Subject: AL-17-019, Flanders Extended Family Housing

The purpose of this letter is to provide you with the review agency responses to the above named development application that has been received to-date by Planning and Community Development.

You are encouraged to directly contact those agencies that did provide review comments if the comments require additional action by the applicant/applicant’s representative. You are also encouraged to directly contact those agencies that did not provide review comments if such response is required by state statutes and the El Paso County Land Development Code.

A revised letter of intent will need to be resubmitted, the request for this application is not a subdivision, it is a guest house with special provisions for extended family housing.

New title commitment, or an endorsement letter from the title company stating there are no changes to the title commitment, or stating the changes to the old title commitment will need to be submitted.

The vicinity map will need to be resubmitted, showing the parcel in vicinity to where it is located in the county.

Well permit will have to be submitted if proposing to have two wells on the property.

Description: Richard & Janna Flanders are requesting approval for an extended family housing on their five (5) acre property at 4575 Burgess Road in Black Forest to construct a second home for family members. This parcel is located south of Shoup Road and west of Milam Road in Section 23, Township 12 South, Range 66 West.

This area is within MVEA certificated service area. MVEA will continue to serve this area according to our extension policy. Information concerning connection requirements, fees and upgrades under MVEA line extension policy can be obtained by contacting the Engineering Department of MVEA.

MVEA has no objection to the extended family dwelling request for the addition of a guest house at 4575 Burgess Road.

MVEA has existing facilities within this parcel of land. If there is any removal or relocation of electric facilities on this parcel it will be at the expense of the applicant and a review of easements will be required in order to serve.

I don't believe we have met. I am chairman of the Black Forest Land Use Committee.

I read the proposal for the Burgess proposal and made some comments. I want to ask you some questions.

Wouldn't it be much more cost effective to just build the second home and run a waterline from the existing well to the new home? The subdivision costs and new well costs would be much more than the other alternative.

We are opposed to dividing the 5-acre lot into 2 lots when the zoning is RR-5.

Comments received from any of the above non-responding agencies following the issuance of this letter will be forwarded to the applicant/applicant’s representative and will be added to the end of this letter for record keeping purposes.

Due to the number of comments and necessary revisions to the plan(s) an additional detailed review will be necessary. Please address the comments as listed above. A detailed letter needs to accompany the revisions to allow for an expeditious re-review timeframe. The letter should include each comment listed above and, immediately thereafter, include a response from the applicant addressing the comment.

If any review agency has an issue that needs resolution or requires a revision, you will need to provide the necessary documents, drawings, etc., to the Planning and Community Development Department in the form of a resubmittal. The Planning and Community Development Department will then forward the resubmitted items directly to the appropriate review agency. If you have any questions pertaining to specific agency comments please contact the appropriate agency directly.

When all the comments have been addressed and corrections made please submit the required documents as requested on the attached resubmittal matrix.
