QUESTIONNAIRE FOR THE REVIEW OF EXPIRING HEALTH POLICY DOCUMENTS

This questionnaire is divided into three sections corresponding to the expiring health policy documents namely; Maputo Plan of Action, Abuja Call and AU Roadmap on Shared Responsibility and Global Solidarity against HIV/AIDS, TB and Malaria in Africa.

The AU Commission would like to kindly request your ministry/institution/agency to complete the questions below on the progress in domestication and implementation of the health policy documents in your country.

INTRODUCTION

The African Union Commission (AUC) has adopted a number of health policy documents aimed at improving health outcomes of the African people. The documents include the Continental Policy Framework on Sexual and Reproductive Health Rights (SRHR), African Health Strategy, Maputo plan of Action, Abuja Call and AU Roadmap on Shared Responsibility and Global Solidarity against HIV/AIDS, TB and Malaria among others. Three of these key policy documents, namely Maputo Plan of Action, Abuja Call and AU Roadmap on Shared Responsibility and Global Solidarity against HIV/AIDS, TB and Malaria are due to expire in 2015.

The Maputo Plan of Action (MPoA) (2006), Abuja Call (2006) and AU Roadmap are keycontinental policy documents guiding countries’ planning and programming to acceleratethe attainment of MGD 4, 5 and 6 targets. Since the inception of these policy documents, a number of developments have taken place to situate maternal, new-born and child health, HIV/AIDS, TB and Malaria at the centre of national policy, strategy and programming. The review of the MPoA in 2010 and Abuja Call in 2010 and 2013provided insight on the progress achieved by member states in implementing national plans and identified strengths and weaknesses in their development and implementation. As the health policydocuments come to a close in 2015, a comprehensive review of their implementation and achievements is important to inform policy direction post 2015.

This tool is therefore intended to collect data to assess the implementation of thesaid policy documents through national policies,plans and programmes. Specifically, the tool will gather data on the relevance, appropriateness, sustainability and ownership of the policy documents. To facilitate this process, we kindly request you to respond to the questions herebelow.

SECTION 3: AU ROADMAP ON SHARED RESPONSIBILITY AND GLOBAL SOLIDARITY AGAINST HIV/AIDS, TB AND MALARIA IN AFRICA

The main sections of the AU Roadmap are crafted according to the pillars, with suggested interventions related to the locus of action i.e. at country level, regional level and continental level.

Pillar I – Diversified, balanced and sustainable financing models
