Revised proposalforamendmentstoUNRegulationNo.110 (CNG/LNGvehicles)

Uniformprovisionsconcerningtheapprovalof:

I. Specificcomponentsofmotorvehiclesusingcompressednaturalgas(CNG)and/orliquefied naturalgas(LNG)intheirpropulsionsystem;

II. Vehicleswithregardtotheinstallationofspecificcomponentsofanapprovedtypefortheuseof

compressednaturalgas(CNG)and/orliquefiednaturalgas(LNG)intheirpropulsionsystem.

A.Proposalforamendmentstopermituseofgassystemtofuela generatortoprovideelectricalpower

Theaimofthisproposalistoallowthevehiclegassystemtobeusedtoprovidegaseousfueltoa generatortoprovideelectricalpowertoaccessoriesorothersystemsonthevehicle.

Theproposalissimilartothealreadypermitteduseofthegassystemtoprovidegaseousfueltoa

refrigerationsystemonthevehicle.(ECE/TRANS/WP.29/GRSG/2017/9.)

Theproposedamendmentsaremarkedinboldandunderlined.

AlladaptationsarebasedonUNRegulationNo.110.01,consolidateduptoSupplement6(i.e.Revision3,amendment6).

Paragraphs18.1.7.1.and18.1.7.2.,amendtoread:

"18.1.7.1. Notwithstanding the provisions of paragraph 18.1.7., vehicles may be fitted with an extra engine for use on the vehicle(e.g. for cooling, heating etc.) heatingsystemtoheatthepassengercompartmentand/ortheloadareaorarefrigeration system to cool the cargo compartment or agenerator system to provide electrical

powerwhichisconnectedtotheCNGand/orLNGsystem.

18.1.7.2.The heating or refrigeration system or generator system second engine referred to in paragraph 18.1.7.1.shallbepermittedif, in theviewoftheTechnicalServicesresponsiblefor conductingtypeapproval,theheatingorrefrigerationsystemorgeneratorsystemsecond engine is adequatelyprotectedandtherequiredoperationofthenormalCNGand/orLNGsystem isnotaffected."

Paragraph18.5.1.3.,amendtoread:

"18.5.1.3.Notwithstandingtheprovisionsofparagraph18.5.1.2.

(a) Theautomaticcylindervalvemaystayinanopenpositionduringcommandedstop phases;and

(b) Inthecasewhereafirealarmsystemisinstalled intheautonomous CNGand/or LNGheatercompartment,theautomaticvalve(s)maybeopenedbyan electronic controlunittopermitthewarmingoftheengine.Anydefectorfailureofthesystem shallcausetheautomaticvalveofthecylindersupplyingtheheatingsystemtoclose; and

(c) In the case where a fire alarm system is installed in the refrigeration system compartmentofthecargocompartment,theautomaticvalve(s)maybeopenedbyan electroniccontrolunittopermitthecoolingofthecargocompartment.Anydefector

failureofthesystemshallcausetheautomatic valveofthecylindersupplyingthe refrigerationsystemtoclose.

(d)Inthecasewherea firealarmsystemisinstalledinthegeneratorsystemsecond engine compartment, theautomatic valve(s) maybeopened byanelectronic controlunittopermit theprovision ofelectrical power. Anydefect orfailure ofthesystem shall cause theautomatic valve ofthecylinder supplying therefrigerationsystemtoclose."

B.Justification

TheabovementionedproposalsaremadeupontherequestoftheLNG/CNGmarket.

LNGisstoredinvehiclefueltanksatverylowtemperatures:between-162OCto-130OCistypical. Overtime,ifnotusedbydrivingthevehicle,theLNGcan warmandthetanksventto preventover pressure,releasinggastotheatmosphere.

Thisproposalistoallow theuseofageneratortousesomegasinthesecircumstancesinorderto reducethetankpressureandtopreventordelayventing.

Thegeneratorcouldalsopowerothersystemsonthevehicleprovidingovernightpowerforthedriver insleepercabs,ortomaintainbatterychargeduringhighelectricalpowerusewithloadingorlifting equipmentetc.

Bytheabovegivenrequirements,theNetherlandsproposetomakethistechnologyavailableforthe market.

By the wish of UK mentioned in the GRSG 114 the document is adjusted with second engine to cover all external technology (eg. Heating system, cooling system, electrical generator or further engine).

By the wish of Japan the description “for use on the vehicle” is added to prevent that for instance the second engine is used for energy supply to external use.
