DEVELOPMENT PROPOSED: / Proposed conversion of existing dwelling to provide four self-contained, one-bedroom flats.

Ribble Valley Borough Council hereby give notice that permission has been granted for the carrying out of the above development in accordance with the application plans and documents submitted subject to the following condition(s):
1.  / The development must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990
2.  / Unless explicitly required by condition within this consent, the development hereby permitted shall be carried out in complete accordance with the proposals as detailed on drawings:
Proposed Ground Plan: C1000-300
Proposed First Floor Plan and Block Plan: C1000-400
Proposed Elevations: C1000-500
Reason: For the avoidance of doubt since and to clarify which plans are relevant to the consent.

3.  / No dwellings hereby approved shall be occupied until the parking provision, as indicated on the approved plans, has been marked out/surfaced and been made available for use. The parking provision shall be retained thereafter unless otherwise agreed in writing by the Local Planning Authority
Reason: In to ensure that adequate parking provision is provided on site prior to the occupation of the dwellings in accordance with Policy DMG1 of the Ribble Valley Core Strategy
4.  / Notwithstanding the submitted details, details of the precise location of all proposed refuse and cycle storage provision shall have been submitted to and approved by the Local Planning Authority prior to their installation. For the avoidance of all proposed cycle storage shall be enclosed and lockable.
The development shall be carried out in strict accordance with the approved details and the approved details which shall be made available for use prior to first occupation of the dwellings(s) hereby approved / prior to the use hereby approved becoming operative and shall be retained for use at all times thereafter.
Reason: In order that the Local Planning Authority may ensure that the development provides adequate provision for the storage of domestic waste and encourages the use of sustainable means of transport in accordance with Key Statement DMI1 and Policies DMG1 and DMG3 of the Ribble Valley Core Strategy.
5.  / Prior to first occupation of the dwellings(s) hereby approved the dropped crossing shall be constructed in accordance with a scheme that shall have first been submitted to and approved in writing by the Local Planning Authority in consultation with the Highway Authority as part of a section 184 agreement, under the Highways Act 1980.
Reasons: In order to satisfy the Local Planning Authority and Highway Authority that the final details of the highway works are acceptable before work commences on site and to enable all construction and end user traffic to enter and leave the premises in a safe manner without causing a hazard to other road users or damage to the existing highway in accordance with Policy DMG3 of the Ribble Valley Core Strategy.
6.  / Notwithstanding the submitted details, details of the external appearance of the ground floor window to be altered to accommodate a meter cupboard and details of the first floor window (rear elevation) that interfaces with a dividing wall shall have been submitted to and approved by the Local Planning Authority prior to their installation. The development shall be carried out in strict accordance with the approved details.
Reason: In order that the Local Planning Authority may ensure that the detailed design of the proposal is appropriate to the locality in accordance with Policy DMG1 of the Ribble Valley Core Strategy.

2.  / The applicant is advised that should there be any deviation from the approved plan the Local Planning Authority must be informed. It is therefore vital that any future Building Regulation application must comply with the approved planning application.
3.  / The Local Planning Authority operates a pre-planning application advice service which applicants are encouraged to use. Whether or not this was used, the Local Planning Authority has endeavoured to work proactively and positively to resolve issues and considered the imposition of appropriate conditions and amendments to the application to deliver a sustainable form of development.
