4 / TO RECEIVE INFORMATION RELATING TO ONGOING ISSUES AND DECIDE FURTHER ACTION WHERE NECESSARY / 4.1 TRAFFIC SURVEY
Councillor Harrison confirmed that this had taken place over a full week (which included the Great Yorkshire Show). The data was provided by email to the clerk before the meeting, but was not available for general viewing. Councillor Harrison explained what to look for and noted the peaks of traffic through the village. Clerk to forward email to parish councillors.
4.2 VILLAGE LIGHTS NOT WORKING
This was reported to HBC after the last meeting and was followed up prior to this meeting. Councillor Harrison provided an alternative site to report the problem. Clerk to action this. [.
4.3 PLAYGROUND INSPECTION
There very no high or medium risk problems. There are a few low risk works to be done – covering a nut, taking the mats up and some painting – all of which is to be carried out in the spring by the Ripley Parish councillors.
4.4 BUS SHELTER – TO RECEIVE QUOTATION AND DISCUSS
Another estimate had been received and it was resolved that a quotation would be sought from David Poole for items 1 and 2 on the list of works. Councillor Raubitschek to follow this up. / CLERK

5 / TO RECEIVE REPORTS OF THE PARISH COUNCILLORS / Councillor Mitchell advised that she had been asked by a resident that when planning was in progress for the houses at the back of Orchard Lane, Sir Thomas had indicated that a hardstanding/tarmac area would be provided. Clerk to email Sir Thomas and ask what is the current position
6 / TO RECEIVE THE REPORT OF DISTRICT AND COUNTY COUNCILLOR / RIPLEY WOOD HORSESHOE BRIDLEWAY
Councillor Harrison reported that this belongs to NYCC and he will follow up with them to have it cleared.

TOUR DE YORKSHIRE – APRIL 2017
Councillor Harrison confirmed this would take place over the bank holiday weekend, with rolling road closures as had happened this year.
RELAXATON OF THE “STRAY ACT”
There is to be a consultation with the aim of relaxing the time restrictions on the use of the Stray for large events; Councillor Harrison provided an example in that 2 fairs a year use approx. 2/3rds of the time allowed for the stray to be used. There will be a “subject to restrictions” clause with reversion to the Duchy of Lancaster for dispensation if needed. The plan is NOT to have open house but rather have a bit more time for fairs/events that encourage pedestrian visitors, which also benefits the town.
30MPH SPEED RESTRICTION OLD KILLINGHALL ROAD
Councillor Harrison confirmed that this would apply along the old road that runs down to the river, which is currently unrestricted.
7 / TO CONSIDER AND MAKE RECOMMENDATIONS ON PLANNING APPLICATIONS / RIPLEY ENDOWED SCHOOL – CONVERSION OF 2 WINDOWS TO DOORS, INTERNAL ALTERATIONS TO TOILET AREA AND EXTERNAL ALTERATIONS TO INCLUDE STEPS, HANDRAIL AND REGRADING OF GROUND LEVEL

The Parish Council supported this application and noted that the window to be removed and turned into a door would need to be wide enough for wheelchair access. / CLERK
8 / TO RECEIVE THE FOLLOWING PLANNING DECISIONS / None received in the period
9 / FINANCIAL MATTERS / THE FOLLOWING ACCOUNTS WERE APPROVED FOR PAYMENT
9.1 Clerk’s salary (1 – 30 November) 9 hours in total
9.2 APPROVAL OF THE PRECEPT FOR 2017/18 WITH NO INCREASE
The Chair explained what this was and how it comes to the Parish Council. It was agreed that there would be no increase. / CLERK
10 / TO CONSIDER THE FOLLOWING NEW CORRESPONDENCE RECEIVED AND DECIDE ACTION WHERE NECESSARY / 10.1 TO CONSIDER TRIMMING BRANCHES OF THE TREE BESIDE THE BUS SHELTER (CURRENTLY TOUCHING THE BUS SHELTER ROOF)
It was agreed that an email would be sent to Sir Thomas asking if he had any plans for pollarding next year.
10.2 TO CONSIDER PLACING A NOTICEBOARD INSIDE THE BUS SHELTER TO HOLD THE NOTICES PLACED BY OTHER PEOPLE
After discussion it was agreed that the Clerk would obtain a board but it would not be positioned at this time.
10.3 GENERAL DISCUSSION REGARDING THE CHRISTMAS FAIR
It was noted that both ends of the village need to be monitored for traffic with possibly having more officious personnel doing the directing as stallholders were a problem - parking in the visitor parking and ignoring instructions; also both sides of Main Street to be coned off. / CLERK
