RESOLUTIONSOF THE MUNICIPAL CHIEF FINANCIAL OFFICERS (CFO) FORUM HELD ON 6 SEPTEMBER 2013 AT MUNICIPAL COUNCIL CHAMBERS, STELLENBOSCH MUNICIPALITY.

1. / Provincial Treasury to advise municipalitiesby latest, Friday 13 September 2013 the logistical arrangements and attendance required (Budget and financial accounting practitioners) in respect of the district roll out of the Financial Health and Budget Norms Assessment Tool to assist with scenario planning in budgeting.

2. / A meeting will be held between National Treasury, Provincial Treasury, Provincial Auditor-General in respect of the accounting treatment of Human Settlement Development Grant, hereafter formal communication will be issued to all municipalities. / Mr A Hardien / Soonest, before the next CFO Forum meeting.
3. / Any technical queries in respect of the accounting treatment of unauthorised, irregular and fruitless and wasteful expenditure need to be submitted to , to ensure a timeous response in consultation with National Treasury and consistent application within municipalities. / All Municipalities / Ongoing
4. / National Treasury to co-ordinate district workshop in respect of the SCOA roll-out. Communication to follow in the next three weeks. / MrJ Hattingh / 30 September 2013
5. / City of Cape Town to co-ordinate a meeting with the SCOA pilot sites: Drakenstein and Overstrand Municipalities to finalise an implementation plan for the implementation of SCOA. / Mr J Steyl / Soonest, before 30 September 2013.
6. / Provincial Treasury to constitute a reference group for the implementation of SCOA by municipalities in the Province. / Mrs N Oliphant and
Mr F Sabbat / Soonest, before 30 September 2013.
7. / Municipalities were requested to ensure that the relevant Appendix B Input forms are timeously submitted in respect of the pre-audited outcomes for the 2012/13 financial year. The information is amongst others used by National Treasury when considering applications from Municipalities for the retention of unspent conditional grants. / All Municipalities / Immediately
8. / Provincial Treasury to circulate newly developed SCM training material for municipal officials to all Municipal CFO’s for comments. / Mr R Moolman / Friday, 13 September 2013
9. / NT: Local Government Budget and Expenditure Review - Verification and reconciliations of audited results with Appendix B input forms needs to be finalised by latest Friday, 13 September 2013. / Municipal CFO’s / Friday, 13 September 2013
10. / All municipalities to note the items discussed at the CFO forum sub-committees e.g. MAF to follow up with the representatives from the respective municipalities in terms of the implementation of resolutions. / All municipal CFO’s / Soonest, before the next CFO forum meeting.
