General Information

Post Title: Associate Human Rights Officer (Gender)

Duration: 1 year (with possible extension for another year)

Entry on duty date:ASAP

Duty Station: Yaoundé, Cameroon

Supervision: Under direct supervision of the Regional Representative and head of the UN

Centre for Human Rights and Democracy in Central Africa.

Duties, responsibilities and output expectations

Under the supervision and guidance of the Director of the Regional Centre, the incumbent will coordinate activities related to gender and women’s rights within the Central Africa region and in particular will:

·  Support data and information collection for internal and external reports regarding the implementation of the CEDAW, the protocol to the African charter and peoples’ rights on the rights of women in Africa, the Beijing Platform for Action and ECOSOC resolutions 1997/2 and 2004/4, as well as responses to various UN resolutions on issues regarding women’s rights and gender equality,the Beijing Platform for Action and ECOSOC resolutions 1997/2 and 2004/4, as well as responses to various UN resolutions on issues regarding women’s rights and gender equality,

·  Support the review, analysis and implementation of the Centre’s programs on gender mainstreaming, prepare technical reports and issue papers related to gender,

·  Assist in the logistical and editorial aspects of the finalization of the CRC/CEDAW training package for central Africa civil society organizations,

·  Assist the team in preparation of the Centre’s inputs and participation in various inter-agency fora and task forces, and in coordinating gender mainstreaming efforts of the CCA-UNDAF,

·  Assist in coordinating sub-regional gender networks and other Central Africa gender focal points,

·  Liaise with the Women’s rights and Gender unit at OHCHR headquarters to develop the Centre’s knowledge on gender and provide regular updates for the Center’s web site,

·  Support and contribute to the analysis of global trends regarding gender equality and women’s rights and how these influence policies and legislation in the region,

·  Provide support in the design and formulation of programs/projects ensuring that they all include a gender perspective even if they are not directly related to gender issues,

·  Monitor ongoing projects to ensure efficient and timely delivery and implementation of objectives and results,

·  Assist with project planning, proposal writing, implementation, monitoring & evaluation and reporting related to gender programs,

·  Contribute to the drafting of weekly, monthly ands special reports on the human rights situation in the sub-region,

·  Support the work of the regional centre as may be required by the Regional Representative.

Qualifications and experience

The incumbent will be required to hold the following qualifications:

·  Advanced university degree in law, political science or international relations or other relevant studies,

·  Knowledge of human rights standards , the rules governing their protection and the mechanisms available in case of their violations,

·  International experience is desirable,

·  Fluency in French and English required (both written and spoken),

·  Computer literacy is required,

·  Ability to work in a multi-cultural team and a diverse environment ,

·  Ability to establish good working relationships with international and national authorities,

·  Ability to remain calm in all circumstances and manifest discretion, confidentiality, sound political judgment and impartiality,

·  Ability to work and act under pressure in a complex political environment,

·  United Nations core competencies: team work, integrity, professionalism required.

·  Comprehensive knowledge and experience in the field of protection and promotion of human rights, in researching human rights issues, drafting analytical reports, providing substantive and technical support to meetings, backstopping fact-finding mechanisms and undertaking technical cooperation activities,

·  Broader experience in the assessment of factors contributing to social, economic and political development in the Central African sub-region,

·  Development of skills related to human rights education and training, drafting complex reports, organizing training courses, implement technical cooperation activities,

·  Exposure to the overall mechanisms and procedures of the OHCHR.
