O&E SC meeting notes 25 May 2011

Rex is going to work with Carnegie Mellon to become OASIS members. Goal is to get them engaged in Outreach and Education SC. They may be member of OASIS but are not engaged at TC level.

The group discussed that the Outreach and Education SC should also be monitoring SDOs for related standards.

Rex discussed the ongoing TSO work and NEER.

Camille indicated that the Association of Public-Safety Communications Officials (APCO) standards may be relevant for the subcommittee to be aware of and identified the Unified Computer Aided Dispatch Functional Specifications (UCADS) as an example.

The group discussed social media and outreach through this forum. Camille identified it would be good to discuss this topic on a regular basis in this SC to ensure we are actively making posts to the EDXL groups that have been established.

Rex identified Jeanie Stamburger as a good candidate to work with on social media. She is deputy or asst director for DMI at Carnegie Mellon. Rex discussed Crisis Commons and that he follows it at a high level.

Werner commented that ongoing discussions may have impacts on tasks that fall within O&E. The focus and tasks are going to change.

The group discussed tracking patients, civilian, military coordination and that it will be more important in next phase. It is important for NCOIC to demonstrate value in NATO.

Rex indicated it looks like we need to have 1 or 2 trips to Europe for NCOIC plenary next year. There was discussion on funding that could/could not carry over.

Werner discussed a note from Jane that only small percentage can be saved. Rex indicated he would be willing go once they get over initial single vendor demonstration to NATO. Expand next year.

Werner would like to hear advice on topic. As social media being used more, appropriation of knowledge. Setup a SC to understand how our committee may be applicable in social networks.

Rex discussed long range thinking and art of what he is recommending as a first step in convergence of TSO and EDXL, getting it through TSO for EDXL. Recommendation is to use EDXL categories, Resource Messaging, HAVE, and SitRep as types of messages. If that goes through, then the details of how to use EDXL heavy weight specifications and TSO profiles is the next step. Might get to it in 18 months – 2 years.

In this context making use of social media for doing TEP then Tracking Emergency Clients should be part of it. Profile to use that with social media will probably evolve.

For emergency patients, HIPPA comes into play. Social media could come into play. Official channels have to verify. Yes, I’m alive social media does this much faster than official record keeping.

Werner discussed integrating social media as basic source of information. In the long term we wouldrather see standards cut up into smaller pieces that could be assembled depending on situation we’re in, rather than big packages. Those could be cut into smaller components that can be adjusted as needed.
