REQUEST FOR EXPRESSION OF INTEREST – Liquid Observation Well Software Upgrades

Washington River Protection Solutions, LLC (WRPS) as a prime contractor to the U.S. Department of Energy is issuing this Request for Expression of Interest (EOI) as a means of conducting market research to identify parties having an interest in and the resources to provide support for the Liquid Observation Well (LOW) Software and computer hardware upgrade.

Interested firms are invited to submit an expression of interest letter to include a response to the following:

As a prime contractor to the U.S. Department of Energy (DOE), WRPS is required to monitor tank waste in two types of underground tanks, double shell tanks (DST) and single shell tanks (SST). LOWs have been placed in SSTs as well as selected DSTs. The LOW is basically a hollow capped tube mounted to a tank riser which penetrates the tank waste and provides the ability to monitor and measure the liquid waste levels in the DST/SSTs using computer and LOW software. Utilizing a specialized surveillance van, the LOW software controls a probe assembly and deploys a gamma or neutron sourced probe into a LOW. The probe is lowered to the bottom of the LOW and slowly retracted while recording the readings back to the software. The data collection software follows controlled tank specific parameters. The process effectively plots liquid waste levels inside the SST and is used to detect a potential leak and/or liquid intrusion.

This software along with the appropriate computer hardware is being obtained as a replacement for the current LOW-Van software and computer hardware systems. The approach will be to obtain like for like equipment wherever possible to minimize changes to the van probe deployment system.

Scope of Services: The services to be acquired may include, but not be limited to, the following activities:

·  Provide WRPS with the applicable licenses, software package to acquire data, source codes, and Software Design Description (SDD) hardware interface,

·  Supply signal conditioning and communication hardware for transferring collected data to a central surveillance processing system,

·  Build/Modify a 19” rack mounted with vibration dampeners, as appropriate, for hardware in vans, with a computer system that interfaces with the peripherals ,

·  Perform on-site support for installation, testing and operability,

·  Delivery will include computer hardware with software installed,

·  Upgrade method to upload and download data from the vans to a central surveillance data processing system, wireless preferred

·  Programming shall be compatible with current Windows operating systems and include provisions for updates to maintain compatibility with future operating systems and software updates

·  Programming shall be compatible with current industry standard 64 bit server hardware and include provisions for updates to maintain compatibility with future hardware systems and technology advances

·  Automated data transfer to the OSISoft PI System®, the enterprise level data historian, which is also known as the central surveillance data processing system

·  Remote upload of LOW Scan Parameters

·  New software shall be grade D quality affecting custom developed and plant installed software according to software grading checklist in Hanford Information Systems Inventory,

·  A company with previous experience in development of automated well monitoring systems and equipment, as well as previous Hanford experience is preferred.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; WRPS assumes no financial responsibility for any cost incurred.

WRPS will evaluate the market information to ascertain potential market capacity to provide services consistent with those described in this EOI. Telephone inquiries will not be accepted or acknowledged and no feedback or evaluations will be provided to companies regarding their submissions.

Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a capability statement in response to the EOI by November 20, 2014. The capability statements shall be no more than ten (10) pages, and no smaller than 12 point font. All responses must be emailed to .

At a minimum, capability statements shall contain the following information:

  1. Organization name, address, email address, Web site address, and telephone number, business size standard for the organization;
  2. Offeror’s Socio-economic status (small business, service-disabled/veteran-owned small business, HUBZone small business, small disadvantaged business, woman-owned small business, or large business).
  3. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Significant subcontracting or teaming is anticipated in order to deliver technical capability or products shall be identified.

WRPS reserves the right use any and all information submitted by, or obtained from, and interested party in any manner WRPS determines is appropriate, including, but not limited to, the creation of a competitive solicitation.
