IMPLEMENTATION DIRECTIVE - ARMY RESERVE SPORT SECRETARIES

SITUATION

1.At ReferenceA,direction was given for an invigoration of sport in the Army Reserve to be undertaken. Thisdirection included funding for 7 Army Reserve Sports Secretaries.

2.Army Reserve Sport Management.

a.Currently Reserve Sport is supported by the Secretary Army Reserve Sport who is aReservist Offr SO2/OF3 appointed nationally to HQ RAPTC tasked to represent Reserve Sport on the Army Sport Control Board (ASCB).

.b.It is recognised that currently a number of individuals undertake Sport Secretarial duties on a limited basis and funded by unit resources for the following sports: Orienteering, Cross Country running/marathon, Polo and Cresta. This directive does not change those existing arrangements.

AIM

3.The aim of this directive is to initiate the recruitment of Army Reserve Sport Secretaries. Concurrent with the endorsement of this policy an ABN will be published.

MISSION

4.To appoint Army Reserve Sport Secretaries to work in conjunction with ASCB Secretaries IOT:

a.Organise Army Reserve annual inter unit sport competition (or other applicable event).

b.Organise Army Reserve sport team fixtures.

c.Organise Army Reserve overseas tour (biennial).

d.Promulgate and promote sport participation at all levels in the Army Reserve.

e.Operate closely with the Regular Army Sport Secretary on the delivery of all aspects of sport including financial aspects.

f.Be a member of the sport committee and attend ASCB and other meetings as required.

g.Be the focus for Army Reserve sport amalgamation and affiliation issues.

EXECUTION

5.Concept of Ops. The following sports have been selected to be covered by this directive. These are seen as having the greatest operational relevance, widest potential for participation and availability of facilities.

a.Intent. To recruit Army Reserve Sport Secretaries for the following sports and sport pairings:

(1)Association Football.

(2)Rugby Union.

(3)Hockey.

(4)Boxing and Swimming.

(5)Cricket and Squash.

(6)Netball.

(7)Basketball and Volleyball.

b.Applicants. The expectation is that applicants will be in the rank range Capt to Major. However, applicants not in these ranks will be considered by exception and only where specific suitable experience or qualification is demonstrable. Applicants will be drawn from a number of sources including:

(1)Army Reservists currently serving at Regimental Duty or in E2 posts.

(2)Army Reservists not currently in a Reserve Appt and on the Un-Posted List(A).

(3)Former Regular Officers, who wish to enlist in the Army Reserve in accordance with 2013DIN01-095 and ABN 41/13.

c.Terms of Service. The following terms of service will be offered:

(1)Voluntary Training Other Duties. This will be the offer for personnel applying who are serving Reservists at E1 Regimental Duty or in an E2 post. Appointment will be made in agreement with the individuals Commanding Officer. Individuals will undertake the role of Sports Secretary outside normal duty periods and attendance. If required by the budget holder then an additional budget to a maximum of 50 Man Training Days will be granted to enable the individual to perform the duties required.

(2)Appointment to Central Volunteer Headquarters (Royal Artillery) (CVHQ(RA)). Officers on the unposted list or ex regular officers who wish to volunteer for a post as a Sports Secretary are required firstly to apply to join the CVHQ(RA) All Arms Staff Pool as an SO2 whilst making a dual application to ASCB. The boarding to be appointed as a Sport Secretary will be dependent on the selection and appointment to a post at CVHQ(RA). The CVHQ(RA) appointment will attract a 19 MTD commitment annually plus an additional 50 VTOD days for the duties of a Reserve Sport Secretary. CVHQ RA posts are advertised on the RAOL, and boarded by APC quarterly. The Sport Secretary post will be boarded as described in this directive.

d.Advertising of Posts. Posts will be advertised through the Reserves Assignments Opportunity List (RAOL) and the ASCB internet website. Additionally, Brigade, Divisional and Command Routine Orders will be used.

f.Number of Posts. The intent is to appoint 7 Sports Secretaries, as listed at para 5.

g.Boarding and Selection. Selection Boards will be convened by ASCB as soon as possible after closing dates for applications.

h.Attendance Based Pay Registers and Recording . For the duties undertaken by the appointed Sport Secretaries Attendance Registers (JPA E019 and JPA E019(A)) will be authorised at a local level and entered by unit admin staff. Attendance will be recorded in BLENHEIM / CHURCHILL MIS using a specific event code for Reserve Sport Duties. Home to Duty travel costs will ‘lie where they fall’ and will be met from unit budget.

i.Attendance at ASCB. Should attendance be required at ASCB in Aldershot then travel costs will be met in accordance with the policy for Representational Sport Travel Budget (RSTB), as detailed in 2013DIN10-0914 or any subsequent replacement.

j.MS Reporting. For all personnel there will be a report insert written annually by the ASCB Secretary for the sport.

k.Tenure of Appt. Secretaries will be appointed for a 36 month period. 3 months prior to the end of any individuals appointment coming to an end then Secretary Army Reserve Sport will initiate the advertising and recruitment process for re-appointment. Individuals will be allowed to apply for an extension of tenure for a further 36 month appointment.

6.Tasks.

a.D Trg(A).

(1)Endorsement and promulgation of this Directive.

(2)Support ASCB in writing adverts for RAOL and ensure publication.

(3)Publish ABN.

(4)Provide selection board members if required.

b.ASCB.

(1)Create a single structure that organises Regular and Reserve sport achieved through the amalgamation of existing entities, IAW recommendation 6 of Reference B.

(2)Promulgating and advertisement of posts following endorsement.

(3)Convene and provide members of appointment boards.

(4)Support the appt of Army Reserve Sport Secretaries.

7.CoordinatingInstructions.

a.Timings.

(1)31 Mar 14 – Directive Endorsed and promulgation through publication of ABN.

(2)30 Apr 14 – Posts advertised.

(3)June 14 – Boards convened, appointments made.

(4)Aug/Sept14 – Army Reserve Sports Secretaries in-post.
