Expression of Interest for the Post
National & International Advisors Recruitment Unit (NIARU), Ministry of Economy (MOEC) of the Government of Islamic Republic of Afghanistan seeks to hire a qualified individual consultant to provide consultancy services in the required fields and work closely with relevant directorates and departments and provide a detail report of day to day activities directly to the Ministerof Counter Narcotics.
Duties and Responsibilities:
1. Preparing work plan in accordance with the departments’ general plan to achieve assigned organizational goals.
2. Participate in MCN policy analysis in coordination with plan and policy general directorate
3. Review and revise (policy analysis) to change MCN policies for better services
4. Create policy development and MCN procedures in order to build capacity in MCN
5. Establishing coordination and communication with MCN directors and advisors to receive their comments and suggestions for revising MCN policies in coordination with plan and policy general directorate
6. Cooperation and active participation in providing and developing capacity building policy for MCN plan and policy general directorate
7. Supervision from MCN implementation analysis and codification in coordination with other related directorates
8. Close cooperation with plan and policy general directorate to build current and future capacities in analysis and policy implementation of CN strategy
9. Prepare and provide proposals related to policy to donors
10. Design and prepare training programs related to plan and policy general directorate staff in order to build their capacities in close coordination and cooperation with HR training department
11. Preform any other tasks given by line manager in accordance with MCN rules and regulations.
REQUIRED SKILLS, QUALIFICATIONS AND EXPERIENCE
1. Minimum bachelor degree in Law, Economics, Social Science (having higher degree will be preferred)
§ Minimum of 3 years directly relevant experience Proven and demonstrable experience using and implementing procurement actions according to
§ Experience working in the Government of Afghanistan is essential.
§ Strong communication skill of both official language Pashto, Dari, English is essential
§ Strong computer skill in Ms office packages
