Job Title / Head of Estates Information and Technology Strategy

Job Purpose
The Head of Estates Information and Technology Strategy working as a key member of the Estates Strategic Management team, will work with senior stakeholders in the organisation to develop and continuously improve the strategic plans and establish governance for Space Management and BIM (Building Information Modelling). The Head of Estates Information and Technology Strategy will ensure that estates digital asset information management uniformity is recognised and accepted throughout the organisation and implemented within the estates systems that also support university wide business critical systems.
As the head of the space management function, ensure university wide strategy and planning processes are developed; analyse options and produce and assess business cases; ensure we are responding to internal and external trends and research; produce corporate plan and strategy documents; monitor and report on progress; and coach others to lift overall strategic planning capability within the organisation. All of this will be achieved through close partnership working with others, in particular our Finance and IT colleagues.The Head of Estates Information and Technology Strategy is responsible for ensuring the most appropriate use of the university estate using modern methods of reporting to implement the best way to utilise the finite space resource, whilst supporting and enhancing the student experience and reporting to the Universities Space Oversight Group (SOG).
Also responsible for the management of Estates and Facilities systems strategy, development and deployment, to include web systems, Common Data Environment (CDE), Digital Construction tools, BIM systems and Computer Aided Facilities Management (CAFM) Systems. To define how we integrate systems to ensure robust and efficient processes are enabled to support the running of the Estates and Facilities function to ensure the effective and efficient management of the Universities corporate estate.
Main activities and responsibilities
1.  Leads strategy, development and communication of the organisation's policies for corporate governance of Space and Estates information
2.  Contributes to strategic plans for Estates and Facilities, which satisfy the current and ongoing needs of the organization’s business strategy, and the current and future capacity of the estate.
3.  Takes responsibility for review of management processes (and decisions) and confirms that they are compliant with the organisation's strategy for departmental and corporate governance of estates digital asset information.
4.  Maintains and communicates the organisation's strategy for managing space and estates information, ensuring that uniformly recognised and accepted data definitions are developed and applied throughout the organisation to inform other University business systems
5.  Identifies the impact of any relevant statutory, internal or external regulations on the organisation's use of estates information.
6.  Implements systems and controls to measure performance, manage risk and ensure that IT and the business work together to support the business purpose of the Estates and Facilities function.
7.  Maintains an awareness of the global needs of the organisation, and promotes the benefits that a common approach to estates systems deployment will bring to the business.
8.  Coordinates the promotion, development, acquisition and implementation of estates information systems and services in close liaison with those responsible for implementation and management. Specifying and designing complex system requirement outputs.
9.  Manages provision of space management internal “consultancy” services. Provides advice and guidance to team and/or the client through involvement in the delivery of services.
10.  Engages with clients at all levels of the university and maintain client relationships.
11.  Provides organisational leadership and guidelines to promote the development and exploitation of our Industry leading BIM processes and related technical knowledge to define capital project and operational management processes.
12.  Recognise and initiate investigation and development of innovative methods of exploiting BIM, to the benefit of Estates and Facilities and the wider University and external consultancy organisations.
13.  Bring about significant improvements and measurable business benefits through BIM and the Estates System developments, leading significant programmes of improvement. Enhancing existing approaches to process improvement and/or develops new strategy.
14.  Co-ordinate the identification and assessment of new and emerging hardware, software and communication technologies, products, methods and techniques for BIM and Space Management.
15.  Promote the continuing economic and effective provision of space, ensuring that all changes to spaces and uses are appropriately and accurately control-led and recorded.
16.  Coordinate the Space Oversight Group and advise on Space Management Projects.
17.  Improvement of space utilisation and efficiency through strategic Space Management projects.
18.  Establish highly effective and trusted business partnerships with appropriate technology partners.

Person Specification
Qualifications:
·  Educated to bachelor degree in a built environment subject (e.g. architectural Technology; Building Surveying; Construction Management etc.)
·  Has or be working towards professional chartership status in an appropriate Professional field, such as RIBA, RICS or CIAT
Special requirements
Knowledge and Experience:
The candidate will be able to demonstrate a full understanding of excellent management approach and intrinsic knowledge of BIM, CAFM, CDE and Space Management and a good understanding of FM processes and Asset Management.
The candidate should:
·  Have proven experience in the management of highly technical teams and have excellent in-depth knowledge of role related process development.
·  Have proven capability of implementing complex technical software solutions and their use to include BIM 360 Glue, BIM 360 Field, Power BI and Revit.
·  Have experience of managing teams, using large data sets, space planning and digital asset management
·  Be capable of structuring projects and initiatives to include links into University Faculties and Industry
·  Be experience at delivering training and consultancy in BIM, Digital Asset Management and Space management.
