DETAILED DESCRIPTION AND / SPECIFICATIONS / The Mandela Bay Development Agency (MBDA) wishes to improve its ability to work collaboratively as a team, and to form effective partnerships in its work. It intends to host a two-day workshop on partnering skills and tools to help strengthen its capacity.
TERMS OF REFERENCE
Project Title: Collaborative behaviour and partnering skills workshop

1. Background

One of the many challenges facing the South African State is the inability of public sector bodies to work across departments in a manner that is integrative and internally supportive. The MBDA is being transformed to meet the challenges of the next five years starting on 1 July 2018. In this respect, a 5-year Strategy in which the CEO outlined his vision on what could realistically be achieved was adopted by the Board. A macro organisational design was approved and the micro organisational design is underway.
These have been designed on the understanding that internal skills need to be available for every programme and new skills to be acquired need to serve each programme as well. In addition, it is expected that some skills will be sourced from the Nelson Mandela Bay Municipality on a secondment basis.
By definition, therefore, the organisation needs to transform to operate in a manner it has not hitherto operated. As a result, the MBDA seeks to appoint a service provider to assist in supporting staff and management to understand how a matrix-based organisation works, what are the risksandopportunities. A detailed briefing will be provided to the successful service provider.

2. Objective (is) of the Workshop

A two-day workshop on partnering skills and associated tools. The objective of the workshop will be to build capacity within the MBDA to work collaboratively, both within the team and with external stakeholders. The purpose is ensure that the team understands the concept of collaboration and partnering, why it is beneficial, how to do it and how to use partnering tools.

3. Scope of work

SCOPE OF WORK
  • The service provider will design and facilitate a two-day workshop in Port Elizabeth on partnering skills and how to use associated partnering tools
  • The service provider will prepare the invitation, agenda, content and materials
  • The service provider will capture the lessons emerging from the workshop, and summarise these into a workshop report
DELIVERABLES
  • A two-day workshop on partnering skills and tools.
  • A workshop report containing a summary of the lessons learned during the workshop, drawn from feedback sessions during the workshop.
  • Partnering tools (as used in the workshop) and associated explanatory notes on how to use them.
TIMEFRAME
  • The project will involve content preparation and workshop design which will commence upon the awarding of the contract
  • The dates of the two-day workshop will be decided in consultation with the client upon commencement of the contract
  • The workshop is to be held in May 2018
