What is a conflict of interest?

According to the Swedish Administrative Procedure Act, a conflict of interest, or “disqualification”, exists when surrounding circumstances are likely to undermine confidence in the impartiality of the person in charge of processing a matter. The Act also states that “Anyone who knows of any circumstance that could constitute his disqualification is obliged to disclose it on his own motion”. The members of the examining committee and the external reviewer shall therefore not have any ties to the doctoral student, supervisor or project.

For examples of rules regarding conflicts of interest, see the Swedish Research Council:

•A research collaboration and co-production occurred within the past five years is considered a conflict of interest. A joint article is enough for it to be considered a co-production.

•Collaborations that took place more than five years ago may still be considered a conflict of interest.

•Doctoral student-supervisor relationships are considered to be a conflict of interest, regardless of how long ago it took place.
