Cabling
Cabling to be Category 5 UTP. Two cables should run from each dual outlet through the centre wall to the front of the lab for connection to the patch panel.
Approximate requirements follow.

Specification Summary
*Further savings can be made with the adoption of a different Productivity Applications Office Suite. For example, Sun Star Office has most of the applications of, and almost 100% compatibility with, Microsoft Office and yet only costs $36 for each copy. (It was originally produced as open-source Public Domain software, in a similar way to the Linux operating system.)
Hardware Standards
All equipment must be resistant to the tropical conditions prevailing in Guyana. In particular, equipment must be operable under the following conditions:

All IT hardware equipment supplied should meet the following conditions:
- The latest releases of manufacturer’s hardware at time of shipping.
- All electrical motors must be equipped with overload protection devices in accordance with current international standards.
- Must meet ISO manufacturing standards.
- System unit, monitor and keyboard should be from the same manufacturer.
Software Standards
All software supplied should meet the following conditions:
- The latest release at time of shipping.
- Must support, at a minimum, 800x600 SVGA/XVGA.
- Must operate at minimum 32Mb RAM.
- Must be free from all viruses, not reporting false-positive with the latest version of Norton Antivirus at time of shipping.
- Must be compatible with Windows 98/ME, Windows NT/2000, MS BackOffice, Firewalls, MS Office 2000 Professional, MS Works and MS Internet Explorer.
- Export version, licensed for use in Guyana.
- All original media must be supplied, even when software is pre-installed on workstations and/or server.
- Printed standard documentation must be supplied – electronic versions are only acceptable as supplementary copies.
- All software licenses should be original – copies are not acceptable.
Warranty and Service
All standard manufacturers’ warranties must be passed on to the End User. These should be for a minimum of 12 months from delivery and should include parts and labour.
Service should include parts and labour for the duration of the warranty. Response time, interpreted as having a qualified person on site within the specified time, is required at two levels:
- Critical. Response time is 24 hours, 7days a week. Calls may be placed at any time. Items under warranty should be returned to service within four hours. If repair is not possible within that time a loaned exchange must be provided. Any item that can cause a failure of the entire network is deemed critical.
- Routine. Response time is 2 school days. Calls may be placed during office hours. Items under warranty should be returned to service within 3 school days, with an additional 5 school days for importing parts if needed. If repair is not possible within that time and the failure causes the inability to use a workstation, printer or scanner then a loaned exchange must be provided.
Installation
In summary the installation process involves:
- Laying, cutting and connecting horizontal in-wall network cabling and wall sockets.
- Connection of patch panel.
- Make-up of patch cables.
- Testing of all horizontal and patch cabling.
- Check of fileserver, installation of OS and network management software.
- Check of workstations – hardware and software.
- Configuration of network properties on workstations.
- Connection of computers to network hub.
- Testing of network communications.
- Addition of printers and scanner to network.
- Installation of printer and scanner driver software to computers.
- Testing of printers and scanner.
- Installation of other software applications, Virus protection and Intranet to server and/or workstations.
- Configuration of network for users and groups.
- Final Testing.
Installation can be by the supplier or by the purchaser (i.e. GEAP). Supplier installation has proved incomplete and incorrect for other GEAP IT Labs (see report). It was also expensive, costing $7981 for network components and $1400 for installation, commissioning, testing and training for each lab.
Another costly item was the Network Management Software originally specified as $6995 for each lab. An alternative to this has now been found and sourced directly by GEAP. Any new labs would have to have this software installed on the server by the GEAP IT Team.
Therefore the use of the GEAP IT Team to install any new labs from the ground-up would seem to be sensible. They already have to install some software, they are a cheaper alternative and experience would show that they can do a better job than some suppliers.
However, installation does require a great deal of technical knowledge and skills and the GEAP IT Team do not have experience with all areas of installation. Therefore, external person/s are likely to be needed in order to support and train the team with wiring, troubleshooting and testing. Assuming installation to take five days, this consultancy visit could cost between $3000 and $4000 – still giving an approximate saving of $6000.
OPTION A – Supplier Installation to Acceptance
In the context of a large variety of equipment involving many different levels or types of “installation”, it is the supplier’s responsibility to complete all activities necessary to complete installation to the satisfaction of the purchaser (GEAP).
All inspections and testing of equipment will take place on-site as part of the formal process of acceptance. The supplier must provide all tools and consumables as necessary to carry out the installation and testing except normal utilities such as electricity etc.
OPTION B – No Installation
It is the supplier’s responsibility to deliver the equipment as specified in the order. Operating system and applications software should be pre-installed on the workstations as requested. The standard manufacturer’s installation of configuration/setup software and operating system should be complete on the fileserver. Original media of all software must be supplied, even that which has been pre-installed.
