- Position Purpose
»As a member of the People and CultureTeam work in a customer-focussed and collaborative way toprovide contemporary employee and industrial relations adviceand build strong positive relationships across Council.
»Foster a culture that sustains enthusiasm and commitment to performance, continuous improvement and innovation.
»Provide leadership in the management of the on-boarding and recruitment functions of the organisation, manage the administration of the HRIS and support the development and implementation of best practice contemporary HR policies and procedures.

»Encourage, support and promote innovation both at a team and a local level.
»Manage the development and the administration of the HRIS including the finalization of the implementation of the following modules: on-boarding, recruitment, learning and development, performance management and talent and succession management.
»Provide leadership support and advice to Managers, Team Leaders and all employees in the attraction, recruitment /selection and retentionof employees for the City of Casey. Manage an appropriate induction process and where possible conduct exit interviews on all employees prior to their departure from the organization.
»Manage a data base of all casual employees and provide line management with regular reports of costings, project allocations and timeframes for employment. Manage the relationship between Council and all recruitment agencies providing resources to the organisation (both permanent, temporary and casual).
»Provide consistent and accurate advice to all Managers, Team Leaders and employees relating to human resources policies and procedures.
»In conjunction with the Manager. People and Culture and the Team Leader, Employee and Industrial Relations contribute to the review and development of all human resources policies and ensure they are appropriate and comply with relevant legislation.
»Assist Managers and Team Leaders to
- Find solutions to performance management issues
- Interpret and ensure compliance with the Enterprise Agreement and other legislative requirement and Council policies and procedures
- Investigate EEO and bullying claims and support employees through the process.

- Accountability
»Accountable to the Manager, People and Culture for the provision of specialist advice to Managers, Team Leaders and employees in relation to a broad range of general human resource management issues (including on-boarding, recruitment, performance management, induction, retention and engagement).
»Contribute to the development and review of human resources policies
»Authorised to approve invoices up to $15,000 per transaction, subject to budget limits.
»Accountable for the use of a corporate credit card with daily transactions limit of $1,000 and maximum credit limit of $5,000

»Has authority and freedom to act within established operational and budgetary guidelines,Council policiesand the provisions of relevant Acts, Regulations, Codes as contained in the Instrument of Delegation.

»Competent in the application of contemporary human resources policies and practices.
»Sound understanding of HR legislation and requirements, especially lawful employment practices and compliance (modern awards FWA, unions, EEO and contractual agreements).

- Qualifications and Experience
»Tertiary qualification in Human Resource Management or related discipline.
»Sound experience in recruitment and selection and a HR generalistbusiness advisory role.

»Demonstrated ability to role model collaboration and build influential relationships across Managers, Team Leaders, Council and Community.
»Proven track recordin working with and the implementation of an integrated HRIS.
»Ability to work independently, manage own work programs and manage own priorities.
»Proven track record in proving strategic human resource management and recruitment systems advice to various levels of management and employees.
»Sound communication (written and oral) and interpersonal skills.
»Previous experience in conducting investigations and facilitating mediation sessions.
