STATEMENT OF POLICY

I.  Every pupil in Tampakan SPED Center should learn in a safe and encouraging environment

where:

a. Administrators and teachers provide motherly love and care to pupils

b.  Corporal punishment is not used as an approach to discipline pupils

II.  Tampakan SPED Center is committed to protect and promote the welfare of pupils and

encourage stakeholders to:

a.  Protect each pupil from any form of abuse from adult or another pupil.

b.  Take steps to prevent bullying, peer abuse, discrimination and another circumstances that affect ther normal development of pupils

c.  Act promptly and appropriately to every complain of abuse.

d.  Support pupils who are victim of abuse in accordance with the policy.

e. Provide appropriate intervention, counselling and services to victim of abuse or violence.

f. Administrator and teachers should be sensitive with the signs of abuses among school

children.

g.  Ensure that everybody is aware of the Child Protection Policy of the school.

h. Adopt and operate procedures in accordance with DepEd Child Protection Policy.

Introduction

Tampakan SPED Center of Tampakan District aims to commit each pupil success in learning with caring, responsive, and safe environment that is free from discrimination, violence against children committed in schools, corporal punishments and bullying or peer abuse. Our institution works to ensure that all pupils have the opportunity in developing their fullest potentials.

Scope and Limitation

This SCPP is intended for the pupils from Kindergaten up to Grade Six level, pupils with exceptionalities, included also the out of school-youth who are part of the community, teachers and other stakeholders of Tampakan SPED Center, Tampakan District.

Definition of terms

Child abuse - is any form of physical, emotional or sexual mistreatment or lack of care that

leads to injury or harm, it commonly occurs within a relationship of trust or

responsibility and is an abuse of power or a breach of trust. Abuse can happen to a young person regardless of their age, gender, race or ability.

Emotional Abuse - the persistent emotional ill treatment of a young person, likely to cause

severe and lasting adverse effects on the child’s emotional development. It may involve telling a young person they are useless, worthless, unloved, inadequate or valued in terms of only meeting the needs of another person. It may feature expectations of young people that are not appropriate to their age or development.

Bullying - may come from another young person or an adult. Bullying is defined as

deliberate hurtful behavior, usually repeated over a period of time, where it is

difficult for those bullied to defend themselves. There are three main types of

bullying.

It may be physical (e.g. Hitting, kicking, slapping), verbal (e.g. Racist or

homophobic remarks, name calling, graffiti, threats, abusive text messages),

emotional (e.g. Tormenting, ridiculing, humiliating, ignoring, isolating from the

group), sexual (e.g. Unwanted physical contact or abusive comments).

Neglect - occurs when an adult fails to meet the person’s basic and/or psychological needs

to an extent that is likely to result in serious impairment of the child’s health or

development. For example, failing to provide adequate food, shelter, and clothing,

failing to protect from physical harm or danger, or failing to ensure access to

appropriate medical care or treatment.

Signs of Abuse

1.  Unexplained or suspicious injuries such as bruising, cuts or burns, particularly if situated on a part of the body not normally prone to such injuries.

2.  An injury for which an explanation seems inconsistent

3.  The young person describes what appears to be an abusive act involving them.

4.  Another young person or adult expresses concern about the welfare of a young person.

5.  Unexplained changes in a young person’s behavior e.g. becoming very upset, quiet , withdrawn or displaying sudden outburts of temper.

Signs of Bullying include:

1.  Behavioral changes such as reduced concentration and/or becoming withdrawn, clingy, depressed, tearful, emotionally up and down, reluctance to go training or competitions.

2.  An unexplained drop off in performance.

3.  Seem afraid of going to school, walking to and from school, riding the school bus, or taking part in organized activities (such as clubs or sports) with peers.

4.  Take a long "illogical" route when walking to or from school.

5.  Lose interest in doing school work, or suddenly begin to do poorly in school

6.  Complain frequently of headaches, stomachaches, or other physical problems

7.  Have frequent bad dreams, or trouble sleeping

8.  Experience a loss of appetite

9.  Take a long "illogical" route when walking to or from school

10.  Appear anxious and suffer from low self-esteem

Duties and Responsibilities of Faculty & Staff

A.  Ensure the institution of effective child protection policies and procedures, and monitor compliance thereof;

B.  Ensure that the school adopts a child protection policy;

C.  Ensure that all pupils, students or learners, school personnel, parents, guardians or custodians, and visitors and guests are made aware of child protection policy.

D.  Conduct disciplinary proceedings in cases of offenses committed by pupils, students or learners;

E.  Ensure that the participatory and other rights of children are respected and upheld in all matters and procedures affecting their welfare;

F.  Ensure that the school adopts a student Code of Conduct to be followed by every pupil, student or learner while on school grounds, or when traveling to and from school, or during a school-sponsored activity, and during lunch period, whether on or off
campus;

G.  Adopt such conflict resolution mechanisms that respect the rights of indigenous peoples, provided that they conform to this Department Order and they uphold the rights of the child;

H.  Coordinate with the appropriate offices and other agency or instrumentality for appropriate assistance and intervention, as may be required in the performance of its functions;

I.  Ensure that all incidents of abuse, violence, exploitation, discrimination, bullying and other similar acts are addressed in accordance with the provisions of this Department Order.

Functions of the School Child Protection Committee

1.  Initiate information dissemination programs and organize activities for the protection of children.

2.  Establish a system for identifying students who may be suffering from significant harm based on any physical, emotional or behavioral signs.

3.  Monitor the implementation of positive measures and effective procedures in providing the necessary support for the child and for those who care for the child; and

4.  Ensure that the children's right to be heard are respected and upheld in all matters and procedures affecting their welfare.

Procedures

Interventions

1.  Creation of board signages of the rights of every child based on Presidential Decree No. 603

for public awareness to be posted on different parts of the school/ barangay.

2.  Conduct seminar/ workshop on the rights of a child and responsible parenthood to all the

parents of Tampakan SPED Center for their own welfare and awareness.

3.  Integrate small group sessions/ discussions on positive peer relationships among pupils in different subject areas.

4.  Call the attention of the Barangay Officials in maintaining safety and security for a peaceful community with the help of education sector.

5.  Provide activities promoting collaborative learning and teamwork like scouting for socialization and gaining friends.

6.  Promote healthy competition in the class/ school to avoid misunderstandings and conflicts

7.  Avoid making sexually suggestive comments to a young person, even in fun.

Policies

1.  No saying of foul or vulgar and bad words with peers.

2.  Avoid exaggerated physical contacts with peers.

3.  A pupil especially on the higher grade level shall not intimidate, harass, and bully other pupils through words and actions.

4.  School personnel work in an open environment (e.g. avoiding private or unobserved situations and encouraging open communication with no secrets.)

5.  Go to school regularly to decrease the number of absenteeism cases.
