Column 2 of item2, for "$8.80" substitute "$9.00".
(2) In the Table in Schedule 3 to the Road Safety (Vehicles) Regulations 2009, after item 19 insert—
"20 Vehicle modified to accommodate a driver who is a wheelchair userA vehicle that is registered or to be registered in the name of a person who is a wheelchair user if—
(a) the vehicle has been modified to allow that person to drive the vehicle; and
(b) guidelines published under regulation257(1)(b) specify that a modification of that type must be certified by a signatory of the Vehicle Assessment Signatory Scheme to ensure compliance with the standards for registration. /
nil".
6 Schedule 5—Miscellaneous fees
In Schedule 5 to the Road Safety (Vehicles) Regulations 2009—
(a) in Column 4 of item 11, for "$3.80" substitute "$3.90";
(b) in Column 4 of item 12, for "6·08 fee units" substitute "87·91 fee units";
(c) in Column 4 of item 13(d), for "$6.20" substitute "$6.30".
7 Schedule 6—Search and extract fees
In Schedule 6 to the Road Safety (Vehicles) Regulations 2009—
(a) in item 1, for "$9.30" substitute "$9.40";
(b) in item 2, for "$9.30" substitute "$9.40";
(c) in item 4, for "$9.30" substitute "$9.40";
(d) in item 5(i), for "$9.30" substitute "$9.40".

Fee Units
These Regulations provide for fees by reference to fee units within the meaning of the Monetary Units Act 2004.
The amount of the fee is to be calculated, in accordance with section 7 of that Act, by multiplying the number of fee units applicable by the value of a fee unit.
The value of a fee unit for the financial year commencing 1 July 2017 is $14.22. The amount of the calculated fee may be rounded to the nearest 10cents.
The value of a fee unit for future financial years is to be fixed by the Treasurer under section 5 of the Monetary Units Act 2004. The value of a fee unit for a financial year must be published in the Government Gazette and a Victorian newspaper before 1 June in the preceding financial year.
