The Chesapeake Bay Foundation (CBF) is seeking a marine contractor for the construction and outfitting of a Mobile Oyster Setting Unit(MSU).
THE PROJECT: / Construction of a 60’–70’ spud barge ready for the installation of CBF’s Mobile Oyster Setting Unit(MSU). The MSU is a new concept that will optimize CBF’s oyster restoration work and consists of four 3,000-gallon tanks with pumps and lines to feed the tanks. The pumps will need to supply approximately 110 gallons per minute of feed to the tanks. In addition, there will be three power sources for the Barge. One alternative power source, consisting of solar panels and wind turbines with battery storage; one diesel generator that can power all systems on the barge; and shore power.SCOPE OF WORK: / PHASE I: Construction of a 60’–70’ x 30’ spud barge ready to be outfitted with the systems and equipment described in PHASE II. Barge build should include:
- Draft of no more than four feet fully loaded.
- Two spuds that have both hand crank and power lift capability.
- Gang plank – final size and placement TBD by CBF per contractor recommendation.
- Discussion of ways to incorporate safety features and equipment to accommodate up to 30 passengers while docked.
- Four anchors and chains attached to the deck.
- Bilge pumps – final number TBD by CBF per contractor recommendation.
- One anchor light - solar powered with backup battery.
- A minimum of 10 cleats around the deck perimeter - final number to be determined by CBF per contractor recommendations.
- Creation of deck plan for safely accommodating visitors.
- 125/250 Voltshore power system.
- Build-out of deck systems to include:
- Four 3,000-gallon fiberglass tanks secured to the deck of the barge.
- Four dock boxes secured to the deck.
- Oneshed secured to the deck.
- 52solar panels over approximately half the deck space(placement and final number to be determined).
- Fourwind turbines(placement and final number to be determined).
- Onediesel generator as a supplemental/back-up power source(sized to supply all power needs for all systems).
- Invertor or other electrical systems to operate pumps, tank heaters, lights, etc. – minimum 1,500Watts.
CBF would entertain bids on the entire project, or on either phase of the project. Please reference the phase you are bidding on at the beginning of your bid.
THE SCHEDULE: / Proposals should be delivered electronically to CBF staff member Elizabeth Ronston at o later than 5:00p.m.on August 31, 2018.
MINIMUM REQUIREMENTS: / At a minimum, you must have the following qualifications:
- At least 10years’ experience in marine/barge construction.
- Must provide proof of the following insurance coverage: General Liability, Workers Compensation, Business Auto, Builders Risk.CBF must be named as additionally insured
- Construction timeline will be agreed upon by both parties, but we anticipate a deadline for the barge to be in the water no later than February 28, 2019.

- Two Haywards Super 2.5HP Water Pumps.
- Two S453 Sweetwater Regenerative Blower 1.5HP.
- Electrical box and wiring for one heated tank on barge.
- Approximately 52 SolarWorld SW345 XL Silver Mono Panels installed over half the deck.
- Retractable canvas shade cloth or awning over the portion of the deck not covered by solar panels.
- Up to fourTurbinator Wind Turbines – final number TBD by CBF per contractor recommendation.
- Installation of 12V, 125V, and 250V power systems with shore power inlet, charging, and generator installation.
- One diesel generator as a supplemental/back-up power source (sized to supply all power needs for all systems).
- Invertor/charger or other electrical systems to operate pumps, tank heaters, lights, etc.
