IV. INTRODUCTION

The issue of abuse against children has greatly affected the different aspects in life may it be personal, political, social or educational. It becomes a factor that needs immediate and full attention. The role of educators and its partners becomes necessary in alleviating such incidences to develop learners.

In this regard, the Department of Education ensures that our schools are conducive to the education of children. The best interest of the child shall be the paramount consideration in all decisions and actions involving children. Teachers act as their substitute parents and are expected to execute their functions and duties bearing this in mind. The agency also promulgates a zero tolerance policy for any act of child abuse, exploitation, violence, discrimination, bullying and other forms of abuse. Its main goal is to have effective implementation of this zero tolerance policy.

Together with the vision and mission of the Department of Education, New Calinog Elementary School aims to commit every pupil’s success in learning with a caring, responsive and safe environment that is free from discrimination, violence committed against children in schools, corporal punishment, peer abuse and bullying.

Our institution works to guarantee that all pupils / students to have equal opportunity in developing their fullest potentials in different aspects.

V. SCOPE AND LIMITATION

This CCPP is specifically intended for the pupils of New Calinog Elementary School of Central Lebak District. It also includes the teachers, parents, other stakeholders and out-of-school youths who are part of this community.

STATEMENT POLICY

1.  Every pupil should learn in a safe and motivating environment where:

a.  Corporal punishment is not imposed as a form of discipline but instead giving training and control;

b.  Administrators and teachers provide values and spiritual guidance and always inspire pupils.

2.  New Calinog Elementary School is committed to promote and safeguard pupils’ welfare. This institution has encouraged its stakeholders that together they have to:

a.  Protect each pupil from any form of abuse from adult or another pupil/student;

b.  Find ways to prevent bullying, peer abuse, discrimination or other circumstances that may affect the normal development of the pupil

c.  Act appropriately to every complain of abuse;

d.  Support pupils/students who are victims of abuse in accordance with the policy;

e.  Provide appropriate intervention, counseling, and services to victim of abuse or violence;

f.  Be sensitive with the signs of abuse or violence among school children;

g.  Ensure that everybody is aware of the Child Protection Policy of the school;

h.  Adopt and operate procedures in accordance with the DepEd Child Protection Policy.

VI. DEFINITION OF TERMS

VII. SIGNS OF ABUSE

a.  Unexplained or suspicious injuries such as bruising, cuts, particularly if situated on a part of the body prone to such injuries;

b.  An injury for which an explanation seems inconsistent;

c.  The young person describes what appears to be an abusive act involving them;

d.  Another young person or adult expresses concern about the welfare of a young person;

e.  Unexplained changes in a young person’s behavior e. g. becoming very upset, quiet, withdrawn or displaying sudden outburst of temper;

f.  Distrust of adults, particularly those whom a close relationship would normally be expected;

g.  Difficulty in making friends;

h.  Being prevented from socializing with others;

i.  Displaying variants in eating patterns including over eating or loss of appetite;

j.  Losing weight for no apparent reason;

k.  Becoming increasing dirty or unkempt.

SIGNS OF BULLYING

a.  Behavioral changes such as reduced concentration and/or becoming withdrawn, clingy, depressed, tearful, emotionally up and down and reluctant to go to trainings or competitions;

b.  An unexplained drop off in performance;

c.  Physical signs such as stomach ache, headaches, difficulty in sleeping, bed wetting, scratching, bruising and damage clothes;

d.  Shortage of money or frequent loss of possessions;

DUTIES AND RSPONSIBILITIES OF

FACULTY AND STAFF

a.  Ensure the institution of effective child protection policies and procedures and monitor compliance thereof;

b.  Ensure that the school adopts a child protection and policy, organize and convene Child Protection Committee (CPC) for the school;

c.  Conduct the capacity building activities for the members of the CPC and Guidance Counselors/Teachers;

d.  Ensure that the participatory and other rights of children are respected and upheld in all matters and procedures affecting their welfare;

e.  Coordinate with appropriate offices and other agency or instrumentality, for appropriate assistance and intervention, as may be required in the performance of its functions;

f.  Keep a sufficient record of any significant complaint, conversation of event;

g.  To report any matters of concern to the committee.

FUNCTIONS OF SCHOOL CHILD

PROTECTION COMMITTEE

a.  Initiate information dissemination programs and organize activities for the protection of the children;

b.  Establish a system for identifying students who may be suffering from significant harm based on any physical, emotional or behavioral signs;

c.  Monitor the implementation of positive measures and effective procedure in providing the necessary support for the child and for those who care for the child; and,

d.  Ensure that the children’s rights to be heard and respected and upheld in all matters and procedures affecting their welfare.
