Project Summary: The project shall reconfigure selected office and system furniture layouts for floorsthree through six following a state provided restacking plan. State project# 05J1R, completed a study on how to best reorganize DOR to free upapproximately 10,000 square feet of office space and increase operational efficiencies. The restacking project also developed a sequenced construction plan that minimizes the amount of work and impact on the occupants.
The project is to reconfigure existing system furniture and remove or relocate existing demountable wall systemsincluding associated electrical, voice, data, lighting, fire alarm detection and suppression and ventilation supply as determined by the interior design blocking plans. Approximately 35,000 square feet of the 160,000 square feet total of the four floors of office areas are to be reconfigured. The space is presently occupied so the work is to be sequenced for coordination following the state provided plans. The construction work will be staged into two separate construction phases but bid as one construction project.
The construction will be completed in two phases. Phase 1 needs to be finished by December 31, 2006 and Phase 2 is to start February, 2007. An informational bid will be requested for the second phase of construction for charge back purposes to the agency. The system furniture reconfiguration will be included under the general contractor’s work.

Background Information: The RevenueBuilding is located at 2135 Rimrock Road, Madison, WI53713. The State occupied the building in November 2000. There are six floors above ground and no basement levels. Each floor has approximately 40,000 GSF. The building is precast envelop with post tension concrete structure. The building is served by an enclosed dock and all floors are served by a freight elevator.

Project Goals: In the first phase of construction the project is to reorganize the DORon third through sixth floors in order to vacate approximately 10,000 square feet of space. In the second phase of construction the goal of the reorganization is to relocate various groups within the building to gain efficient working patterns or work space. The project shall be completed in a timely manner in order to free the space as soon as possible. Due to federal revenue and lottery security requirements, physical security is required between the Department of Revenue and any future occupancy by other agencies. The project shall assure code compliant exitingand DSF design standards.

Design Services: All construction and bid documents will be generated by the A/E for soliciting bids following the master specifications and state guidelines. Basic space planning, phasing, sequencing and architectural block diagrams will be provided by the State. The A/E will need to incorporate the space plans into the overall architectural and engineering plans.

  • Bidding and construction contracts will be completed by the State. A/E services shall include construction services i.e. a pre-construction meeting, field reviews combined with an on-site construction coordination meeting as required. A site visit shall also be included for verification of compliance with the construction documents.
  • Existing CAD plans of the building shall be provided by the state. The A/E shall verify field dimensions and complete site verifications of the plans.
  • Include north arrows, grid lines, room numbers following the buildings existing plans. Rooms not affected by the construction shall maintain their existing room numbers and door numbers. New room numbers shall be coordinated with the state.
  • Basic furniture space planning will be generated by the State. The A/E will need to incorporate the space plans into the overall architectural and engineering plans. Work by owner includes any direct digital control systems.

Construction Standards: The area to be renovated is to be in accordance with State and local building codes, ADA requirements and minimum construction standards developed by the DOA Division of State Facilities. DOA construction standards are available at

  • System furniture: Reconfiguration shall be completed by a firm experienced with the product. Reconfiguration shall follow the conceptual block plans and typicals provided by the state. System furnitureshall be stored and inventoried for later installation within the project or turned over as attic stock to the owner. The state will provide any additionally needed parts, for system furniture.
  • Walls: Provide floor to deck walls at future DORsuite security separation including sound batting and seal at structure to minimize noise transmission. Suite separation shall be steel stud and drywall to deck. Walls within the DOR occupied space shall utilize the existing demountable system. Demountable wall parts shall be stored and inventoried for later installation within the project or turned over as attic stock to the owner. Any new product shall match the existing. Install sound batting within wall and 4’ each side of the ceiling/wall intersection following existing construction of private offices.
  • Ceilings-Match ceilings style to existing and re-use ceiling tile if tile condition is good. At future DOR suite separation wall install walls to deck and reconfigure the ceiling as necessary.
  • Reuse existing door hardware and as necessary matching existing. All door lock keying is by the owner.
  • Flooring: Patch existing carpet if demountable wall system is not continuous under the walls. Install wall base matching existing base material on new or moved walls. Attic stock for patching shall be provided by owner.
  • Doors and door frames: Remove doors as appropriate to the conceptual floor plans and finish any new doors per the building standard. All doors and hardware are to match the existing doors and frames. All enclosed spaces within the DOR office areas shall follow existing construction.
  • Finishes: All finishes affected by the construction shall be repaired and or patched to match the existing building finishes. When construction affects an existing wall or column paint or refinish from corner to corner to minimize the appearance of any required patching.
  • Lighting: All lighting shall match the building’s existing configurations. Where rooms are removed the light fixtures shall be controlled by the open office lighting control system. Where rooms are added the light switching shall follow the building’s individual room controls.
  • Electrical: Follow DSF standards and design guidelines for electrical power distribution to meet the occupancy layout and the existing building distribution.
  • Communication System: All voice/data communication systems shall follow the building standard including the existingmanufacturer’s products. Install voice and data cabling following the conceptual floor plans provided by the state.
  • Heating, Ventilation and Air Conditioning: Modify existing HVAC distribution and control layout to accommodate new open office areas and/orenclosed room reconfigurations. All changes to be coordinated and match with the building’s existing equipment and layouts.
  • Plumbing: No plumbing changes required by the project.
  • Fire Suppression System: Modify existing sprinkler system to meet the change in use and room configuration.
  • Fire Detection and Notification System: Modify existing fire alarm system to meet the change in use and room configuration.
