WIOA YOUTH INCENTIVE REQUEST POLICY

Effective July 1, 2015, active WIOA enrolled youth or youth in follow up may be considered for incentive disbursements for achievement directly tied to workforce training activities and outcomes. Important: Required data entry must be completed in advance and in full for the Incentive Request prior to submitting a request.

Maximum total incentive disbursement per youth in the WIOA Youth Program is $250. Incentive disbursements do not include wage or training (ITA) subsidies. Incentives are not retroactive. Five (5) business days should be allowed for processing. Requesting staff will be notified within this time frame.

Requirements for youth who are active or in follow up:

·  An actual completed Individual Service Strategy (ISS)

·  A fully engaged youth participant in good standing actively attending workforce development activities while working to attain WIOA Youth Common Measures.

Youth Incentive Request Policy and Process:

1.  OSOS must be completed by requesting staff with an Achievement Objective, and a corresponding Service Name [one of the 14 WIOA Elements/Services] that makes sense in relation to the Achievement Objective and the reason for the incentive. Here are some OSOS data entry documentation examples:

2.  Specify reason in OSOS comment (SENSE Model) for each submitted Incentive Request must be documented.

a)  An example of comment (SENSE) Model for an Incentive request is “Submitted Incentive Request to RW for Placement in Employment or Education, or Attainment of a Degree/Certificate, or Literacy/Numeracy Gains, or choose one of the other categories listed on Incentive Request.”

3.  Requesting staff (Navigator/Youth Career Service Specialist) download and print a copy of the Youth Incentive Request from the Youth Navigator Resources and Information page. Path to find new WIOA materials:

4.  Required data entry completion must be made for Incentive Request prior to submitting request. Submit completed Incentive request form to Bibianna Silvera-Portacio, Youth Program Specialist, via email (or other designee) or via fax 585-473-6755.

5.  Bibianna verifies Incentive Request for completeness (WIOA enrollment/NY# and data entry documentation on OSOS) including adherence to SENSE Model for comments.

6.  A complete Incentive Request is approved, processed, and gift card(s) disbursed within 5 business days by mail or pickup.

7.  Incomplete Incentive Request missing data entry documentation in OSOS is not approved. Corrections deadline: within 5 business days. Otherwise, resubmit Incentive Request.

8.  Bibianna tracks gift card distribution on an Excel spreadsheet.

9.  Requesting staff prints Youth Incentive Receipt from www.rochesterworks.org (see 1a.-1e, above). Complete receipt with youth so dated and signed by both.

10.  Original signed Youth Incentive Receipt returned within 5 business days to Bibianna (US Postal mail, or dropped off) for filing with corresponding Incentive Request at RochesterWorks! A copy of the original receipt needs to be placed in the youth’s hard file. Failure to submit Incentive Request Receipts timely will result in requesting staff no longer being able to submit Incentive Request.

Gift Card(s) incentive disbursements unless otherwise approved. Only one (1) incentive per designation is intended, with the exception of “Post-test TABE”. For example, youth can only receive incentive disbursement once for placement in employment or education or for attainment of a degree or certificate.

Each incentive distribution has a set value ($50, $25, or $10). Exception: “Other”- value is to be determined between requesting staff and RochesterWorks!

WIOA Youth Incentive Requests are intended for disbursements for achievement directly tied to training activities and work experiences, only.

WIOA Youth Incentive designations are as follows:

·  “Completion of Prescribed Work Readiness Series” denotes an agreed upon set of workshop/activities required to prepare for occupational training and/or employment. This may be based on the Individual Service Strategy (ISS), OSOS Achievement Objective and/or other objective assessment tools, i.e. Career Zone.

·  “Degree/Certificate Attainment” denotes the positive WIOA Youth Common Measure attainment of a WIOA recognized credential prior to 3rd Quarter after exit-refer to “Credential Resource Guide” on Youth Navigator Resources and Information page.

·  “Initial TABE Assessment” denotes completion of test in acceptable and agreed upon timeframe, which establishes Literacy/Numeracy level for out-of-school youth.

·  “Interview/Training/Work requirement” denotes acceptance of interview, training, or work related requirement to secure activity.

·  “Literacy/Numeracy Gain” denotes the positive WIOA Youth Common Measure attainment of one or more educational functioning levels in literacy or math within 12 months of 1st WIOA youth services-applies to Out of School (OOS) youth only.

·  “NWRC/WorkKeys Certification” denotes attainment of National Work Readiness Credential, or the attainment of a Bronze, Silver, Gold, or Platinum certification in WorkKeys.

·  “Placement Employment/Education” denotes the positive WIOA Youth Common Measure attainment of employed or enrolled in post-secondary education, advanced training, apprenticeship, or military-1st Quarter after exit.

·  “Post-test TABE” denotes completion of test in an acceptable and agreed upon timeframe. Results of test do not influence receipt of incentive.

·  “Successful Completion of WE-Internships/ITA/OJT” denotes positive completion of activity including a minimum 90% attendance, positive monitor report, and/or other measure(s) acceptable to outcome.

·  “Other” for consideration of a special or unique request (needs-based) related to continued successful involvement in an activity or service but with no guarantee of payment. At the discretion of RochesterWorks! such disbursements may not count against total amount allowed. Funding is limited and may not be available. Proper and thorough documentation is required.
