11. PROBLEM TO BE ADDRESSED: (About 300 words)
Seed Science and Technology is based in Khumal Agricultural Research Complex under NARI. It has its own building along with office and seed testing and research laboratory and also has approved a cadre of human resources. The division undertakes the research on problems related to seed quality. It is therefore the seed production; seed morphology, seed post harvest handling, and seed storage are the research areas of the division. Besides, the division will also provide the testing services to the source seed produced in farm and stations and will support the national seed system in using the high quality seeds. For proper functioning of the division and laboratory, there require a regular supply of water, electricity and also for managing the seed system of NARC need special attention, and also require regular maintenance of equipment, and labours in running seed testing laboratory.
12. REVIEW OF PAST WORK: (About 500 words) (Literature review; if the Project is ongoing, please include the output and status of the previous years)
After the establishment of NARC, Seed Technology Research Unit under Agriculture Botany Division (ABD) has research mandates to support and strengthen national seed programs in use and distribution of quality seed. It, therefore, undertakes research on seed technology in a range of crop species on problems related to production and use of quality seed, provides seed testing services and monitors the quality of source seed produced in research farms and stations of NARC through seed testing services. The objective of the unit is to assist the use and production of quality seed for agricultural development through:
· Carrying out the seed technology research on problems associated with quality of seed on seed production, harvesting, post harvest handlings and storage; seed morphology; seed physiology and seed testing methods.
· Developing of the standardized seed testing techniques for seed quality control supporting the seed certification system.
· Making available seed testing services to seed producers including farmers, seed producers, companies, I/N/GOs, research entities, etc.
· Working in close with the stakeholders of seed quality and central seed testing laboratory on regional and national problems on seed through quick researches as and when needed.
13. JUSTIFICATION: (About 300 words)
Seed is a basic input of agriculture as a means of genetic transformation from one generation to another since the crops were first domesticated. It is the key factor to increase agricultural production and productivity and enhance the food security. Part of the success of a farmer’s crop depends on the quality of seed he plants. Even good management cannot produce good yields from a low yielding and un-adapted variety. Seed viability, genuineness of a variety and seed health are the important quality traits of seed which can be monitored by regular seed testing service and can be improved through the research on seed technology. Besides, quality of seed is affected by different factors at various stages during production, harvesting, processing and post harvest handlings. It is therefore a regular research entity has been developed in NARC to undertake research on problems related to quality seed production and use improving the production and productivity of different agricultural crops.

15. THE MAIN GOAL OF THE PROJECT:
The main goal of FMP is to maintain the lab-equipment, building, vehicles and other supportive items; so that all research programs of the division can run smoothly and support the national programme related to improve the agricultural production and improve food security problems.
16. SPECIFIC OBJECTIVES OF THE PROJECT:
· Identify the problems in use of quality seed at different levels from seed production, post harvest handlings, storage and distribution.
· Conduct research on problems related to quality seed and develop the technology
· Provide seed quality testing services and monitor seed produced in farms and stations
· Undertake planning and programming of quality seed at the national level along with other seed stakeholders as and when required.

19. ACTIVITY-WISE METHODOLOGIES (details):
ACTIVITY 1: Laboratory equipment maintenance cost
Laboratory equipment needs to be maintained in working conditions. They need occasional repair and maintenance to run the lab research activities in stipulated time.
Walk in germinators, the seed house equipment, incubators, DNA finger printing equipment, water distillation unit, refrigerators, microscopes, ovens, autoclaves, deep freezer etc. need regular repair and maintenance to be kept in working condition.
ACTIVITY 2: Operational electricity cost
To run a laboratory and the equipment, there needs continuous supply of electricity and water. We have various equipment and seed house that need full time electricity and need to operate generator in the load shedding period.
ACTIVITY 3: Labor wages for seed testing, laboratory support, seeds storage and cleaning and guarding the office surroundings
The unit is not provided with any permanent labor, therefore for day to day work, night guard daily wages labor required. The proposed activity is necessary for regular laboratory cleaning and to keep clean the office environment and planting the seeds for quality testing of source seeds. Test sample is stored permanently for one year as guard sample.
ACTIVITY 4: Administrative travel expense
The regular administrative officers and staff need to travel different research stations for administrative works.
ACTIVITY 5: Administrative vehicle fuel and lubricants
This proposed activity is needed to run pick-up vehicle and motorcycles for transportation of day to day official works, attending several meetings, seminars, monitoring the seed fields in farms/stations and transportation is needed for prompt running of division as office.
ACTIVITY 6: News paper and annual report expenses
Daily, weekly and monthly newspapers and magazines are necessarily bought to make aware and familiarize all staff with the events and information going on in the country so that all will be alert with fresh information. Besides, it’s being a separate entity as division, as per rule of NARC, the activities of the division in the form of annual report has published, shared, submitted and distributed among NARC officials and related other institutions under the dissemination activity of NARC.
ACTIVITY 7: Other farm repair and maintenance
It is for the maintenance of the existed small electricity backup systems, photocopy machines and the transportation units that will be provided for this division. The laboratory is supplied with water supply system; however it has to be maintained from time to time for a good and continuous supply of pure water for laboratory works and drinking.
ACTIVITY 8: Furniture and fixture install and maintenance
This division has its own laboratory cum office building. For broadened activity of the division and also for provided staff, we need to have new furniture and also have to fix and mend the existed furniture. There also have to make the rooms for added new staff and have to reaffix the meeting hall for sharing the information, knowledge among the working staff of the division. There is also need to restructure the laboratory and affix the existing working tables.

These support activities in the FMP project will enhance routine works and quality of research projects of Seed Science and Technology Division and the scientists, seed producers, farming communities will be benefited directly and indirectly.
