Starting salary: £12,394.80 per annum (£20,658 FTE)

Holiday entitlement: Starting at 25 days per annum, increasing with length of service up to 28 days per annum (pro rata for part time employees), plus designated bank holidays.

1Purpose of the job:

1.1Through its work with the community of Torbay over the past 2 year, Ageing Well Torbay led by Torbay Community Development Trust (TCDT) has identified the need for a local Torbay Community Transport Scheme (TCTS) to provide safe, accessible transport services for groups and individuals, particularly those over 50.

These Services may include:

  • Community Bus Service
  • Group Transport, Training and Vehicle Safety Audits.
  • Vehicle pooling and/or brokerage.
  • Partnerships with commercial bus providers
  • Specialised door-to-door services for people who cannot use conventional public transport.
  • Coordination of transport via private vehicles through local a network of local Neighbourhood Timebanks.

1.2Ageing Well Torbay, funded by BIG Lottery Ageing Better: Fulfilling Lives are now seeking to appoint a Community Transport Co-ordinator to research, facilitate and develop a Torbay Community Transport Scheme that can meet the growing needs of the community of Torbay which can be sustainable for the future.

2Anticipated Outcomes of the Post

2.1To develop and implement a sustainable Community Transport Scheme specifically for the Torbay community.

3Key responsibilities:

3.1Development of a Community Transport Steering Group

Form and support a Community TransportSteering Group to develop and implement policies and procedures that reflect TCTS’s core aims & objectives

  • Set up a Steering Group to explore options and make recommendations to the Ageing Well Torbay Programme, TCDT Board of Trustees and other stakeholders.
  • Supervise the organisation of and attend the Steering Group and other TCTS meetings.
  • Service the Steering Group by setting agendas and producing written reports and briefing papers where relevant, and stimulating innovative thinking
  • Ensure the Steering Group is advised and informed of issues relevant to TCTC and its work.

3.2 Scheme Development, Finance and Business Planning

Develop costed proposals for consideration, researching differing transport provision and approaches to income generation and funding a scheme.

  • Develop a business case for community transport in Torbay.
  • Prepare funding applications to appropriate bodies.
  • Deal and negotiate with donors as required.
  • Ensure the preparation of clear and concise (financial) reports & projections for use both externally and internally.
  • Management & Operation

Supervise and control the work of TCTC.

  • Ensure the management of all aspects of the business of TCTC in an efficient and cost- effective manner.
  • Ensure the organisation's core aims and objectives are reflected in all aspects of the business of TCTC.
  • Ensure TCTC vehicles are safe, roadworthy and comply with all legal requirements
  • In conjunction with the Steering Group, manage TCTC Projects.
  • Recruit and deploy volunteers, and staff when necessary.
  • Ensure volunteers and staff are effectively supervised and supported
  • Ensure the maintenance of up to date and accurate statutorily required records.
  • Ensure that Health & Safety regulations are adhered to.

3.4 Publicity & Public Relations

In conjunction with the TCDT Media and Communications Officer, ensure that the public profile of the Scheme is developed and increased in the media and with other organisations.

  • Proactively promote TCTS and Community Transport generally via appropriate media.
  • Represent the organisation externally at conferences, meetings, working groups and in the media.
  • Develop good working relationships with members and officers of Torbay Council and other funding bodies.
  • Develop and maintain effective liaison and co-operation with other relevant organisations, relevant professional bodies, manufacturers and suppliers of vehicles and services, consumer groups etc.
  • Develop liaison, co-ordinating, promotional, advisory and supporting links between TCTC and other community transport schemes via the Devon-wide Transport for your Community network, the Community Transport Association and any other appropriate networks.
  • Supervise the production of and contribute to TCTS publications; contribute to external publications on relevant issues.
  • Planning, Development and Outreach Work

In conjunction with the TCTC Steering Group, develop and maintain an effective programme of planned development for the Scheme that reflects TCTS’s core aims & objectives.

  • Service the TCTS membership, if appropriate
  • Ensure monitoring & evaluation of any scheme(s) developed and that the service meets the needs of the users.
  • Supervise & co-ordinate the development of new projects
  • Monitor and be aware of the changing legislative framework of health and social services; review developmental policies accordingly.
  • Develop a programme of outreach to identify organisations and local groups, who are interested in or who would benefit from community transport services.
  • Assist such organisations and groups to apply for membership of TCTC, if that is the proposed way forward.
  • Ensuring a high level of customer satisfaction

Ensure the Scheme is people centred and effective.

  • To ensure monitoring and evaluation information is gathered from those accessing the services within the department.
  • To prepare reports based on monitoring information for the TCDT Lead Officer and Board of Trustees.
  • To address any complaints in line with the TCDT complaints procedure.
  • To regularly monitor the effectiveness of the service(s) and make adjustments as required.

3.7 All Torbay Community Development Trust post holders are responsible for:
